In his Millennium Report, UN Secretary General Kofi Annan stressed the importance for developing countries to benefit from opportunities emerging from the digital revolution, and stressed the vital role volunteers are playing in helping to bridge the digital divide between industrialized and developing countries, in key fields like health, education, income generation, gender equity, environment and humanitarian aid. UNITeS, the United Nations Information Technology Service, promotes volunteer involvement as fundamental to efforts focused on information and communications technologies for development (ICT4D). The United Nations Volunteers programme coordinates this UN ICT initiative.

Article 1 Definition of Child

Every person under 18, unless national law grants majority at an earlier age. Article 2 Freedom from Discrimination
Rights in the Convention apply to all children without exception; the State is to protect children from any form of discrimination or punishment based on family's status, activities or beliefs. Article 3 Best Interests of Child
The best interests of the child to prevail in all legal and administrative decisions; the State is to ensure the establishment of institutional standards for the care and protection of children. Article 4 Implementation of Rights
The State is to translate the rights of this Convention into actuality. Article 5 Respect for Parental Responsibility
The State is to respect the rights of parents or guardians to provide direction to the child in the exercise of the rights in this Convention. Article 6
The Child's right to life; the State is to ensure the survival and maximum development of the child.

For Peace and Development The United Nations Volunteers (UNV) programme is the UN organization that supports human development globally by promoting volunteerism and by mobilizing volunteers. It is administered by UNDP and operates amidst growing recognition that volunteerism makes important contributions, economically and socially, to more cohesive societies by building trust and reciprocity among citizens. Every year some 5,000 UN Volunteers from more than 150 different nationalities actively support the programmes of the United Nations itself and almost all UN funds, programmes and specialized agencies. News Sweden and UN Volunteers announce new Peace Promoters project in Guatemala The Government of Sweden has pledged over US $1.3 million for a new Peace Promoters project in Guatemala. In cooperation with the UN Volunteers programme, the project's activities will promote citizen participation for peace, and will be managed by eight Swedish volunteers and 20 national UN Volunteers, including several indigenous people. An agreement pledging the financial support was signed at the Swedish embassy in Guatemala City. Since 1997, Peace Promoters have been a vital part of the United Nations Verification Mission in Guatemala (MINUGUA).

      The States Parties to the present Convention, Considering that, in accordance with the principles proclaimed in the Charter of the United Nations, recognition of the inherent dignity and of the equal and inalienable rights of all members of the human family is the foundation of freedom, justice and peace in the world, Bearing in mind that the peoples of the United Nations have, in the Charter, reaffirmed their faith in fundamental human rights and in the dignity and worth of the human person, and have determined to promote social progress and better standards of life in larger freedom, Recognizing that the United Nations has, in the Universal Declaration of Human Rights and in the International Covenants on Human Rights, proclaimed and agreed that everyone is entitled to all the rights and freedoms set forth therein, without distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status, Recalling that, in the Universal Declaration of Human Rights, the United Nations has proclaimed that childhood is entitled to special care and assistance
