Robert C. Richardson Born in Charleston, South Carolina on October 27th, Richardson was wounded in the Moro Rebellion shortly after graduating from West Point. Richardson later went on to be a part of General Pershing's general staff in France during World War I. During World War II, he served, among other duties, as military governor of Hawaii and commanding general of the U.S. Army Forces in the Central Pacific Area. General Richardson received his 4th star posthumously after his death while on vacation in Italy on March 2, 1954. He had retired in 1946.

Richardson is professor of physics and director of the Laboratory of Atomic and Solid State Physics at Cornell University. Richardson joined the Cornell Department of Physics in 1966 as a research associate after earning a Ph.D. in physics from Duke University, and a B.S. and M.S. in physics, both from Virginia Tech. His research focuses on low-temperature physics, especially the properties of liquids and solids at sub-millikelvin temperatures. Richardson was awarded the 1996 Nobel Prize in Physics with David M. Lee and Douglas D. Osheroff for their discovery of superfluidity in helium-3. Together they were also awarded the Simon Memorial Prize in Low Temperature Physics from the Institute of Physics, London, in 1976, and the Oliver E. Buckley Prize of the American Physical Society in 1981. Richardson was elected as a Fellow of the American Association for the Advancement of Science in 1981, a Guggenheim Fellow in 1982 and a Fellow of the American Physical Society in 1983. Richardson III In March 23, 1983, President Reagan announced a research effort aimed at changing the U.S. strategic concept of Mutual Assured Destruction (MAD)in effect since the mid-1960sto one of Assured Survival. The new concept would be based on the development and deployment of layered, and primarily space-based, defenses against Soviet missiles. This program, now officially called the Strategic Defense Initiative (SDI) but unofficially dubbed "Star Wars" or "Peace Shield," followed the recommendations of a study of its military desirability, technical feasibility, political acceptability, and economic viability initiated in 1981 under the name "High Frontier" (HF). The difference between SDA and HF is that SDI is currently limited to "researching" the feasibility and implications of the new strategy, while HF advocates immediate deployment of a first-generation defense system not only for national security purposes, but also as an integral part of a bold, U.S.-led, move to exploit the commercial potential of space.
