Biography
Oscar was born in 1941 in the town of Heredia to one of Costa Rica's richest coffee-growing families. When Oscar was just seven years old, Costa Rica made the historic decision to abolish its standing army. Thus, Oscar grew up in Central America's only country that did not rely on military might to ensure its security.
After studying at the Colegio Saint Francis in San Jose, Oscar went to the United States and studied medicine at Boston University. Inspired by the political debates of the times, Oscar returned to Costa Rica to study law and economics. Oscar must have done extremely well in his studies because he was awarded a fellowship to study at two prestigious universities in London. His hard work and passion for his studies earned him a thesis prize, master's degree, and a Ph.D. In 1987, President Arias drafted a peace plan to end the regional crisis. Widely recognized as the Arias Peace Plan, his initiative culminated in the signing of the Esquipulas II Accords or the Procedure to Establish a Firm and Lasting Peace in Central America by all the Central American presidents on August 7, 1987. In that same year he was awarded the Nobel Peace prize.

Oscar Arias Sanchez (1941)
L'ancien président du Costa Rica, Oscar Arias, a joué un rôle prépondérant dans l'établissement de la paix en Amérique Centrale et dans la démilitarisation de la région. Ses positions et son engagement exemplaires en faveur de la paix, qui lui ont valu de multiples doctorats honorifiques et prix internationaux, ont fait de lui une référence morale incontournable.
Professeur de sciences politiques, ministre et député du Costa Rica en 1978, il devient le Secrétaire général du parti de libération nationale. Quelques mois avant son élection à la présidence de la République, il se rend dans les pays d'Amérique centrale et latine, invite personnellement les chefs d'état et demande que soit formée une alliance continentale en faveur de la démocratie. Il soumet donc aux participants un plan de paix qui sera signé en août 1987, l'année où ses efforts sont récompensés par le prix Nobel de la Paix. Aussitôt, Arias se lance dans la création d'une Fondation pour la paix et le progrès humain destinée, notamment, à œuvrer en faveur de la démilitarisation, de la résolution des conflits dans les pays en voie de développement et de la condition féminine en Amérique centrale.
La stratégie politique d'Oscar Arias repose essentiellement sur l'idée que la mondialisation doit s'accompagner d'une nouvelle approche éthique basée sur des valeurs universelles telles que la nécessité de « servir les autres ». L'état se doit, dit-il, de redistribuer les richesses au profit des plus nécessiteux et d'exercer la fonction éducative qui lui incombe. Il exhorte ainsi les gouvernements de la région et des pays en voie de développement à suivre l'exemple du Costa Rica : allouer les ressources investies dans les dépenses militaires, qu'il qualifie d'ailleurs de « pire perversion des priorités mondiales », dans le développement humain, économique et social. « Certains pensent que nous sommes vulnérables parce que nous n'avons pas d'armée. C'est exactement le contraire. C'est parce que nous n'avons pas d'armée que nous sommes forts », explique Arias ajoutant que la paix est avant tout « un mode de vie, une façon de résoudre les problèmes et de régler les conflits ».

1987 Nobel Peace Laureate "Peace is a process which never ends," Oscar Arias Sánchez once said. "It is the result of innumerable decisions made by many persons in many lands. It is an attitude, a way of life, a way of solving problems and of resolving conf licts. It cannot be forced on the smallest nation, nor can it be imposed by the largest. It can neither ignore our differences nor overlook our common interests. It requires us to work and live together." Arias speaks from experience. As the man who helped bring peace to a conflict-ridden Central America, he has earned the respect of many for his consensus-building ability. By the time Arias became president of Costa Rica in 1986, Central America had experienced great regional turmoil for many years. Government armies and civilian guerrilla groups in El Salvador, Guatemala, and Nicaragua were waging wars that had led to t he exile, torture, imprisonment, and death of countless people. Concerned about these and other events, leaders in Mexico, Venezuela, Colombia, and Panama drafted the Contadora peace plan for Central America in 1983. Unfortunately, despite initial support from the five Central American countries it was intended to help, fundamental differences in interpreting the plan kept it from succeeding.

AMHERST, MA Amherst College has been chosen as the site for a PeaceJam Youth Conference to be held on January 11-12, 1997, hosted by former Costa Rican President and Nobel Peace Prize Laureate Oscar Arias. The conference, based on the theme of "Guns, Violence, and the International Arms Trade," will present to youth a once-in-a-lifetime opportunity to meet with and learn from a Nobel Peace Prize Laureate.
The focus of the Amherst College event will be on nonviolence, using the examples of Costa Rica, Central America, and Dr. Arias' efforts to attain peace not only in his own region, but internationally. Dr. Arias was essential to the peace process in Central America and through his efforts, has been able to influence international policy towards the weapons trade. He presently runs a philanthropic foundation, the Arias Foundation for Peace and Human Progress, that promotes peace and disarmament in Central America and the world. High school and college students throughout Massachusetts have been selected to participate in this innovative program.
Massachusetts students are now studying an extensive curriculum and developing a project proposal to deal with the issue of violence in their own communities, which will then be presented at the conference to President Arias and to other community leaders. After the conference, students will return to their own communities to launch their community service projects.

The creation of a Hispanic Honor Society at Florida State University is providing to be a big success. The Society, which was initiated five years ago and is under the advisement of the Dean of Undergraduate Studies, has developed into a thriving organization. The Oscar Arias Sanchez Hispanic Honor Society was formed in the fall of 1992 to recognize academic excellence among students of Hispanic heritage. it is a scholastic and leadership society that promotes participation in other campus honor societies, and works with charitable organizations serving Tallahassee and neighboring Florida communities. For example, the Society works in cooperation with the W.E.//b. Dubois Honor Society, a similar organization which merits academic achievement in the African-American student community. In addition, our organization has consistently participated in service project sponsored by university and local service agencies such as the Fourth Avenue Cultural Enrichment Center, Habitat for Humanity and the Florida State University Center for Civic Education. The Peace Forum was held in conjunction with the opening of the International Graduate University for Peace (IGUP), the first institution of higher learning in Korea devoted to the study, education and implementation of peace in the world. Earth Human Peace Forum
Politics was not the only issue addressed by the panelists. Efforts toward gaining a universal view of peace were brought forth on the social, religious, cultural and philosophical levels as well. Chope Palijor Tsering, the East Asian representative for the Dalai Lama, was a moderator for one of the discussions. Neale Donald Walsch, author of the Conversations with God series participated alongside him, discussing the topic of spirituality.
