Frederic Passy
French economist and advocate of international arbitration who was cowinner (with Jean-Henri Dunant) of the first Nobel Prize for Peace in 1901.
After serving as auditor for the French Council of State (1846-49), Passy devoted himself to writing, lecturing, and organizing on behalf of various economic reforms and philanthropies. An ardent free trader, he belonged to the 19th-century liberal tradition of the British economists Richard Cobden and John Bright, whom he knew personally. Passy's work for peace began during the Crimean War (1853-56). His plea for peace in the periodical Le Temps (1867) helped to avert war between France and Prussia over Luxembourg. In the same year he founded the International League for Peace, later known as the French Society for International Arbitration. After the Franco-German War (1870-71) he proposed independence and permanent neutrality for Alsace-Lorraine. As a member of the French Chamber of Deputies (from 1881), he successfully urged arbitration of a dispute between France and The Netherlands concerning the French Guiana-Surinam boundary. He assisted in founding the Inter-Parliamentary Union (1888) and remained active in the peace movement for the rest of his long life.

Sir Randal Cremer
British trade unionist and pacifist who won the Nobel Prize for Peace in 1903 for his advocacy of international arbitration. The life of Sir William Randal Cremer is something of a rags-to-riches story. Born in 1828, in abject poverty, and with only a scanty education which ended at age twelve when he went to work in the shipyards, Cremer made his way upward with his exceptional skills as an organizer, becoming one of the first representatives of the working class in Parliament, a leader of the emerging international peace movement in the late nineteenth century and the winner of one of the very first Nobel Peace Prizes. Randal Cremer (he preferred to drop the William) was born to poor working-class parents in a small town in Hampshire, England. Not long after his birth, his father deserted the family, leaving his mother to raise three young children in poverty. At fifteen Cremer was apprenticed to a carpenter, and it was as a journeyman carpenter that at the age of twenty-four he came to London to seek his fortune. This he found in the trade-union movement, where his leadership qualities were soon recognized. At the age of thirty he was helping organize the campaign for a nine-hour day, and he went on to become a national leader of the carpenters' union and a member of the London Trades Council.

    INAUGURATION OF THE FREDERIC PASSY CENTRE In 1867, building on his campaign to prevent war between France and Prussia over the question of Luxembourg, he founded the "International and Permanent League for Peace". When this League was swept away by the Franco-Prussian war (1870-71), he reorganised it under the title of "French Society of Friends of Peace" which in turn lead to the birth in 1889 of the "French Society for Arbitration among Nations",. Passy was elected to the Chamber of Deputies in 1881, re-elected in 1885 and defeated in 1889. In the Chamber, he passed a number of labour laws, in particular a law on accidents at work, opposed the government’s colonial policy, drew up a project for disarmament and tabled a motion advocating arbitration in international conflicts. Established in 1889 and with its Headquarters in Geneva, the IPU, the oldest multilateral organisation, currently has 138 affiliated national parliaments and five associated regional assemblies. The organisation of the world's parliaments also has an office as Permanent Observer with the United Nations in New York.     Pour autant, Passy n'était pas un universitaire dans une tour d'ivoire mais plutôt un homme d'action. En 1867, fort de l'autorité acquise dans sa campagne pour prévenir une guerre entre la France et la Prusse sur la question du Luxembourg, il fonda la "Ligue internationale et permanente de la paix". Lorsque cette ligue fut balayée par la guerre franco-prussienne de 1870?1871, il la réorganisa sous le titre de "Société française des amis de la paix" qui donna naissance à son tour à la "Société française pour l'arbitrage entre nations" à vocation plus spécifique, créée en 1889. Par l'action remarquable qu'il conduisit un demi-siècle durant au sein du mouvement pacifiste, Passy devint l'"apôtre de la paix". Ecrivain intarissable et enjoué, son Pour la paix (1909), qu'il publia à l'âge de 87 ans, est un récit personnel - et non une autobiographie, genre qu'il n'aimait pas, - de son action en faveur de la paix internationale, qui met en exergue la fondation de la Ligue, la période décisive où l'Union interparlementaire fut créée, le mouvement des conférences de paix et l'utilité de la Conférence de La Haye.
