[May 19, 2004] The Bush administration released a supplement to its proposed Clean Air Interstate Rule, providing additional implementation details, including model cap-and-trade programs for power plants that states may adopt to achieve required emissions reductions.

[May 11, 2004] The Bush Administration announced EPA’s Clean Air Nonroad Diesel Rule, one of the most dramatic advancements in clean air protection since passage of the Clean Air Act Amendments of 1990. The rule, signed today, requires stringent pollution controls on diesel engines used in industries such as construction, agriculture and mining, and it will slash sulfur content of diesel fuel. In a related action, EPA announced its intent to propose new emission standards for diesel locomotives and marine diesel engines.

News Release May is Asthma Awareness Month
[May 4, 2004] EPA kicked-off Asthma Awareness Month by releasing a new video to help millions of asthma sufferers manage common asthma triggers found inside and around the home. Nationwide, 20 million Americans suffer from asthma. This includes 6.3 million children. Information is available on the EPA Web site, in both English and Spanish, on how to identify and manage asthma triggers. Tips for reducing asthma attacks include avoiding secondhand smoke, keeping pets outside or away from sleeping areas, washing bedding weekly in hot water, avoiding mold growth by reducing moisture and checking the Air Quality Index (AQI) report for information on outdoor air quality.

    That's a question more and more Canadians are asking the United States. More and more rain in Eastern Canada is acidic. Air pollution in the United States seems to be the reason why. It's happening in the U.S.A., too. Rain as acidic as lemon juice fell in Wheeling, West Virginia, and many lakes in New York State are dying from acid rain. Also there's acid rain in Germany's Black Forest. Acid rain starts out as regular rain. But when it falls through clouds of air pollution, rain changes into a weak acid. This acid is strong enough to kill trees, dissolve marble and kill whole lakes. Make An Acid Finder! WHAT YOU NEED:
    Red cabbage - sauce pan - grater - water - help and permission from an adult WHAT TO DO:
    Finely grate the red cabbage till you have 2 cups. Just cover with water and bring to a boil. Do not use an aluminum pan! Never use the stove without permission from your family. Simmer for 15 minutes. Let it cool, then strain and save the liquid. WHAT IS GOING ON:
    I know it's like cabbage tea and that seems a bit disgusting.

    OVERVIEW Some of the inventions we depend on for convenience and entertainment cause pollution. Fossil fuels (gas, coal and oil), are necessary to produce electricity in most power plants. The smoke and fumes from burning these fuels are released into the air and combine with moisture to produce acid rain. Join schools from around the globe to determine if the proximity of a fossil fueled power plant to a school's location affects the pH level of rainwater in that area.
    The project will run from February 2002 through April 2002.

    Allowance Trading Basics
    Market-based mechanisms for reducing pollution include a variety of economic or market-oriented incentives and disincentives, such as tax credits, emissions fees, or tradeable emissions limitations (emissions trading for short). There are many types of emissions trading approaches; the one used by EPA's Clean Air Market Programs is called "allowance trading" or "cap and trade" and has the following key features:
  • An emissions "cap" : a limit on the total amount of pollution that can be emitted (released) from all regulated sources (e.g., power plants); the cap is set lower than historical emissions to cause reductions in emissions Allowances : an allowance is an authorization to emit a fixed amount of a pollutant Measurement : accurate tracking of all emissions Flexibility : sources can choose how to reduce emissions, including whether to buy additional allowances from other sources that reduce emissions

    ACID RAIN
    Acid rain is a term which is used to describe a variety of processes which might more accurately be referred to as acidic deposition. Natural rainfall is slightly acidic due to dissolved carbon dioxide, picked up in the atmosphere. Organisms and ecosystems all over the planet have adapted to the slightly acidic nature of normal rain, and thus it poses no environmental problems. It is an increase in the acidity of rain, caused by human activities such as the combustion of fossil fuels, that has turned acid rain into a problem. Highly acidic rain can damage or destroy aquatic life, forests, crops and buildings, as well as posing a threat to human health. The actual term "acid rain" was first used over one hundred years ago by British chemist Robert Angus Smith. At that time, he realized that smoke and fumes from human activities could change the acidity of precipitation. Despite this awareness, acid rain was not considered an environmental concern until the 1950's. Around this time, increased levels of acidity were discovered in lakes in both Canada and Scandinavia. At first, this was looked at as simply an interesting situation, rather than a problem. Since that time, much research has gone into identifying the sources of acid rain and the damage that it causes. As research continued, the situation reached crisis proportions in the late 1970's. By this time, thousands of lakes in Canada and Scandinavia had been declared dead, devoid of life, while emissions of acid gasses continued to increase.
