WORLD SCIENTISTS' CALL FOR ACTION
AT THE KYOTO CLIMATE SUMMIT
Five years ago, in the World Scientists' Warning to Humanity , 1600 of the world's senior scientists sounded an unprecedented warning: Human activities inflict harsh and often irreversible damage on the environment and on critical resources. If not checked, many of our current practices put at serious risk the future that we wish for human society and the plant and animal kingdoms. Addressed to political, industrial, religious, and scientific leaders, the Warning demonstrated that the scientific community had reached a consensus that grave threats imperil the future of humanity and the global environment. However, over four years have passed, and progress has been woefully inadequate. Some of the most serious problems have worsened. Invaluable time has been squandered because so few leaders have risen to the challenge. The December 1997 Climate Summit in Kyoto, Japan, presents a unique opportunity. The world's political leaders can demonstrate a new commitment to the protection of the environment. The goal is to strengthen the 1992 Framework Convention on Climate Change by agreeing to effective controls on human practices affecting climate. This they can and must do, primarily by augmenting the Convention's voluntary measures with legally binding commitments to reduce industrial nations' emissions of heat-trapping gases significantly below 1990 levels in accordance with a near-term timetable.

NSF-Funded Nobel Prize Winners in Science Through 2003
October 2003 The National Science Foundation (NSF) was established in 1950 "to promote the progress of science" and today funds more than 10,000 new awards each year in fulfilling that mission. NSF selects projects through a time-tested process of merit review, and the success of that process is reflected, in part, in the number of NSF-supported scientists recognized for their discoveries. In particular, NSF takes great pride in the remarkable achievements by U.S. and U.S.-based researchers that have received Nobel Prizes and the many who have been supported by NSF grants throughout their careers. NSF's contributions are significant considering the agency's size and the foundation's support for fundamental research in many disciplines relative to agencies focused on a specific mission such as health, defense or energy. NSF's share of federal funding for basic academic research in physical sciences (including physics and chemistry) is 35 percent, non-health-related biology is 65 percent and non-health-related social sciences is 84 percent. RUN OF PAPER Harvard Medical School professors David H. Hubel and Torsten N. Wiesel, who won the Nobel Prize for medicine today, have worked together since 1959 to find out how the brain sees. They share the award, the first to be announced in this year's Nobel series, with Dr. Robert Sperry of California Institute of Technology, a Harvard alumnus and a native of Hartford. Wiesel, a former member of the Nobel awards committee, and Hubel both won the award for discoveries concerning "information processing in the visual system." Wiesel said today he would like to think that the research has helped doctors understand the importance of early treatment for children with visual problems. Wiesel was concerned about the publicity that will come with the prize. "Maybe I should go and hide," he said. Dr. Sperry received half the prize, worth $180,000 this year, for discoveries about "the functional specialization of the cerebral hemispheres." Sperry has "brilliantly succeeded in extracting the secrets from both hemispheres of the brain," the awards committee said, "and in demonstrating that they are highly specialized, and also that many higher functions are centered in the right hemisphere."
