His government was one of the longest-lived in Japanese history, and by the late 1960's he appeared to have single-handed control over the entire Japanese government. He was a popular prime minister due to the growing economy; his foreign policy, which was a balancing act between the interests of the United States and China , was more tenuous. In

Agreed Minute to Joint Communique of United States
President Nixon and Japanese Prime Minister Sato (Draft)
    21st November, 1969
    United States President:
As stated in our Joint Communique, it is the intention of the United States Government to remove all the nuclear weapons from Okinawa by the time of actual reversion of the adminIstrative rights to Japan; and thereafter the Treaty of Mutual Cooperation and Security and its related arrangements will apply to Okinawa, as described in the Joint Communique. However, in order to discharge effectively the international obligations assumed by the United States for the defense of countries in the Far East including Japan, in time of great emergency the United Stales Government will require the re-entry of nuclear weapons and transit rights in Okinawa with prior consultation with the Government of Japan. The United States Government would anticipate a favorable response. The United States Government also requires the standby retention and activation in time of great emergency of existing nuclear storage locations in Okinawa: Kadena, Naha, Henoko and Nike Hercules units. Japanese Prime Minister: The Government of Japan, appreciating the United States Government's requirements in time of great emergency stated above by the President, will meet these requirements without delay when such prior consultation takes place.

The alliance agreement was signed. The agreement provided that Japan and Britain would support the other if either was engaged in a conflict with two or more powers in East Asia. Japan's ambassador to London, Hayashi Tadasu, negotiated the agreement. Wakatsuki Reijiro took over as Japanese prime minister. Mohandas "Mahatma" Gandhi was assassinated. Government 'secret funds system' was supposedly substitute for CIA funds: Liberal Party lawmaker
A former LDP staff member says that the 'secret funds' system allowing Foreign Ministry money to be funneled to the Cabinet Office may have been established as the substitute for secret CIA money channeled to the Liberal Democratic Party.
It is now known that the "secret state funds" have been used by the ruling Liberal Democratic Party for taming opposition parties in parliamentary activities.
Hirano Sadao of the Liberal Party, who served as a secretary to Maeo Shigesaburo, LDP secretary general from 1961-1963, raised the question in the House of Councilors Audit Committee meeting on June 18.
He said that the LDP in the 1950s and 1960s received CIA money to deal with opposition parties. He said he remembers that the LDP declined to receive CIA money in 1961 or 1962. He added that he suspects that the LDP introduced the 'secret funds' system at the start of the Sato Cabinet (1964-72) when it faced financial difficulty.
According to Hirano, Maeo, Lower House speaker at the time, told him in 1976 that "it was high time for the LDP to stop receiving foreign money but some people were reluctant to accept the decision."

Three Non-nuclear Principles have been confirmed by successive governments as 'national policy'
Chief Cabinet Secretary Fukuda Yasuo on May 31 stated, "The Three Non-nuclear Principles are just like the Constitution. But in the face of calls to revise the Constitution, amendment of these principles is also likely." This statement is in stark contrast with what government officials have stated so far.
In 1971, the House of Representatives adopted a landmark resolution calling for Japan not to possess, manufacture or allow nuclear weapons to be brought into its territory, known as the "Three Non-Nuclear Principles."
Until then the Three Non-nuclear Principles had only been explained by the government as part of its policy.
In introducing the resolution to the House of Representatives on November 24, 1971, the government of Prime Minister Sato Eisaku explained its significance as follows:
"It is significant for the Diet, which is the supreme state organ, to resolve in definite terms that the manufacture, possession, or bringing in of nuclear weapons is banned, and to declare the Three Non-Nuclear Principles as a national will instead of just maintaining them as government policy with possibility. This is the way the Japanese people express their earnest wish that all nuclear weapons must be banned. This resolution will establish the Three Non-nuclear Principles as the nation's fundamental policy."
Even before this resolution, Fukuda Takeo (then foreign minister) stated in parliament that future governments will maintain the Three Non-nuclear Principles, saying:
