Many monks and laymen consider aggressive political activities contrary to Buddhist doctrine. The activists' objectives are unclear but appear aimed at achieving a democratically elected, Buddhist-dominated government which would probably seek to negotiate a neutralist solution to the war. Buddhists claim to fear repression in the name of anti-Communism which they associate with the Catholics who were favored under the French and the Diem governments. While Buddhists pronouncements sometimes appear illogical to westerners, modern Buddhism has irrevocably carried the monk into the affairs of society. The study of Vietnamese Buddhism, often neglected in the scholarly research on Buddhism in East Asia and Southeast Asia, has long been plagued by the extreme scarcity of source materials. Among the available historical documents is the Thien Uyen Tap Anh (A Collection of Outstanding Figures of the Zen Community), a fourteenth-century Chinese-character text. It was discovered in 1927 by Tran Van Giap, a noted Vietnamese Buddhist scholar, who used it as his main documentary evidence to produce his historical account, written in French and published in 1932, of Vietnamese Buddhism from its beginnings to the thirteenth century. Giap argued that the type of Buddhism that flourished in Vietnam was Zen and that in Vietnam, from the sixth to the thirteenth century, Zen Buddhism was divided into three schools: the Vinitaruci, Vo Ngon Thong, and Thao Duong schools. Since then Giap's historical reconstruction of Vietnamese Buddhism has become the standard view among Buddhist scholars in Vietnamese, Chinese, and Western languages.

Melbourne, Australia About 1000 people, including many venerable representatives of the Buddhist Order in Australia and abroad, as well as government MPs and officials, gathered at the Phap Quang Buddhist Temple in Brisbane, Australia on August 30, 2003 to attend the Second National Vietnamese Buddhist Congress and celebration of the Ullambana ceremony. Those present in the gathering could claim to represent over 100 monastic and 100,000 lay devotees of the Unified Vietnamese Buddhist Congregation of Australia-New Zealand (UVBC-ANZ). The aim of the meeting was for the delegates to deliberate on achievements of the past four yeras, and to also set the agenda for the next 4 years, electing their national leadership and expressing their views on social, community, spiritual and other secular and religious affairs. The UVBC-ANZ is the largest umbrella/national Buddhist body, representing more than 100,000 of the existing 400,000-or-so lay Buddhists in Australia. It was formed in 1980 and had undergone an organisational restructuring in 1999.

By the end of the second century, Vietnam developed a major Buddhist centre in the region, commonly known as the Luy-Lau centre, now in the Bac-Ninh province, north of the present Hanoi city. Luy-Lau was the capital of Giao-Chi, former name of Vietnam, and was a popular place visited by many Indian Buddhist missionary monks on their way to China, following the sea route from the Indian sub-continent by Indian traders. A number of Mahayana sutras and the Agamas were translated into Chinese scripts at that centre, including the sutra of Forty Two Chapters, the Anapanasati, the Vessantara-jataka, the Milinda-panha, etc. In the next 18 centuries, due to geographical proximity with China and despite being annexed twice by the Chinese, the two countries shared many common features of cultural, philosophical and religious heritage. Vietnamese Buddhism has been greatly influenced by the development of Mahayana Buddhism in China, with the dominant traditions of Ch'an/Zen, Pure Land, and Tantra.

California, May 16th 1999 Unified Buddhist Church of Vietnam holds landmark VIII Congress of the UBCV leaders adopt blueprint by Thich Huyen Quang and Thich Quang Do on the role of Vietnamese Buddhism in the XXI century l Congress calls for the release of UBCV leaders, democratic freedoms and the restoration of the Unified Buddhist Church of Vietnam For the first time in 22 years, following directives sent clandestinely from Vietnam by the detained Patriarch of the Unified Buddhist Church of Vietnam (UBCV) Venerable Thich Huyen Quang and UBCV Secretary General Thich Quang Do, Vietnamese Buddhists from all over the world met at the International Buddhist Institute in North Hills, California from 14-16 May 1999 for the VIII Congress of the Unified Buddhist Church of Vietnam. The Congress concluded with a celebration of the Buddha's Birth at Santa Ana, California with a gathering of 20,000 Buddhists and more than 200 prominent Buddhist monks and nuns from Vietnam, the US, Japan, Korea, Burma, Thailand, Tibet, China, Laos and Cambodia.

Voice of the Masses: THE ROLE OF BUDDHISTS IN VIETNAM HISTORY Following is the speech of Venerable Thich Quang Do, Head of the Hoa Dao Office (the executive office of the Unified Buddhist Church of Vietnam), sent to the Church VIII Conference held in the United States on May 9, 1999. The communist government of Vietnam has declared the Unified Buddhist Church of Vietnam (UBCV) illegal and non-existent. The Hoa Dao Office was shut down after all of its documents and seals were confiscated by Public Security cadres. Today, the government allows only its state-controlled Buddhist Church of Vietnam to operate; continues its detainment of Venerable Thich Huyen Quang, the UBCV patriarch; maintains a strict isolation of Venerable Thich Quang Do; holds a large number of the Church's leaders in prison camps; and continues its hostile policy toward all forms of organized religions. Respected Elders,

All Buddhist Followers, On behalf of the Two-Chambers Council and as the Head of the Hoa Dao Office, I respectfully convey to the Conference the congratulation from all clergies and followers inside the country. At the same time, we send you the heartfelt concerns of people who are living in a dark corner of the world. [This is the place] where pure violence has become a philosophical subject challenging other main streams of Western and Eastern philosophies; where human dignity and the conscience of humankind are being tested. And via the Conference, on behalf of all clergies, followers, and those being oppressed for holding on steadfastly to their belief, I would like to express our deep appreciation to those international human rights organizations, dignitaries, and religious and social activists, who for a quarter of a century have constantly supported the voice of morality and called on the conscience of humankind not to let this poor and backward country severed from the rest of the civilized world.
