[Print Friendly Version] Press Statement Office of the Spokesman Washington, DC April 30, 2003 A Performance-Based Roadmap to a Permanent Two-State Solution to the Israeli-Palestinian Conflict The following is a performance-based and goal-driven roadmap, with clear phases, timelines, target dates, and benchmarks aiming at progress through reciprocal steps by the two parties in the political, security, economic, humanitarian, and institution-building fields, under the auspices of the Quartet [the United States, European Union, United Nations, and Russia]. The destination is a final and comprehensive settlement of the Israel-Palestinian conflict by 2005, as presented in President Bush’s speech of 24 June, and welcomed by the EU, Russia and the UN in the 16 July and 17 September Quartet Ministerial statements. A settlement, negotiated between the parties, will result in the emergence of an independent, democratic, and viable Palestinian state living side by side in peace and security with Israel and its other neighbors. The settlement will resolve the Israel-Palestinian conflict, and end the occupation that began in 1967, based on the foundations of the Madrid Conference, the principle of land for peace, UNSCRs 242, 338 and 1397, agreements previously reached by the parties, and the initiative of Saudi Crown Prince Abdullah – endorsed by the Beirut Arab League Summit – calling for acceptance of Israel as a neighbor living in peace and security, in the context of a comprehensive settlement. This initiative is a vital element of international efforts to promote a comprehensive peace on all tracks, including the Syrian-Israeli and Lebanese-Israeli tracks.

Final Statement of the Third Global Summit of Nobel Peace Laureates October 21, 2002 Rome, The 3rd World Summit of Nobel Peace Laureates was held from October 18th to 20th, 2002. It was organized by Mikhail Gorbachev and Walter Veltroni, Mayor of Rome. The participants of the 3rd World Summit of Nobel Peace Laureates refuse to accept the cynicism and despair that crushes hope and vision. They affirm strongly our common humanity and capacity to work cooperatively, informed by compassion and inspired by love. Our humanity demands this. The meeting encouraged an open exchange of opinions regarding threats to world peace, and the contradictions and instability of the current world order. The Nobel Peace Laureates participating in the meeting sought solutions to the principal challenges of our time: widespread war and violence, including international terrorism; poverty; and environmental degradation. There is an urgent need to find solutions leading to a new world order that emphasizes peace, humanity and equality. 1. Volume 17 No 1 THE NEW INTERNATIONAL CRIMINAL COURT: Universal, permanent and independent prosecution of crimes of international concern Niza Concepcion First Permanent Court for World's Worst Crimes Inaugurates its First Bench The first eighteen (18) judges to serve in the first permanent International Criminal Court (ICC), have been elected and inaugurated last March 11 2003 in the Hague. The high-level ceremony was hosted by the Dutch government, and attended by Queen Beatrix and United Nations Secretary General Kofi Annan. The judges comprise the first bench which is expected to investigate and prosecute crimes falling under the jurisdiction of the ICC, namely Genocide, Crimes Against Humanity, War Crimes, and the Crime of Aggression. The new Court itself has just entered into force last July 1, 2002, with the completion of 60 state ratifications in the United Nations. Calling them "trustees of a new system of international justice", Mr. William Pace, Convenor of more than one thousand organizations under the New York-based NGO Coalition for the ICC (CICC), remarked that "with the world's attention overwhelmed by an impending new war, one of the greatest anti-war institutions in all history (has been quietly) inaugurated".

Archives - Overview BRIEF ADMINISTRATIVE HISTORY The Convention on International Civil Aviation was signed at Chicago, Illinois, United States, on 7 December 1944. The Provisional International Civil Aviation Organization (PICAO) functioned from 6 June 1945 to 4 April 1947, on which date ICAO came into being. According to the terms of the convention, the organization is made up of an Assembly, a Council of limited membership with various subordinate bodies and a Secretariat. The chief officers are the President of the Council and the Secretary General. The Assembly, composed of representatives from all Member States, is the sovereign body of ICAO. It meets every three years, reviewing in detail the work of the organization and setting policy for three years. It also establishes a triennial operating budget. The Council, the governing body which is selected by the Assembly for a three-year term, is composed of thirty-three states. The Assembly chooses the Council Member States under three headings: states of chief importance in air transport, states that make the largest contribution to the provision of facilities for air navigation, and states whose designation will ensure that all major areas of the world are represented. As the governing body, the Council gives continuing direction to the work of ICAO. It is in the Council that standards and recommended practices are adopted and incorporated as annexes to the Convention on International Civil Aviation. The Council is assisted by the Air Navigation Commission (technical matters), the Air Transport Committee (statistical and economic matters), the Committee on Joint Support of Air Navigation Services and the Finance Committee.
