TRANSHUMANISM The Fable of the Dragon-Tyrant
Once upon a time, the planet was tyrannized by a giant dragon. The dragon stood taller than the largest cathedral, and it was covered with thick black scales. Its red eyes glowed with hate, and from its terrible jaws flowed an incessant stream of evil-smelling yellowish-green slime. It demanded from humankind a blood-curdling tribute: to satisfy its enormous appetite, ten thousand men and women had to be delivered every evening at the onset of dark to the foot of the mountain where the dragon-tyrant lived. Sometimes the dragon would devour these unfortunate souls upon arrival; sometimes again it would lock them up in the mountain where they would wither away for months or years before eventually being consumed. Why does the Singularity matter?
The Singularity Institute was created in the belief that the Singularity represents a tremendous opportunity to accomplish good. The Singularity may offer a new opportunity to solve fundamental human problems, not just by creating new technologies, but by increasing the intelligence with which we solve problems. For the first time, there is the possibility of humans using technology to become, not just healthier and wealthier and longer-lived, but smarter. At last it will be possible for our intelligence to grow along with our technology. We believe a world which realizes these possibilities is a better world, one of the best possible futures for humanity.
What is the Singularity Institute?
The Singularity Institute is a 501(c)(3) nonprofit devoted solely to creating the Singularity. We help provide forums for discussion of the Singularity, coordinate Singularity-related efforts, and publish introductory material and research papers on the Singularity. Above all, our long-term mission is direct research into Singularity technologies and the direct implementation of the Singularity.   • 1. INTRODUCTION Economic systems can be considered as evolving complex systems where economic agents rationally perform actions in order to reach a better degree of satisfaction. In this way, the agents organize themselves and make decisions about producing, investing and consuming. Those decisions are taken in a context of uncertainty, and they are based on the beliefs (or expectations) that the agents have about possible future states of the environment.

    At first sight, the designation of the topic of this special issue, "MIND <> COMPUTER", also transcribed as "Mind NOT EQUAL Computer", looks like a piece of computer ideology, a line of some dogmatic code. But there are as yet no convincing artificial animals, much less androids, and computers are not yet ready for the unrestricted Turing test. Although they show a high degree of proficiency in some very specific tasks, computers are still far behind humans in their general cognitive abilities. Much more, and in much more technical detail, is known about computers than about humans and their minds. Thus, the required comparison between minds and computers does not even seem possible, much less capable of being stated in such a simple formula.
