BIOGRAPHICAL ESSAY Oscar Arias Sanchez (born 1941) was a Costa Rican politician, social activist, his nation's youngest president, and Nobel Peace Laureate (1987). A man of even temperament, Arias worked tirelessly to maintain peace both in Costa Rica and in the wider arena of Central America. Arias was educated in private schools in Heredia and traveled extensively before studying law and economics at the University of Costa Rica. "Doing Justice: The Path of Peace" with Oscar Arias Sanchez
A former president is in town tonight. Dispel the familiar images dancing through your head right now; this is neither the fanatical jogger nor King George's dad. Nobel Peace Prize recipient Oscar Arias Snchez, once leader of Costa Rica a country amazing for its lack of a standing army has been invited to give a speech on the harmful effects of globalization and militarization on democracy, and the need for global justice. Responsible for his appearance is the Pendle Hill Peace Network, a Quaker-based organization promoting peace activism and research. Snchez is here to participate in the network's weekly Forum, a series of lectures from both activists and academics already committed to working for a peaceful word and for direct resistance to oppression, according to John Meyer, the Forum's organizer. The network itself, he says, was conceptualized just after 9/11 based on the belief that those studying the preconditions for a peaceful world and conflict resolution need to have as much intense work and dedication as the Roves and the Rumsfelds of the world put into planning for war. Snchez's monumental experience with peace work should prove an insightful jumping-off point in this organization's search for sustained peace. The Importance of Oscar Arias Sanchez's Presidency Arias was elected president in 1986 and remained head of the country of Costa Rica until the year 1990. After Arias came to the presidency he got straight to work. He was trying to come up with a plan to end the violence and turmoil, which for so many years had plagued Central America. His idea was to bring democracy and liberty to all the surrounding countries which had been involved in war for so long. His own country, Costa Rica, was already stable and he had made it a neutral region throughout these wars. However, he wanted to also help his neighbors. This is what made Oscar Arias such a wonderful person. He was always looking to help his fellow man, and it's no wonder he was so many people's role model. He had a wonderful character and helpful ideas. Oscar was successful with his plans, and a peace treaty was signed in Guatemala on August 7,1987. Oscar Arias Sanchez by Jessica Wright Background Former Costa Rican President and Nobel Peace Prize winner, Oscar Arias Sanchez, was born on September 13, 1941, in Heredia, a small town near the capitol of Costa Rica . Arias was born into a family who had been involved in the coffee making business and politics for many generations. As a child he attended private schools in Heredia. Later, he went to the University of Costa Rica, where he studied law and economics. While he was attending school he also became a member of the PLN (National Liberation Party). Here he became loyal to the idea of social equity and anti-militarism. After his schooling at the University of Costa Rica he did some traveling and ended up in England. Here he went to the University of Essex and London's School of Economics. By age thirty, Oscar was a highly educated, extremely well -traveled, and a published political thinker and activist. In 1972 he was named Minister of National Planning and Political Economy on the cabinet of Pepe Figueres. In 1973 Oscar was married to Margarita Penon Gongora, with whom he had his daughter, Silvia Euginia.

Oscar Arias Sanchez The Former Costa Rican President and Nobel Peace Prize Laureate who brought Peace to Central America Oscar Arias Sanchez was born into a prominent coffee-growing family in 1941. In contrast to the Costa Rican village in which he grew up, he completed his secondary education in the United States. On his return, he read law and economics at the University of Costa Rica, his thesis on 'Pressure Groups in Costa Rica' earning him a national prize. Having completed his degree, he went on to take a doctorate in political science in England, with a thesis on the subject of "Who rules Costa Rica?" Having completed his term of office in 1990, Dr Arias now has the rare satisfaction of knowing that he delivered on his election promises. Under his leadership, the economy thrived; Costa Rica was the richest country with the highest standard of living in the region. The gross national product increased by an average of 5% and the unemployment rate of 3.4% was the lowest in the hemisphere. There was also a strong social welfare programme, which, again following his election promise, included an initiative to provide housing to the poor.

All of you here will decide, with your activism or your complacency, whether the new world order will be governed by a corporate ethics of selfishness, or by an ethical character of equality and human rights".

The Dalai Lama may be right to argue that the transformation of human motivation -of everyone connected, in whatever way, to the global system -is the key to escaping from its broad systems of violence and counterviolence. And indeed, in his presentation, Arias joined the other laureates in trying to urge such a transformation of motivation. But he reminded us vividly that there are also considerable structural factors at work in the world - at the level of globe-circling economic relations, military- power relations, and arms- transfer relations - that further feed the violence within it. In his presentation, he sought to lay out the facts regarding the economic and arms - transfer underpinnings of global violence, and to urge commitment to transformation at those structural levels, too.

Ladies and Gentlemen, Dear friends, The economic integration process in our Hemisphere must be designed while drawing on the lessons of nearly two centuries of political relations between our peoples, always united, despite their diversity, around aspirations and principles of justice and democracy. However, the American nations must not ignore the lessons bestowed upon humanity by the two greatest integrationist experiments of our century: the now vanished Soviet Union and the ever more vigorous European Union. The basic common element in these two political experiences is a process of economic integration accompanied by profound political and social transformations. In the former case, there was a pretension of arriving, in the long term, at an egalitarian democracy, which was belied from the outset by the ignoring of fundamental freedoms, the violation of human rights and the militarization of society. In the latter case, the success of economic integration was the result of certain commitments with regard to peace, democracy and social justice, reasonably respected by the Western European societies. While the Soviet integrationist attempt, condemned to failure, as we have seen, was based upon the totalitarian indoctrination of its societies, the European Union rigorously closed its doors to the countries governed by antidemocratic regimes. In this contrast, one can see evidence that the strengthening of democracy is a sine qua non condition for an economic integration process to succeed and to have the possibility of attaining permanence. Such a strengthening depends, in turn, on political system's ability to face the challenges of fighting against poverty, inequality and violence, which are among the most urgent for the majority of the countries of our Hemisphere.

Former president of Costa Rica and 1987 Nobel Peace laureate, Oscar Arias holds international stature as a spokesperson for the Third World. Championing such issues as human development, democracy, and demilitarization, he has traveled the globe spreading a message of peace and applying the lessons garnered from the Central American Peace Process to topics of current global debate. The New York Times reported that Oscar Arias' "... positions on Central American issues have become the standards by which many people in Congress and elsewhere have come to judge United States policy." In a similar way, he has come to take a leading position in international discourse. Dr. Arias was born in Heredia, Costa Rica, in 1940. He studied Law and Economics at the University of Costa Rica. His thesis, Grupos de Presión en Costa Rica (Pressure Groups in Costa Rica) earned him the 1971 National Essay Prize. In 1974, he received a doctoral degree in Political Science at the University of Essex, England. After serving as Professor of Political Science at the University of Costa Rica, Dr. Arias was appointed Costa Rican Minister of Planning and Economic Policy. He won a seat in Congress in 1978 and was elected secretary-general of the National Liberation Party in 1981. In 1986, Oscar Arias was elected president of Costa Rica. In 1987, President Arias drafted a peace plan to end the regional crisis. Widely recognized as the Arias Peace Plan, his initiative culminated in the signing of the Esquipulas II Accords, or the Procedure to Establish a Firm and Lasting Peace in Central America, by all the Central American presidents in 1987. In that same year he was awarded the Nobel Peace Prize.
