I Statement by Dr. Oscar Arias,
Former President of Costa Rica and 1987 Nobel Peace Laureate

October 11, 2001 I know that many of the people of the United States believe in working for peace, but have difficult questions in their hearts today. How do we stop terrorism? How can we prevent another attack from happening? How will we know when we are safe again? How do we achieve justice for the horrible thing that was done to us? I'm afraid that there are no easy answers to these questions. The government, and the people, of the United States are in an extremely delicate position at this time. They are struggling to find a response that will stop the evil of terrorism, but without repeating that same evil: without killing even more innocents. The greatest danger I see is this: that people will begin to welcome violence into their hearts, and in this way diminish their own souls. While I believe that actions such as those carried out by terrorists on September 11 must be responded to, I believe it is vital that Americans not allow themselves to be overtaken with a thirst for revenge. Whether or not we subscribe to any religion, and whichever faith has shaped the culture that we live in, let us all remember the importance of working together as a human race for the survival of our planet, and for its lasting peace.

Dr. Oscar Arias is Founder of the Arias Foundation for Peace and Human Progress and a spokesperson for the causes of worldwide peace and disarmament. Educated at the University of Costa Rica and the University of Essex, England, he earned a seat in the Costa Rican congress in 1978, became Secretary-General of the National Liberation Party in 1981, and was elected President of Costa Rica for the term 1986-1990. Assuming office at a time of regional discord, Dr. Arias worked throughout his Presidency to promote peace in Central America. In 1987, Dr. Arias developed the Arias Peace Plan to halt regional conflict. This culminated in the signing of the Esquipulas II Accords which helped establish a firm and lasting peace in Central America. In 1987 he was awarded the Nobel Peace Prize. Using the monetary award from the Nobel Prize, he established the Arias Foundation for Peace and Human Progress - a foundation that promotes gender equality, the strengthening of civil society in Central America, and demilitarization and conflict resolution throughout the world.

New York Times In 1988, Dr. Arias used the monetary award from the Nobel prize to establish the Arias Foundation for Peace and Human Progress. Three programs were established: the Center for Human Progress, to promote equal opportunities for women in all sectors of Central American society; the Center for Organized Participation, to foster change-oriented philanthropy in Latin America; and the Center for Peace and Reconciliation, to work for demilitarization and conflict resolution in the developing world. Dr. Arias will be giving a lecture entitled Doing Justice: The Path of Peace , on Oct. 30, 2003.

Hartford, Conn.—February 19, 2003— On Wednesday, February 26, former President of Costa Rica and 1987 Nobel Peace Laureate, Oscar Arias, will present “Peace, Justice, and Human Rights in the 21 st Century,” at Trinity College. Arias will address the creation of a more just and peaceful world, highlighting several proposals for achieving that goal and the necessity of protecting and promoting human rights. Prior to his presentation, Arias will be presented with an honorary Degree of Doctor of Law, in recognition of his belief in democratic values, tireless leadership in the search for peace, and his optimism that humanity can resolve conflict without resorting to violence. The event begins at 7:00 p.m.

was born in 1941. After studying in the United States, he read law and economics at the University of Costa Rica in the capital, San Jose. As a student he engaged actively in the work of the National Liberation Party. Having completed his degree, he went on to take a doctorate in England, with a thesis on the subject of " Who rules Costa Rica? " He is the author of a number of books and articles on political and historical subjects.
Arias embarked on his political career in earnest in 1970, as assistant to Jose Figueres, a former President who was again seeking election. When Figueres was elected in 1972, Arias was given a seat in the government as Minister of National Planning and Political Economy. In 1975 his party elected him International Secretary and in 1979, General Secretary. He represented the party at several Socialist International congresses.
