ON POLITICAL ECONOMY

T HE word Economy, or OEconomy, is derived from oikos, a house , and vomos, law , and meant originally only the wise and legitimate government of the house for the common good of the whole family. The meaning of the term was then extended to the government of that great family, the State. To distinguish these two senses of the word, the latter is called general or political economy, and the former domestic or particular economy. The first only is discussed in the present discourse. Even if there were as close an analogy as many authors maintain between the State and the family, it would not follow that the rules of conduct proper for one of these societies would be also proper for the other. They differ too much in extent to be regulated in the same manner; and there will always be a great difference between domestic government, in which a father can see everything for himself, and civil government, where the chief sees hardly anything save through the eyes of others. To put both on an equality in this respect, the talents, strength, and all the faculties of the father would have to increase in proportion to the size of his family, and the soul of a powerful monarch would have to be, to that of an ordinary man, as the extent of his empire is to that of a private person's estate. There is nothing of all this in political society, in which the chief is so far from having any natural interest in the happiness of the individuals, that it is not uncommon for him to seek his own in their misery. If the magistracy is hereditary, a community of men is often governed by a child. If it be elective, innumerable inconveniences arise from such election; while in both cases all the advantages of paternity are lost. If you have but a single ruler, you lie at the discretion of a master who has no reason to love you: and if you have several, you must bear at once their tyranny and their divisions. In a word, abuses are inevitable and their consequences fatal in every society where the public interest and the laws have no natural force, and are perpetually attacked by personal interest and the passions of the ruler and the members.

1712 June 12, born in Geneva to a watchmaker and the daughter of a minister who died after giving birth to him. 1722 His father is exiled from Geneva after a fight and moves to Lyons. Rousseau stays in Geneva in the charge of his mother's relations. 1724 Apprenticed to his uncle a lawyer who finds him incapable and sends him back. 1725 Apprenticed to an engraver. 1728 Runs away from his apprenticeship and wanders about Italy France and Switzerland. Meets Madame de Warens after converting to Catholicism in Turin. 1731 Lives in Chambery protected by the widow Madame de Warens. 1733 Madam de Warens becomes his mistress. 1738 Becomes ill and goes to Montpellier which facilitates a liason with Madame de Larange. Loses his relationship to Madam de Warens. 1740 Tutors at Lyon.

    Rousseau's Thought
    Few people have equaled Rousseau's influence in politics, literature, and education. His political thought is contained in Du contrat social, but it must be supplemented by other works, notably the Although he locates the cause of our deformity in society, Rousseau is not a primitivist. In and Du contrat social, he proposed, on an individual and a social level, what might be done. What was new and important about his educational philosophy, as outlined in Similarly, with regard to the social order, Rousseau's aim is freedom, which again does not involve a retreat to primitivism but perfect submission of the individual to what he termed the general will. The general will is what rational people would choose for the common good. Freedom, then, is obedience to a self-imposed law of reason, self-imposed because imposed by the natural laws of humanity's being. The purpose of civil law and government, of whatever form, is to bring about a coincidence of the general will and the wishes of the people. Society gives government its sovereignty when it forms the social contract to achieve liberty and well-being as a group. While this sovereignty may be delegated in various ways (as in a monarchy, a republic, or a democracy) it cannot be transferred and resides ultimately with society as a whole, with the people, who can withdraw it when necessary.

    (1758), a diatribe against the suggestion that Geneva would be better off for having a theater; his Du contrat social (1762); and his (1762), which offended both the French and Genevan ecclesiastic authorities and was burned at Paris and at Geneva. Confessions, but after a year he quarreled violently with Hume, whom he believed to be in league with Diderot and Grimm, and returned to France (1767). Vie de Rousseau Années de formation Né le 28 juin 1712 dans la république calviniste de Genève, Jean-Jacques Rousseau perdit sa mère quelques jours après sa naissance. Vers l'âge de douze ans, il commença un apprentissage de graveur mais, malheureux chez son maître, il prit la fuite au bout de quelques années et passa à pied en Savoie (1728). À Annecy, il rencontra Mme de Warens, jeune dame pieuse qui devint sa protectrice et plus tard (1733) sa maîtresse. Entre 1736 et 1739, ils vécurent ensemble aux Charmettes, près de Chambéry. Débuts dans le monde En 1742, Jean-Jacques Rousseau se rendit à Paris pour y gagner sa vie comme maître de musique, copiste et secrétaire particulier. Il se lia d'amitié avec Denis Diderot et rédigea des articles sur la musique pour l'Encyclopédie. Son nouveau système de notation musicale n'ayant pas été admis par l'Académie, il se mit à composer un opéra, les Muses galantes(1744), qui ne remporta pas le succès attendu. En 1745, il rencontra une jeune lingère, Thérèse Levasseur, qui allait être sa compagne jusqu'à sa mort. Ils eurent cinq enfants, tous placés par leur père à l'hospice des Enfants trouvés. L'illumination de Vincennes La vocation littéraire de Rousseau, il le raconta par la suite, survint un jour de 1749. En allant rendre visite à Diderot enfermé au donjon de Vincennes, il lut le sujet du concours de l'Académie de Dijon : «Si le rétablissement des sciences et des arts a contribué à épurer les mœurs.» Une foule d'idées se pressèrent alors à son esprit. Il prit la plume aussitôt et rédigea son Discours sur les sciences et les arts, soutenant que les «progrès» de la civilisation dénaturaient l'Homme; un an plus tard, il apprit qu'il avait remporté le prix. Paru en 1750, ce premier ouvrage provoqua immédiatement des réactions diverses et, en six mois, son auteur se trouva au centre de tous les cercles intellectuels et mondains.
