Dr. Oscar Arias Sanchez was born in 1941. After studying in the United States, he read law and economics at the University of Costa Rica in the capital, San Jose. As a student he engaged actively in the work of the National Liberation Party. Having completed his degree, he went on to take a doctorate in England, with a thesis on the subject of "Who rules Costa Rica?" He is the author of a number of books and articles on political and historical subjects.
Arias embarked on his political career in earnest in 1970, as assistant to Jose Figueres, a former President who was again seeking election. When Figueres was elected in 1972, Arias was given a seat in the government as Minister of National Planning and Political Economy. In 1975 his party elected him International Secretary and in 1979, General Secretary. He represented the party at several Socialist International congresses.

Nobel Laureate's Speech Begins Theme Year at WFU

Aug. 28, 1998 Wake Forest University will launch the Year of Globalization and Diversity on Sept. 17 with an Opening Convocation address by Oscar Arias Sanchez , former president of Costa Rica and a Nobel Peace Prize recipient. Convocation will begin at 11 a.m. in Wait Chapel. Arias, who led Costa Rica from 1986 to 1990, was awarded the Nobel Peace Prize in 1987 for his efforts to establish peace among Costa Rica's neighboring countries. The Year of Globalization and Diversity is a yearlong series of events focusing on the world's development into a global community. The majority of the events during the year-including Opening Convocation-will be free and open to the public. "The world is more interconnected than ever before," said Mary Jane Berman, co-chair of the planning committee. "Political changes, advancements in technology and numerous other factors have led to greater interaction among countries and peoples. Events during the year will help us understand the problems and benefits of these new relationships," said Berman, an associate professor of anthropology and director of Wake Forest's Museum of Anthropology. Berman's co-chair, Thomas C. Taylor, said diversity is an important component of the year because globalization raises awareness about other cultures and societies.

A Peace Perspective on Population and Environment: People Before Weapons

The address by Dr. Oscar Arias is the second in the International Lecture Series on Population Issues sponsored by the Population Program of the John D. and Catherine T. MacArthur Foundation. The lecture series addresses critical issues in population and development that the world will confront in coming years. Concurrent with the lecture in Mexico City, the Foundation announced its fourth round of leadership grants in Mexico, supporting eight individuals working on population issues in that nation. The grants were awarded through the Population Program's Fund for Leadership Development. The fund also supports work in Brazil, India, and Nigeria. The Fund for Leadership Development in Mexico is a collaboration with the Foundation's World Environment and Resources Program. It places significant emphasis on an appreciation of the country's cultural and ethnic diversity, and the recognition of diversity in its expectations of leadership. It encourages especially the emergence of female leadership. The inaugural lecture in January 1995 marked the announcement of the annual leadership awards in Nigeria. Other lectures in the series will mark the announcement of the awards in Brazil and India.

Oscar Arias Sánchez is President and Founder of the Fundación Arias para el Paz y el Progreso Humano. A former President of Costa Rica and the 1987 Nobel Peace Laureate, Oscar Arias holds international stature as a spokesperson for the Third World. Championing such issues as human development, democracy, and demilitarization, he has traveled the globe spreading a message of peace and applying the lessons garnered from the Central American Peace Process to topics of current global debate. He has received many honorary degrees from prestigious education institutions, won several awards from various organizations, and participated in a number of international organizations, many in which he is still actively involved. In 1988, Arias used the monetary award from the Nobel Peace prize to establish the Arias Foundation for Peace and Human Progress. Under the auspices of the Foundation, three programs were established: the Center for Human Progress to promote equal opportunities for women in all sectors of Central American society; the Center for Philanthropy to foster change-oriented philanthropy in Latin America; and the Center for Peace and Reconciliation to work for demilitarization and conflict resolution in the developing world. A recent report identifies a new approach emerging around the world, which scientists call "ecoagriculture." Instead of working against each other, farmers and environmentalists work together to find farming methods that both produce more food and preserve the environment. From grazing lands to coffee plantations to rice paddies, farmers and scientists are finding ways to preserve biodiversity within largely agricultural landscapes. As environment ministers continue to meet about Rio + 10, they would be wise to examine this groundbreaking approach to conservation. Common Ground, Common Future, the report points out that the most popular approach to protecting wildlife has been to fence off large areas for preservation where farming is restricted. This approach makes sense at one level, and debt-for-nature swaps were a priority for my administration in Costa Rica. However, research shows that nature reserves alone will not solve the problem, as endangered species and hungry humans often occupy the same land. The effectiveness of reserves depends greatly on whether the uses of surrounding lands support conservation objectives. Moreover, almost half the world's major nature reserves are now being heavily used for agriculture.

He was the 39th president of the United States, the governor of Georgia, a lieutenant in the U.S. Navy, and a farmer. During his presidency, Mr. Carter negotiated the Panama Canal treaties, the Camp David Accords, and the SALT II treaty. Oscar Arias: Harsh Words for the U.S. From a Voice for Peace and Prosperity by Kitty Felde SAN JOSE, COSTA RICA As President Bill Clinton ponders his post-presidential career options, he might consider the example of a former president of Costa Rica, Oscar Arias Sanchez. It was Arias who brokered a Central American peace deal at a time when no one believed it was possible. Arias served as Costa Rica's president from 1986 to 1990, a turbulent period in Central America. The Sandinistas were battling the Contras in Nicaragua, civil war raged in Guatemala and El Salvador was in turmoil. As tensions on Costa Rica's borders increased, so did pressure to remilitarize the country, which constitutionally abolished its army in 1949. Arias had another approach. Even before his inauguration, he began lobbying the nine leaders of Latin American countries to sit down together and talk about regional issues. In 1987, Arias drafted the Esquipulas II accords, or the "procedure to establish a firm and lasting peace in Central America," and persuaded his fellow heads of state to sign it. It was a peace plan that, according to Arias, Washington insisted would never work. Time has proved Washington wrong. Arias' efforts to carve out a peaceful solution in the region were recognized that same year when he was awarded the Nobel Peace Prize. He used the proceeds to create the Arias Foundation for Peace and Human Progress. Today, the former president takes a hands-on approach to the foundation's work to demilitarize and democratize Central America and the Caribbean.

    Oscar Arias Sanchez (born 1941) was born in Heredia, in the central region of Costa Rica . Former President of the country (1986-1990) and Nobel Prize (peace, 1987) laureate. His office focused on providing housing for circa 80 thousand families, shifting exportations from so called traditional ones (bananas, coffee) to non-traditional ones (e.g. exotic flowers and fruits), giving more emphasis to tourism as an income source, and achieving political stability in the region of Central America. He called for a higher level of integration in the Central America region and promoted the creation of the Central American Parliament (Parlamento Centroamericano). Ironically, until this day, the only central american country that hasn't yet subscribed to the treaty is Costa Rica. His office has been negatively criticized because of these efforts. Arias also tried to improve the educational system in the country. The most notable action in this respect was the reintroduction of compulsory academic tests at the end of school and high school. These measures have been topics of much debate in the country ever since.

    Peace consists, very largely, in the fact of desiring it with all one's soul. The inhabitants of my small country, Costa Rica, have realized those words by Erasmus. Mine is an unarmed people, whose children have never seen a fighter or a tank or a warship. One of my guests at this award, here with us today, is José Figueres Ferrer, the man with the vision to abolish my country's armed forces in 1948, and thus set our history on a new course. I am a Latin American
    I am not receiving this prize as Oscar Arias, any more than I am receiving it as the president of my country. While I have not the arrogance to presume to represent anyone, neither do I fear the humility which identifies me with everyone, and with their great causes. I receive it as one of the 400 million Latin Americans who, in the return to liberty, in the exercise of democracy, are seeking the way to overcome so much misery and so much injustice. I come from that Latin America whose face is deeply marked with pain, the record of the exile, torture, imprisonment and death of many of its men and its women. I come from that Latin American region where totalitarian regimes still exist which put the whole of humanity to shame. America's scars

At this very time, America is seeking to return to freedom, and it is only as it approaches democracy that it can see the dreadful trail of torture, banishment and death left by dictators. The problems America has to overcome are enormous. An inheritance from an unjust past has been aggravated by the fatal deeds of tyrants to produce foreign debts, social insensitivity, economic upheavals, corruption and the many other evils of our societies. The evils are manifest, naked to the view of anyone who cares to see them.
