Air quality in Central Texas has been declining in recent years as a result of increased polluting activities in this area and the regional airshed. In 1999, the amounts of ground-level ozone recorded at regional monitoring sites exceeded the maximum amount allowed under the Federal Clean Air Act. For violating this health-based standard, the Central Texas region is now subject to a non-attainment designation by the U.S. Environmental Protection Agency. The mission of the City of Austin Air Quality Program is to:
  • Develop and implement programs that reduce the impact of our business activities on regional air quality;

Air Quality Programs
  • Require Pemits for air pollution sources
  • Conducting inspections and enforcing air pollution regulations
  • Investigating air pollution complaints
  • Asbestos abatement and building renovations and demolitions
  • Encouraging effective growth management programs, including transportation planning, that help to minimize air pollution
  • Operation of an extensive air quality monitoring program
  • Conducting public awareness air quality programs such as "Spare the Air" and "Breathe" to better inform the community on air quality issues and actions
The Mecklenburg County Air Quality program has been in operation for over 25 years. Cleaner air in this community can be achieved through application of a well-coordinated, well planned and well implemented program to manage growth and preserve a quality environment. Major ambient air pollutants ("criteria pollutants") were first regulated by the federal government in 1970 with the establishment of National Ambient Air Quality Standards (NAAQS). These new regulations included both primary standards, which are designed to protect the public health and secondary standards, which are established to protect the public welfare. The specific criteria pollutants of concern were carbon monoxide (CO), sulfur dioxide (SO

The goal of the Air Quality Program is to achieve and maintain reasonable levels of air quality to protect human health, safety and welfare and the National Ambient Air Quality Standards established through the Federal Clean Air Act. The department implements this goal by staffing ambient air monitoring and permitting sections. To determine the quality of our air, we conduct ambient air monitoring at potentially high air pollution areas across the state. Once an air quality problem is identified, it is addressed by the rulemaking process, permitting process , or outside of the regulatory process. We permit minor, Part 70 (Title V), Acid Rain, and PSD sources. There are no nonattainment areas in South Dakota, therefore, we do not issue NSR permits.

WHO air quality guidelines
2nd Edition
Regional Office for Europe, 2000
The WHO Air Quality Guidelines for Europe, published in 1987, have provided an uniform basis for the development of strategies for the control of air pollution, and have contributed to the maintenance and improvement of public health in several countries. The Guidelines aim to provide a basis to protect public health from the adverse effects of air pollutants, and to eliminate or reduce to a minimum, those pollutants that are known or are likely to be hazardous to human health and wellbeing. In providing pollutant levels below which lifetime exposure or exposure for a given averaging time does not constitute a health risk, they form a basis for setting national standards for air pollution. Since the publication of the first edition, new scientific data in the fields of air pollution, toxicology and epidemiology have emerged and new developments in risk assessment methodologies have taken place. Therefore, updating and/or revision of the existing guidelines was undertaken by the Air Quality Unit of the WHO European Centre for Environment and Health. The work could only be achieved thanks to the immense support on the part of a large number of experts who contributed to the various working group meetings evaluating the draft chapters on the different air pollutants. The second edition of Air Quality Guidelines for Europe has now been published as WHO Regional Publications, European Series, No. 91 and is available from
