Keeping the Peace, the UN Mission
The United Nations has worked to maintain peace in various countries since its creation in 1948. The duty to provide peace is detailed in the United Nations Charter . Under the Charter its purpose is to:
    To maintain international peace and security, and to that end: to take effective collective measures for the prevention and removal of threats to the peace, and for the suppression of acts of aggression or other breaches of the peace, and to bring about by peaceful means, and in conformity with the principles of justice and international law, adjustment or settlement of international disputes or situations which might lead to a breach of the peace.
    The Charter establishes a Department of Peace Keeping under the control of the United Nation Security Council which is handed to the council through Chapters VI and VII of the Charter. Chapter VI impowers the Security Council to step in and settle disputes, or aide in the settlement of these disputes. Under this chapter it is the councils duty to step in when the disputes start to threaten the maintaince of international peace and security. The United Nation forces that enter these areas are being sent to observe, monitor, supervise, or verify cease-fire and related agreements. the forces work to prevent the conflicts from futher outbreaks and to assure that settlements are permanent. the rules of engagement allow the troops to fire only is self-defense. The Security Council,
  • Recalling all its previous resolutions on the conflicts in the territory of the former Yugoslavia and in particular resolutions 981 (1995) of 31 March 1995, (1995) of 28 April 1995 and (1995) of 17 May 1995,
  • Reaffirming the statements of its President of 3 and 4 August 1995 (S/PRST/1995/37 and S/PRST/1995/38) and deeply concerned that the demands set out therein have not yet been fully complied with by the Government of the Republic of Croatia,
  • Having considered the report of the Secretary-General of 3 August 1995 (S/1995/650) and his letter of 7 August 1995 (S/1995/666),
  • Noting with concern reports of violations of resolution 713 (1991) of 25 September 1991 as reflected in the Secretary-General's report of 3 August 1995,
  • Deeply regretting the breakdown of the talks which began in Geneva on 3 August 1995,
  • Affirming its commitment to the search for an overall negotiated settlement of the conflicts in the former Yugoslavia ensuring the sovereignty and territorial integrity of all the States there within their internationally recognized borders, stressing the importance it attaches to the mutual recognition thereof, and in this context welcoming all international efforts to facilitate a negotiated solution to the conflict in the Republic of Croatia,
  • Strongly deploring the broad military offensive launched on 4 August 1995 by the Government of the Republic of Croatia, thereby unacceptably escalating the conflict, with the risk of further consequent attacks by whatever party

    The fact that the Nobel Peace Prize was given to soldiers serving the United Nations in its efforts at securing peace might appear as an anomaly. One of the stipulations of Alfred Nobel for the ideal recipients is that they should have done the most or the best work for the "abolition or reduction of standing armies". But the award needs to be seen in light of world events at that time It reinforces the universally accepted idea that the United Nations peacekeeping forces operate in the spirit of the Nobel Prize, that they exist to prevent hostilities, and to pave the way for peaceful solutions to emerge in conflict areas by the use of negotiation and persuasion instead of violence. The cold war between the Soviet Union and the United States and the resultant nuclear arms race were realities the world faced in the decades following the Second World War, causing global insecurity and fear of catastrophic annihilation. In this insecure climate, the new technique of peace-keeping came about as an alternative to war and conflict. A "practical reassessment of the realities of international peace and security has...emerged. Sixteen peacekeeping operations and countless good offices missions by successive Secretaries-General have been the backbone of this effort", said then Secretary-General Javier Perez de Cuellar in his Nobel Lecture, calling the peacekeeping operation "the United Nations' most successful renewal"

Since 1948, there have been five full-fledged wars directly connected with the conflict, and five United Nations peace-keeping operations have been established in the region. Of these, three are still deployed. The Arab-Israeli conflict has its origins in the problem of Palestine, which was brought before the United Nations early in 1947. At the time, Palestine was a Territory administered by the United Kingdom under a Mandate from the League of Nations, with a population of about 2 million, two thirds of whom were Arabs and one third, Jews. In November 1947, the General Assembly endorsed a plan for the partition of the Territory, providing for the creation of an Arab State and a Jewish State, with Jerusalem to be placed under international status. The plan was not accepted by the Palestinian Arabs and Arab States. On 14 May 1948, the United Kingdom relinquished its Mandate over Palestine and the State of Israel was proclaimed.     Peacekeeping: Issues for the United Nations and the United States
    UN Secretary General Boutros Boutros-Ghali issued An Agenda for Peace in June 1992 which made recommendations for strengthen-ing the United Nations and redefining the organization in accordance with post-cold war political, military, and economic realities. That document stimulated much discussion and lively debate focusing on traditional UN peacekeeping activities. It also raised significant questions concerning evolving US policy toward peacekeeping issues. Basic reforms in the United Nation's internal structure, procedures, and sense of mission need to be reassessed as the organization approaches its fiftieth anniversary next year. At the same time, the United States must reexamine its attitude toward the UN, its relations with the major powers on the Security Council, its willingness to commit resources and troops to UN actions, and its consideration of the issue of peacekeeping in light of US national security interests and the conduct of US foreign policy. Emphasis in this bibliography is on materials published subsequent to the issuance of An Agenda for Peace .     The United Nations Peacekeeping Forces are employed by the World Organizaton to maintain or re-establish peace in an area of armed conflict. The UN may engage in conflicts between states as well as in struggles within states. The UN acts as an impartial third party in order to prepare the ground for a settlement of the issues that have provoked armed conflict. If it proves impossible to achieve a peaceful settlement, the presence of UN forces may contribute to reducing the level of conflict.
    The UN Peacekeeping Forces may only be employed when both parties to a conflict accept their presence. Accordingly, they may also be used by the warring parties to avoid having a conflict escalate and, in the event, also to have a struggle called off.
    The Peacekeeping Forces are subordinate to the leadership of the United Nations . They are normally deployed as a consequence of a Security Council decision. However, on occasion, the initiative has been taken by the General Assembly. Operational control belongs to the Secretary-General and his secretariat.
    We distinguish between two kinds of peacekeeping operations - unarmed observer groups and lightly-armed military forces. The latter are only allowed to employ their weapons for self-defence. Altogether, 14 UN operations have been carried out. They are evenly divided between observer groups and military forces. The observer groups are concerned with gathering information for the UN about actual conditions prevailing in an area, e.g., as to whether both parties adhere to an armistice agreement. The military forces are entrusted with more extended tasks, such as keeping the parties to a conflict apart and maintaining order in an area.
