In addition, RapidScreen service will also be suspended for that day. All stations and Rapidscreen vans will resume emissions testing at regularly scheduled hours on Tuesday, June 1. Program Enhancements Senate Bill 54 ( ) allows biennial testing to come to Franklin County. As of August 28, 2003, vehicles registered in Franklin County are now required to primarily test every other year, not annually as has been a past practice. The biennial test fee is $24.00. Biennial testing allows Franklin County vehicles to observe the same testing cycles as those in the enhanced area. In 2004, the program will primarily be interested in testing even model year vehicles and those undergoing a title transfer.
