Nacido en una familia judía de la ciudad, entonces alemana, de Kronstadt, a los 11 años emigró con sus padres a Palestina (aún bajo mandato británico). Allí estudió en una escuela agrícola y participó en la fundación de un kibbutz; sus convicciones sionistas y socialistas le llevaron a integrarse muy joven en el Partido Laborista (Mapei), hacia 1946. Fue miembro de la Hagana, organización armada clandestina que luchó por la formación de un Estado judío en territorio palestino, objetivo que se hizo realidad con la independencia de Israel en 1948. Desde entonces empezó a ocupar cargos políticos bajo la protección de Ben-Gurión; y acompañó a éste -y a Moshé Dayán- cuando se escindieron del Mapei en 1965, fundando el partido Rafi . El estallido de una nueva guerra árabe-israelí en 1967 le hizo volver al reunificado Partido Laborista, erigiéndose en líder de su ala moderada. Desempeñó varios ministerios en los Gobiernos de Golda Meir e Itzak Rabin. Con este último ocupó la cartera de Defensa, cargo que le proyectó a la presidencia del gobierno tras la dimisión de Rabin en 1977. Ad undici anni si trasferisce insieme alla famiglia in Palestina. Trascorre la propria adolescenza a Tel Aviv, frequentando la scuola di agraria di Ben Shemen e vivendo per diversi anni nel kibbutz Geva e nel kibbutz Alumot, di cui è uno dei fondatori. Un precoce interesse per l'attività politica lo porta ad essere eletto, nel 1943, segretario del movimento giovanile laburista-sionista.
