Polanyi S ensing the historic nature of the occasion, the General Assembly adopted the Human Rights Declaration without dissent. No nation wished to place itself in opposition to the tide of history, though many may have said, with St. Augustine, "God make us good, but not yet". Nonetheless, such is the moral force of this Declaration that it is in the process of changing the world. It begins by spelling out the fundamental trinity of rights: that to life, which is paramount; that to liberty, which gives life meaning; and that to security, which permits the enjoyment of life. The recognition of these rights is not new. They have been in the process of definition for centuries. What makes the Universal Declaration an epochal document is first of all its global impetus and secondly the breadth of its claims, a commitment to a new social contract, binding on all the Governments of the world. Through its 30 articles, all nations commit themselves to observe equality before the law, submit to the rule of law, foster freedom of speech and assembly, validate their own authority through free elections with universal franchise, and (strikingly) recognize the right of all to adequate food, shelter, health care, education and employment. These articles, written by human beings at a particular juncture in history, will eventually prove to be incomplete, but will endure as a declaration of principle that is both civilized and visionary. Let us look back at least to the beginning of this century, which was to be the century of science. Science, it seemed, held the key to an age of ease and plenty, and for many that proved to be the case. But for still more, it did not. That is because technology does not guarantee equity nor even elementary decency.

A Personal Perspective

Science as you know, used to be termed "natural philosophy." It was a good description. We scientists philosophize about nature. We have been doing this to such effect in this century that we have transformed the accepted view of matter, energy, space, life, death and almost the universe. Coincidentally, we have re-shaped the world we live in, extending and enriching human life and, regrettably, furnishing the machinery for megadeath. For all these skills, rule books though they may exist are absolutely inadequate; learning is by apprenticeship, and what is crucial in that apprenticeship is to be able to distinguish success from failure. Science, say the deconstructionists, is accepted because eminent personages, who accord themselves the title 'scientist,' claim it to be true. This is incontrovertible; no one is qualified, to check all the laws of science. We accept the major part of science, that is beyond our expertise, as a 'social construct.' In this the deconstructionists are right.

SCIENCE AND CONSCIENCE By John C. Polanyi John Polanyi won the Nobel Prize for chemistry in 1986. He is presently a professor at the University of Toronto and a member of the American Academy of Arts and Sciences study group on joint data exchange'' between the United States and Russia on nuclear weapons. This essay salutes the 100th anniversary of the birth of Linus Pauling in 1901. TORONTO The American who most clearly brought the concepts of science and conscience together was Linus Pauling. Science was his passion. He did not have much to say about conscience, since to talk about it would have been to philosophize, and philosophy held few charms for him. It was not conscience but conscience-at-work that interested Pauling. His was a world in which consequences flowed from actions. It was the sort of robust view one associated with the American West, from which he hailed. This is both a strength and a weakness in the American tradition. It gets things done. Quite often they are the right things. However, a European, living (figuratively) within walking distance of Athens, is more likely to take the view that philosophy, whether we acknowledge it or not, underlies what we do.
