was born in Zamora in Mexico in 1911. After studying law he entered his country's foreign service in 1939. From 1962 to 1964 he held the post of Ambassador to Brazil, and from 1964 to 1970 was State Secretary in the Ministry of Foreign Affairs. From 1971 to 1975 he was Mexico's permanent representative in the United Nations ; in 1975-76 he was Foreign Minister, and since 1977 he has been the Permanent Representative of Mexico to the Committee on Disarmament which has its headquarters in Geneva.

Alva Myrdal
of Sweden of the Nobel Prize for Peace for 1982. While serving as ambassador to Brazil, he first encountered the proposition of excluding nuclear armaments from Latin America, and, after the Cuban Missile Crisis of 1962, he persuaded the Mexican government to support such a policy. His unremitting efforts eventually led to the Treaty of Tlatelolco (1967), which committed 22 nations of Latin America to bar nuclear weapons from their territories. A year later he helped draft the Treaty on the Non-proliferation of Nuclear Weapons. He was appointed permanent representative to the Disarmament Conference in Geneva in 1977. In 1978 he served as chairman of the Mexican delegation to the UN General Assembly's special session on disarmament.

In the first place it is my obvious and at the same time most pleasant duty to express my gratitude for the honour that has been accorded me by the award of the 1982 Nobel Peace Prize.
May I then mention that I shall deal not only with the general subject of disarmament, but I shall also direct the attention to the connection between armament problems and the headlong on-rush of technology and the growth in violence. We must never forget the trampling down of human dignity and rights, the increase in acts of violence and the use of torture. All of this testifies to an incredible persistence in contempt for the suffering of individual men and women.
But I would also like to express my very special thanks to the Nobel Committee for hitting on the idea of dividing the prize between Dr. Garcia Robles and myself. This indicates that we have not received the prize only as personal tributes to ourselves, but that the entire movement which aims at promoting peace and reducing the use of violence has been given a great encouragement. This was emphasised, too, by the chairman of the Norwegian Nobel Committee, Egil Aarvik. The whole popular movement of protest, which at present is and has to be directed mainly against the use of the extreme weapon of terror, the atom bomb, has acquired a recognised legitimacy. This is bound to influence the attitudes and decisions not least of leading politicians and military chiefs in the superpowers.

DESCRIPTION: 2 AMs sheets consisting of a document in four parts. The first part, the most relevant, is a counter-statement by Fr. Miguel de Ampuera, Ror. (Rector?) of the College of the Society of Jesuits in Asuncion, against a paper by Francisco Ribas -Gavilan in May 1639 which denounced the reductions for their immunity in lay courts of law. The remaining three parts back up the authenticity of the statement as that of Ampuera. The document was probably put together by Fr. Diego de Boroa, Provincial of the Province of Paraguay, for whom the document is signed and a seal is affixed. References to Sebastian Ruano and Governor Don Pedro de Lugo y Navarra, Governor of Paraguay.

DESCRIPTION: 1 AMs page of a letter from Juan Baptista Ferrufino, S.J., a procurador, in Cordova, Argentina to Baltazar de Lagunillas, S.J., the procurador general (a representative for the American Jesuits in Madrid). The letter discusses anti-Jesuit activity by Fray Bernardino de Cardenas, Bishop of Asuncion, and the protection of the College of the Society of Jesus in Asuncion. Reference to Juan Pastor, S.J. may refer to the Jesuits' provincial congregation held in July, 1644 at which Pastor, a procurador, laid before the Father General the issue of Cardenas' threats against the Society. The letter is extremely fragile and is probably the original. The year of the document is illegible.

KATIE UNSER - THE CAVALIER DAILY The widow of deceased Nobel Laureate Alfonso Garcia Robles, donated her husband's library to the University yesterday. By John Clark Cavalier Daily Staff Writer Helping to unofficially launch this week's Nobel Laureates Conference, Nov. 5-6, the University both honored and received a gift yesterday from late Nobel Laureate Alfonso Garcia Robles, reknowned for his work on nuclear disarmament. Juanita Garcia Robles visited Alderman Library yesterday to donate her husband's 1,100 volume library to the University Library system. A display honoring the Mexican diplomat and his donation appears in the Alderman Library foyer. University Library officials were estatic about the gift, which contains law books on disarmament, Latin American government and maritime law, as well as volumes of work written by the Mexican diplomat himself. "You have a tremendous breadth of work here," Law Librarian Larry Wenger said. "You not only have books from Latin America, you also have authors like H.G. Wells and Harold Laski."

Partial Test Ban Treaty Amendment Conference Is ... On!
Maxime Faille During the last decade negotiations on a Comprehensive Test Ban (CTB) were stalled by the Reagan administration. A series of "Nuclear Testing Talks" between the superpowers were designed to "create the illusion of purposeful activity on the nuclear testing issue to deflect mounting political pressure worldwide," according to U.S. Senator Ted Kennedy. However, 40 countries, taking matters into their own hands, have forced the world to the negotiating table to consider ending nuclear testing. The breakthrough came in March when Tanzania and Papua New Guinea joined the countries requesting the U.S., USSR, and U.K. to convene a conference to consider amending the 1963 Partial Test Ban Treaty (PTBT) into a CTB. Now that over one-third of the States signatories to the Treaty have so requested, the convening of the conference is mandatory. The idea of such a PTBT amendment has inched forward over four years, thanks to the perseverance of Parliamentarians Global Action (PGA), a network of national legislators from around the world. PGA enlisted effective allies: Nobel Peace Prize Laureate Ambassador Alfonso Garcia Robles of Mexico has led the effort at the international level, along with five other non-nuclear countries - Indonesia, Peru, Sri Lanka, Venezuela and Yugoslavia.
