    Elihu Root, U.S. History, Biographies
    Related Category: U.S. History, Biographies Elihu Root Platt, Orville Hitchcock ) regarding Cuba. He also fostered the establishment of civilian governments in Puerto Rico and the Philippines. Root became Secretary of State under Roosevelt in 1905, serving until 1909. He improved relations with Latin America somewhat, after much criticism had been leveled at U.S. activities in Panama, and he concluded (1908) the Root-Takahira agreement with Japan, by which both nations agreed to maintain the status quo in the Pacific and to uphold the Open Door Policy in China. He also negotiated a series of arbitration treaties. Although reluctant to run for public office : partly because his opponents made much of his having been defense attorney for William M. Tweed in 1873 : he accepted appointment in 1909 as U.S. Senator from New York and served until 1915. In 1912 he was chairman of the Republican national convention, and in the break between Roosevelt and William Howard Taft he adhered to the conservative Taft faction. He was a member of the Hague Tribunal (Permanent Court of Arbitration) and was prominent (1910) in the North Atlantic Coast Fisheries Arbitration. Root received the Nobel Peace Prize in 1912 in recognition of his efforts toward international peace. He advocated U.S. entry into the League of Nations and helped to bring the World Court (Permanent Court of International Justice) into existence.

    on July 8, 1909, the three hundredth anniversary
    of the discovery of Lake Champlain It is no ordinary event that we celebrate. Even a dull imagination must be stirred as it dwells upon the influence which the events attending the discovery were to have, upon the issue of the great struggle between France and Great Britain for the control of the continent: the struggle between the two white races for the opportunity to colonize and expand, and between the two systems of law and civil polity, for the direction and development of civilization among the millions who were to people the vast region extending from the Atlantic to the Pacific and from the Rio Grande to the frozen limits of the North. Authentic history records that late in June, 1609, Champlain, accompanied by several white companions and by a great array of Algonquin Indians of the Saint Lawrence Valley, left the French station on the site of the old Indian village of Stadacona, where now stands the City of Quebec, upon an expedition intended by the Indians for war and by the whites for exploration. They proceeded in canoes up the Saint Lawrence and turned south into the Richelieu, and, in the early days of July, after many vicissitudes and the desertion of the greater part of the Indians, they dragged their canoes around the rapids of the river and came to the foot of the lake on whose shores we stand.

The National Conference of the Relief Society for Political Exiles in Siberia, at its special session on April 29th, at Stuyvesant Casino, unanimously voted to protest to you against the appointment of Elihu Root as Chairman of the Federal Commission now being sent by you to Russia. We protest against Mr. Root as a member of the Commission because of his frequently voiced antagonism to and disapporval of the revolutionary movement in Russia and his well-known public attitude of favoring Russian political prisoners by this country. As the official representative in America of the Russian Political Exiles and as a body that for years morally and financially aided the Russian Political Exiles in Siberia, the American Relief Society emphatically protests against the appointment of Mr. Root, whose enmity to the ideals, aspirations and tactics of the Russian revolutionists, as well as to organized labor in general, is as thoroughly known in Russia as in America and justly resented. We hope, Mr. President, that you will realize the importance of reconsidering the appointment of Mr. Root and that a representative will be selected who is intellectually and temperamentally in sympathy with the ideals and spirit of the Russian revolution.

These programs are primarily designed to convey to the general public the critical and sometimes intense findings of the first two Homeplanet Defense Institute (HDI) Open seminars. HDI Open Seminar 1 was the only seminar held on the critical policy choices faced by the transatlantic community to the historic Chinese manned space flight of October 14, 2003. HDI Open Seminar 2 held on January 20, 2004 was the first public discussion ever held from an international policy perspective on planetary defense against asteroids and comets. The humble beginnings, the early poverty, the slender opportunity for even the simplest education, the swift rise from the ordinary lot to the heights of station and of power, the singular absence of those aids by which personal ambition commonly seeks its ends, the transcendent moral quality of the cause which he came to lead, the desperate struggle, the triumphant success, the tragic ending, the startling contrast between the abuse and ridicule to which he was so long subjected, and the honor and glory for all time which he achievedall these tend completely to fill the minds of those who read or listen to the story of Lincoln. There is another view of Lincoln’s life, however, which we ought not to overlook, and from which a useful lesson may be learned. He was intensely practical. While he never for a moment lost sight of the great ends toward which he struggled, or wavered in his devotion to the eternal principles which justified those ends, he never assumed that his conclusions would be accepted merely because he knew they were right, however clearly he might state them. He did not expect other people to have their minds work as his mind worked, or to reach his conclusions because he thought they ought to reach them, or to feel as he felt because he thought they ought to feel so. He never relied upon authority or dictation or compulsion upon the minds of others.
