Alfonso Garcia Robles
Alfonso Garcia Robles ) was a Mexican diplomat and politician who received the Nobel Peace Prize in 1982, sharing the prize in that year Alva Myrdal Robles trained in law before joining his country's foriegn service in 1939. He was ambassador to Brazil from 1962 to 1964, then was state secretary to the ministry of foriegn affairs from 1964 to 1970. In 1971-75 he served as his country's representative to the United Nations before an appointment as foriegn minister in 1975-6. He was then appointed as Mexico's permanent representative to the Committee on Disarmament. Robles received the peace prize as the driving force behind the Treaty of Tlatelolco , setting up a nuclear-free zone in Latin America and the Caribbean . The agreement was signed in 1967 by most states in the region, though some states took some time to ratify the agreement.

Office of the Spokesman May 18, 2000 FACT SHEET XVII U.S.-Mexico Binational Commission Meeting Exchange Of Diplomatic Notes Renewing U.S.-Mexico Commission For Educational And Cultural Exchange Secretary of State Madeleine K. Albright and Mexican Secretary of Foreign Relations Rosario Green will sign and exchange Diplomatic Notes to extend the agreement which established the U.S.-Mexican Commission for Educational and Cultural Exchange (the Fulbright Commission). The new agreement extends the life of the Commission by ten years. The U.S.-Mexico Commission for Educational and Cultural Exchange was established in 1990 to oversee the Fulbright Program between the United States and Mexico. With an annual budget of $7 million, funded by both governments and supported by U.S. and Mexican universities and businesses, the Commission annually exchanges over 300 scholars, students, professionals and teachers. It is governed by a board of public representatives and private citizens from both countries. Its grantees are called Fulbright-Garcia-Robles scholars, in honor of the program's founder, U.S. Senator J. William Fulbright, and Mexican diplomat and Nobel Prize winner Alfonso Garcia-Robles.

An Iraqi nuclear weapons program is no longer to be feared. Libya has just relinquished its weapons of mass destruction programs. These recent developments no doubt bring comfort to some. But we can't rest easy. The dangers of nuclear weaponry still exist in the Middle East. Israel has nuclear weapons, and its rival Iran is suspected of developing them. Other Middle Eastern nations may resort to nuclear weapons as a response to Israel's and Iran's possession of them. The Middle East can avoid the vicious cycle of nuclear proliferation, as one past example suggests. More than 40 years ago, the nations of Latin America also faced the threat of nuclear weapons in their region. In September 1962, Brazil called for a Latin American nuclear weapon-free zone. Just one month later, the Soviets placed nuclear missiles in Cuba. The resulting Cuban missile crisis almost led to a nuclear war between the Soviet Union and the United States.
