The UNICEF Mine Action Strategy In mine affected countries, UNICEF works with and supports states, non-state actors, other UN agencies and like minded civil society partners and international organisations to help children, their families and their communities understand how to reduce mine risks, focusing in particular on MRE, and advocates for and with them on mine related issues. UNICEF acts to identify at-risk populations, carry out emergency and long term MRE, and support other risk reduction activities, such as hazardous area marking. UNICEF works to promote ratification and implementation of the Mine Ban Treaty : helping to ensure that states and non state actors are aware of the threat of landmines and fully conscious of their terrible effects; that existing landmines are destroyed, hazardous areas marked; that new landmines are neither procured, manufactured nor laid; and that services are in place for survivors - particularly women and children.

INTRODUCTION Following the adoption of the Mine Ban Treaty in October 1997, Mine Action and Effective Coordination: the UN Policy was submitted by the Secretary General to, and welcomed by, the 53 rd session of the UN General Assembly in 1998. UNICEF has been given responsibilities in relation to three of these five components: is the UN focal point for mine awareness education [now known as mine risk reduction education]. In this capacity, it will provide appropriate guidance for all mine awareness programmes, liaising closely with concerned partners such as OCHA, WFP, UNHCR, WHO, and UNDP. In addition, UNICEF, in collaboration with WHO, ICRC, and other partners ... will ensure comprehensive rehabilitation of landmines survivors , including psychosocial counselling, physical rehabilitation (including the provision of prosthetics and orthotics), and education for those with disability. Finally, UNICEF will continue to be an active advocate for the promotion of a total ban on anti-personnel landmines (Mine Action and Effective Coordination: The UN Policy, 1998).

United Nations Initiatives
International efforts to eradicate female genital mutilation (FGM) have a long history. As early as the 17th century, there were attempts by Christian missionaries and colonial administrations in Africa to prevent the practice. These efforts, perceived as a colonialist attempt to destroy the local culture, were strongly resisted.
The years following the end of the Second World War saw the beginning of a process of decolonization and the creation of a universal framework for the protection of human rights in the form of the Universal Declaration of Human Rights. It is in this context that FGM first appeared on the agenda of the United Nations (UN) in 1958. The chequered history of previous efforts at outside intervention on the issue was a factor which prevented FGM from being taken up in earnest by the UN for another twenty years.
A seminar organized in 1979 in Khartoum, Sudan, by the World Health Organization, set the direction for renewed international initiatives. Its recommendations, aimed mainly at the 10 governments from eastern and western Africa represented at the meeting, called for the adoption of clear national policies, the establishment of national commissions to coordinate the activities of various official bodies; the enactment of legislation where appropriate; and the organization of public education and outreach involving health workers and traditional healers.

UNICEF, with world headquarters in New York and Geneva, maintains programmes in 161 countries, with 86 per cent of its staff posts located in the field. Its Supply Division, based in Copenhagen, is responsible for global purchasing, including some $100 million per year spent on vaccines and safe injection equipment. Publications Trafficking in Human Misery Although slavery has been formally abolished from the world, the trade in human misery continues. Women, still considered property in some places, may be sold into marriage. Men or women may be coerced into working in brothels, sweatshops, construction sites and fields. As illegal migrant workers, they may be subjected to sexual violence, horrific living conditions, threats against their families and dangerous workplaces. Because of their subordinate position, women and girls are most vulnerable. In view of the clear link between trafficking and the violation of sexual and reproductive rights and health, UNFPA is working to draw attention to and address the problem. However, eliminating this widespread and clandestine activity, which often involves organized crime and political corruption, will require collaborative efforts, with participation from international organizations, governments, NGOs and communities.
