Elihu Root
ROOT, Elihu, lawyer, born in Clinton, Oneida County, New York, 15 February, 1845. His father, Oren, was professor of mathematics in Hamilton college from 1849 till 1885. The son was graduated there in 1864, adopted the profession of law, and settled in New York city, where he has attained high reputation. In 1883-'5 he was United States district attorney for the southern district of New York. Although he had participated in local Republican politics in New York, he was little known as a political figure when, in 1899, President McKinley invited him to become his secretary of war. Since the nation was just emerging from the Spanish-American War, it seemed an unlikely appointment. But President McKinley, with remarkable insight, said that he needed a lawyer in the post, not a military man, and Root accepted the call of what he called the greatest of all our clients, the government of our country. As secretary of war from 1899 to 1904, was influential in the postwar administration of the former Spanish islands of Puerto Rico, Cuba, and the Philippines; instituted a series of major Army reforms, including a permanent increase in strength, creation of a General Staff, rotation of officers between staff and line, reduced dependency upon seniority, joint planning by Army and Navy, an improved reserve program with special attention to the National Guard, and reorganization of the Army school system; served on the Alaskan Boundary Commission, 1903; served as Secretary of State, 1905–1909;

Elihu Root was born in Clinton, New York and in 1864 graduated from Hamilton College, where his father was a professor of mathematics. Following a year of teaching, Root enrolled in the law school at New York University. He received his degree and was admitted to the New York bar in 1867. He established a practice in New York City and concentrated on corporate law. His advocacy of the interests of various railroads and financial institutions made him a wealthy man by the age of 30. During these early years, Root did not run for public office, but became active in local Republican politics. In 1873, he defended "Boss" Tweed in a celebrated trial, an action that haunted him for years. In 1883, Root was appointed U.S. District Attorney for the Southern District of New York, a position that allowed him to become acquainted with Theodore Roosevelt . Root resumed his private practice in 1885. In 1899, William McKinley demonstrated great wisdom by selecting Root, a respected lawyer, to be his secretary of war. Continuing to serve under Roosevelt, Root sponsored a thorough revamping of the post-Spanish-American War military. He created a general staff, reorganized the army, expanded West Point, founded the Army War College and strengthened controls over the National Guard. Root also was the driving force behind the Platt Amendment and the Foraker Act , and served on the Alaskan Boundary Tribunal.

Root received his law degree from New York University in 1867 and became a leading corporation lawyer. As U.S. attorney for the southern district of New York (1883-85) he came into close contact with Theodore Roosevelt, then a leader in New York Republican politics, and became Roosevelt's friend and legal adviser. As secretary of war in President William McKinley's (and, after McKinley's assassination, Roosevelt's) cabinet (1899-1903), Root worked out governmental arrangements for the former Spanish areas then under U.S. control as a result of the Spanish-American War. He was the primary author of the Foraker Act (1900), which provided for civil government in Puerto Rico. He established U.S. authority in the Philippines and wrote the instructions for an American governing commission sent there in 1900. He also effected a reorganization of the U.S. Army, established the principle of rotation of officers from staff to line, and created the Army War College in 1901. From 1909 to 1915, as a Republican senator from New York, Root sided with the William Howard Taft wing of the party. After the outbreak of World War I in Europe, he openly supported the Allies and was critical of President Woodrow Wilson's policy of neutrality. He was a leading Republican supporter of the League of Nations and served on the League's commission of jurists, which framed the statute for the Permanent Court of International Justice (1920-21). President Warren Harding appointed him one of four U.S. delegates to the International Conference on the Limitation of Armaments (1921-22). In his later years Root worked closely with Andrew Carnegie on programs for international peace and for the advancement of science.

Elihu Root (February 15, 1845-February 7, 1937), who became one of the most brilliant administrators in American history, was born in Clinton, New York, son of a professor of mathematics at Hamilton College New York University in 1867, founded a law firm after one year of practice, and by the age of thirty had established himself as a prominent lawyer specializing in corporate affairs. He became a wealthy man in the thirty or so years which he devoted to legal practice, acting as counsel to banks, railroads, and some of the great financiers of the day. His comprehensive grasp of legal principles, his formidable power of analysis, his creative genius in discovering solutions to problems, his disciplined attention to detail, and his skill in expression, whether written or oral, earned him recognition from his colleagues as the leader of the American bar.
