Oscar Arias Sanchez Oscar Arias Sanchez Politician and official, president of Costa Rica (1986-90), who was awarded the Nobel Prize for Peace in 1987 for his Central American peace plan. Born into one of the wealthiest coffee-growing families in Costa Rica, Arias Sanchez studied economics at the University of Costa Rica and earned a Ph.D. from the University of Essex in England. In the 1960s he began working for the moderate socialist National Liberation Party (Partido de Liberacion Nacional; PLN), and in 1972 he was appointed minister of planning in the government of President Jose Figueres, a post he held until 1977. News Oscar Arias Sanchez, Nobel Peace Prize Winner, to Speak at Law School Former president of Costa Rica, Oscar Arias Sanchez spoke as a guest of the International Law Society on Friday, April 2, 1999 in Room 102. President Arias spoke about his efforts to eliminate military spending in Central America and other regions of the world in hopes of promoting human rights, democratic society, and a peaceful future. Because the poorest nations cannot depend on free trade, foreign direct investment, foreign aid, and debt forgiveness, they must provide their own resources to give their populations the opportunity for a proper education and advancement. He also stressed the need for the United States to provide world leadership on moral grounds. In 1987, Costa Rican President Oscar Arias Sanchez garnered world recognition when he was awarded the Nobel Peace Prize for his work in ending the Nicaraguan civil war. During that conflict, both the Sandanistas and the Contras set up military bases in the northern area of Costa Rica, and Arias was elected under the promise that he would work to put an end to this situation. He was able to get all five Central American presidents to sign his peace plan, and Nicaragua is now experiencing relative stability. President Arias will also speak at the Bradbury Thompson Center on Saturday, April 3, at noon.

(Redirected from Oscar Arias Sanchez Óscar Arias President of Costa Rica 8 May to 8 May Luis Alberto Monge Rafael Ángel Calderón Date of birth: 13 September Place of birth: Heredia Party: PLN Dr. Óscar Rafael de Jesús Arias Sánchez (born 13 September , in Heredia ) was the President of Costa Rica from 1986 to 1990. He also received the Nobel Peace Prize in 1987. His presidential term focused on promoting a neoliberal economic model, dismantling social democratic institutions, requiring licensing of the press which was condemned by the Inter-American Human Rights Court, shifting exports from Costa Rica's traditional cash-crops (bananas, coffee) to non-traditional ones (e.g. exotic flowers and fruits), and placing more emphasis on tourism as an income source. The Nobel Peace Prize was awarded to Arias for his work towards the signing of the Esquipulas II Accords in 1987. This was a plan to promote democracy and peace on the Central American isthmus during a time of great turmoil and outside influence in the midst of the Cold War. Although Arias was accused by some of attempting to undermine the Nicaraguan government by refusing to recognize the legitimacy of its government and supposedly ignoring violations of the Esquipulas Peace Agreement by enemies of Nicaraguan's government, none of this was ever proven to be true.

During a 1987 Central American summit, Dr. Arias presented his peace plan which called for an immediate cease fire in all guerrilla wars, a suspension of outside military aid, general amnesty and negotiations between conflicting parties, as well as long-term measures such as free elections and general reductions in armed forces. The Arias plan was a great stride toward peace and a base for future progress. In addition to studies in his native Costa Rica, Dr. Arias was educated in the United States and Great Britain, earning his doctorate from the University of Essex. He began his political career as an activist with the Partido de Liberacion Nacional (PLN), one of Costa Rica's two major parties. In 1972, he was appointed minister of national planning and political economy. He served with distinction in this post until 1977. In 1979, he was elected general secretary of the PLN, the party's highest position.
