Classical Liberalism in the 21st Century: War and Peace
by Richard M. Ebeling September 2001 T HE HISTORY OF MANKIND is a history of war, conquest, and oppression. From ancient times to the modern era, peace and freedom have been rare occurrences in the sweep of human events. When peace has prevailed for extended periods of time, it has invariably occurred under the yoke of despotic regimes that have wielded greater military force and internal political power to hold back the threat of rival kings and tyrants and maintain domestic stability. And when the ancient Hebrews were led out of bondage in Egypt by Moses, as the Old Testament recounts, after their long wandering in the desert they crossed the River Jordan and conquered their promised land through a campaign of genocide against the native Canaanites. Utopia City of the Sun Law of Freedom History of the Sevarites Code of Nature, or the True Spirit of the Laws Republic of Philosophers (1768) all conceived of a future world without war or conflict in which men would live in harmony and tranquility.
The classical-liberal vision
Only starting in the middle of the 18th century did there emerge a different vision of a society of peace and freedom. It is found in the writings of the French Physiocrats and the Scottish moral philosophers, two of whose leading figures were David Hume and Adam Smith. Their ideas were refined and popularized by the classical economists of the first half of the 19th century.

, a collection of essays he had published in the course of his research, and he secured his scholarly reputation with a series of lectures delivered in 1860-1861 at the University of Montpellier and later published in two volumes under the title . An admirer of Richard Cobden, he became an ardent free trader, believing that free trade would draw nations together as partners in a common enterprise, result in disarmament, and lead to the abandonment of war. Passy lectured on economic subjects in virtually every city and university of any consequence in France and continued a stream of publications on economic subjects, some of the more important being Malthus et sa doctrine L'Histoire du travail (1873). Passy's passionate belief in education found expression in (1859) end
Passy carried on his efforts within the government as well. He was elected to the Chamber of Deputies in 1881, again in 1885, and defeated in 1889. In the Chamber he supported legislation favorable to labor, especially an act relating to industrial accidents, opposed the colonial policy of the government, drafted a proposal for disarmament, and presented a resolution calling for arbitration of international disputes.
His parliamentary interest in arbitration was whetted by Randal Cremer 's success in guiding through the British Parliament a resolution stipulating that England and the United States should refer to arbitration any disputes between them not settled by the normal methods of diplomacy. In 1888 Cremer headed a delegation of nine British members of Parliament who met in Paris with a delegation of twenty-four French deputies, headed by Passy, to discuss arbitration and to lay the groundwork for an organization to advance its acceptance. The next year, fifty-six French parliamentarians, twenty-eight British, and scattered representatives from the parliaments of Italy, Spain, Denmark, Hungary, Belgium, and the United States formed the

Passy, 1901 H. Roger-Viollet (b. May 20, 1822, Paris, Franced. June 12, 1912, Paris), French economist and advocate of international arbitration who was cowinner (with Jean-Henri Dunant ) of the first Nobel Prize for Peace in 1901. After serving as auditor for the French Council of State (1846-49), Passy devoted himself to writing, lecturing, and organizing on behalf of various economic reforms and philanthropies. An ardent free trader, he belonged to the 19th-century liberal tradition of the British economists Richard Cobden and John Bright, whom he knew personally. Passy's work for peace began during the Crimean War (1853-56). His plea for peace in the periodical Le Temps (1867) helped to avert war between France and Prussia over Luxembourg. In the same year he founded the International League for Peace, later known as the French Society for International Arbitration. After the Franco-German War (1870-71) he proposed independence and permanent neutrality for Alsace-Lorraine. As a member of the French Chamber of Deputies (from 1881), he successfully urged arbitration of a dispute between France and The Netherlands concerning the French Guiana-Surinam boundary. He assisted in founding the Inter-Parliamentary Union (1888) and remained active in the peace movement for the rest of his long life.
