American Friends Service Committee
(AFSC), organization to promote peace and reconciliation through programs of social service and public information, founded by American and Canadian Friends (Quakers) in 1917. In World War I, the AFSC helped conscientious objectors to find work in relief projects and ambulance units as an alternative to military service. In World War II it broadened the scope of alternative-service possibilities to include duty in mental hospitals and other humanitarian work. In peacetime the AFSC continued such national and international programs as community development, racial reconciliation, aid to migrant workers, relief to civilians in war-torn areas, and refugee work. Its program of Voluntary International Service Assignments (VISA) served as a model for the U.S. Peace Corps. In 1947 the AFSC was awarded the Nobel Prize for Peace jointly with the Friends Service Council, its British counterpart. The AFSC is financed by contributions from individuals, foundations, and, in some cases, governments of countries where its programs are carried out. Headquarters of the organization are in Philadelphia.

American Friends Service Committee STATEMENT ON THE DEATH PENALTY November, 1976. The American Friends Service Committee reaffirms its opposition to the death penalty. We base our stand on the Quaker belief that every person has value in the eyes of God and on Quaker testimonies against the taking of human life. The U.S. Supreme Court decisions of July, 1976, rejected the major constitutional arguments against the death penalty, which had stopped executions in the U.S.A. in the previous decade. These decisions denied that execution is cruel and unusual punishment, citing the passage of death laws by a majority of the states in recent years as evidence that the public does not consider execution to be cruel and unusual. In our view, alleged public support for capital punishment does not diminish the cruelty nor warrant the takingof human life. The Supreme Court agrees that there is no conclusive evidence that the death penalty acts as a deterrent to crime. It recognized that the continuing demand for capital punishment is in part a manifestation of a desire for retribution. We find it particularly shocking that the Supreme Court would give credence to retribution as a basis for law. Punishment by death is inflicted most often upon the poor, and particularly upon racial minorities, who do not have the means to defend themselves that are available to wealthier offenders. A minority person convicted of a capital offense is much more likely to pay the extreme penalty than a white person convicted of the same crime. Discretion as to whether to execute continues under the Supreme Court's guidelines, and minority persons will continue to be victims of this discretion. The Supreme Court in its 1976 decision ignorest his reality.

American Friends Service Committee Statement on Military Strikes In Kosovo WASHINGTON - March 24 - By Kara Newell, Executive Director The American Friends Service Committee denounces the use of military strikes by the US led NATO forces as a response to the failed peace negotiations in Kosovo. Once again the machinery of war is being set in motion with reckless disregard for human life and property. The decision to use massive military action to resolve human conflict is always flawed and fraught with long term consequences. The price of this failed diplomacy will most surely be an increase in the numbers of civilian casualties and massive flight of displaced people spilling over into neighboring countries, thus only further destabilizing this region of the world. We strongly urge that :
  • NATO cease its bombing campaign and stop further threats of military action;

Carl Maugeri 215 241-7060 American Friends Service Committee Hails Decision by Congressional Aides to Visit Iraq Despite State Department's Lack of Endorsement PHILADELPHIA - August 27 - The American Friends Service Committee (AFSC) hailed a decision by five aides from the House of Representatives who left today on an independent fact-finding mission to Iraq despite the State Department's refusal to grant passport validation for the trip. The delegation will examine the impact of nine years of economic sanctions on the civilian population, Iraqi government policy, and U.S. economic and strategic interests, including the possibility of U.S. grain sales to Iraq. They will also study the effects of depleted uranium, which has damaged the health of U.S. veterans and Iraqi civilians, and the escalation of the U.S. bombing campaign. "We believe that the Congressional staffers, by getting a firsthand look at sanctions in Iraq, will be in a better position to provide Congress and the American people with accurate information about the suffering of the Iraqi people under sanctions. We applaud their decision to travel despite the State Department's lack of support," said Kathy Bergen, AFSC's National Coordinator for Middle East Peace Education.
