Reproductive Health/Safe Motherhood

Women displaced by war have special needs, including family planning, prenatal and postnatal care, and other reproductive health services. UNHCR attempts to provide reproductive health services in all emergency situations, as a priority intervention. Such care is urgently needed and wanted in refugee settings around the world. Geographic Focus
UNHCR provides assistance throughout Africa, Asia, Central and Southwest Asia, North Africa, the Middle East, Latin America and Europe. Its budget is divided into two parts: General Programmes and Special Programmes General Programmes are basic, ongoing refugee protection and assistance activities that are planned and approved in advance. General Programmes are statutory activities and are divided, for the most part, by country and continent. In 1999, the General Programmes budget target is U.S. $413 million. Special Programmes are refugee emergency operations, voluntary repatriations and assistance to non-refugees, such as internally displaced people. The funding target for the Special Programmes in 1999 is U.S. $482 million.

In 2000, China maintained good relationship with UNHCR.
In mid March, Mr. Ittiporn Boonpracong, the Coordinator for the Asia-Pacific Inter-governmental Consultations on Refugees, Displaced persons and Migrants (APC), paid a visit to China. Officials from the Department of International Organizations and Conferences held talks with the Coordinator.
July 12-17, Mr. Francois Fouinat, Director of Asia Pacific Office of UNHCR visited Beijing and Hong Kong. During his stay in Beijing, Mr. Fouinat paid a courtesy call to Mr. Wang Guangya, Vice Foreign Minister of China. They had an exchange of views on such issues as the world situation of refugees and the Vietnamese refugees in China. Mr. Fouinat also held talks with officials from the Ministry of Civil Affairs and the Office of the Commissioner of the Ministry of Foreign Affairs of PRC in the Hong Kong Special Administrative Region and attended the closing ceremony of the Pillar Point Vietnamese refugee center in HKSAR.
October 22-November 3, participants from Ministry of Foreign Affairs, Ministry of Civil Affairs, Public Security Department of Fangchenggang City, Guangxi Province and the Foreign Affairs Office of Yunnan Province attended the first UNHCR Workshop on International Humanitarian Emergency Response in Nagano, Japan.

Third Issue (6 th UN High Commissioner for Refugees Visits Georgia
Mrs. Sadako Ogata, the UN High Co-mmissioner for Refugees visited Georgia during 4-6 September. The main goal of her visit was to get familiar with the situation in the country as well as to monitor the activities of the UNHCR. During her visit, Mrs. Ogata met Mr. Eduard Shevardnadze, the President of Georgia, Mr. Vazsha Lortkipanidze, the State Minister, Mr. Irakli Menagarishvili, the Minister of Foreign Affairs, Mr. Valeri Vashakidze, the Minister for Refugees and Accommodation. Mrs. Ogata met the Friends of the Secretary General in order to study the situation in Abkhazia in depth. She was also informed about the situation in South Ossetia by the Organisation for Security and Cooperation in Europe (OSCE) and the UNHCR Mobile Team. In addition, Mrs. Ogata met the Resident Representatives from the United Nations Development Programme (UNDP) and the World Bank to discuss the transition process from humanitarian assistance to development. Along with the official meetings Mrs. Ogata visited Zugdidi, where she was briefed by the representatives of UNOMIG and local authorities, as well as the representatives of the different non-governmental organisations (NGOs) on the situation in the region and, particularly, on the conditions for IDPs there. Since 1993, UNHCR has been providing humanitarian assistance to the internally displaced in Georgia. UNHCR also supports the conflict resolution processes sponsored by the OSCE through monitoring, emergency relief assistance in the respective conflict zones and rehabilitation assistance in South Ossetia and government controlled areas.

The Office of the High Commissioner for Refugees (UNHCR) has always been a strong advocate for an international ban on the use, production, stockpiling, sale, transfer or export of anti-personnel landmines. Nothing less than a complete international ban on landmines can prevent risks to innocent civilians. Landmines force people to leave their houses, they hinder the delivery of humanitarian assistance, they violate the human right to seek asylum and most importantly, landmines impede the solution of refugee problems through voluntary repatriation. The mandate of UNHCR is to provide international protection to refugees and promote durable solutions to their problems. The return of refugees home is considered the most desirable durable solution. However, often this preferred solution compromises the physical integrity and the livelihood of refugees when landmines are present in the areas of origin. Internally displaced persons can also face the same problems.

Australian Permanent Mission to the Office of the United Nations
Printer friendly version The Australian Mission to the United Nations in Geneva is one of four posts (along with diplomatic missions in New York, Vienna and Nairobi) representing Australia's interests in the United Nations system. The Mission’s work covers the full spectrum of the UN’s operations in Geneva. A number of important aspects of the UN’s work take place in Geneva including human rights, (through the Office of the High Commissioner for Human Rights), refugees, (through the Office of the High Commissioner for Refugees), and humanitarian relief (through the Geneva headquarters of the Office for Coordination of Humanitarian Affairs). Five of the UN’s specialised agencies, including the World Health Organisation and the International Labour Organisation are also based in Geneva, as are a number of important international bodies such as the International Committee of the Red Cross and the World Council of Churches.
Human Rights
The promotion and protection of human rights through the UN is an important aspect of the Mission’s work. The Mission provides the nucleus of Australia’s delegation to the Commission on Human Rights and, in 2003, Australia holds the Vice Chair position on the CHR Bureau. We are keen to see the UN’s pre-eminent human rights body operating in a less politicised manner and acting on the basis of consensus so that it is better able to address egregious human rights violations throughout the world.

The Office of the UN High Commissioner for Refugees The UNHCR was established in 1950 to provide international protection and search for durable solutions for refugees world-wide, including persons considered as refugees under the 1951 Convention Relating to the Status of Refugees (i.e., 'Convention refugees'). Generally, UNHCR does not have an explicit mandate to provide international protection and and search for durable solutions for Palestinian refugees. Nevertheless, Palestinian refugees have a unique and complex relationship with the UNHCR. According to special provisions set forth in Article 1D of the 1951 Refugee Convention, Palestinian refugees are entitled to the benefits of the 1951 Refugee Convention (i.e., considered as 'Convention refugees') when protection or assistance from other organs or agencies of the United Nations (i.e., the UN Conciliation Commission for Palestine and the UN Relief and Works Agency) has ceased for any reason, without the position of the refugees being definitively settled in accordance with relevant resolutions of the UN General Assembly. The pre-eminent General Assembly resolution relating to Palestinian refugees is Resolution 194(III) affirming the right of refugees to return to their homes and receive compensation. UNHCR protection activities for Palestinian refugees are characterized by a limited degree of protection for a limited number of refugees based on geographical restrictions and subject to the cessation and exclusion clauses in the UNHCR Statute and the 1951 Refugee Convention. Generally, UNHCR only provides international protection to a minority of Palestinian refugees who are outside the area of UNRWA operations (i.e., West Bank, Gaza Strip, Jordan, Lebanon and Syria) and cannot avail themselves of the humanitarian assistance provided by UNRWA. Moreover, UNHCR does not provide international protection to those Palestinian refugees who are outside the area of UNRWA operations and have who have acquired a second nationality (e.g., refugees holding citizenship of Jordan).

Describe the evolution of the UNHCR. The first high commissioner was appointed in 1951. In the beginning it was a very small office, dealing mostly with the refugees from the socialist countries in Europe, trying to help them, protect them, and make sure that they were resettled. They left because of fear of persecution, because of their political beliefs, or because of their racial, religious, or ethnic background. When that was settled, an outflow of refugees started taking place in Africa. This was a very agonizing time for the office because it had never really been involved in the Third World. In the sixties this massive exodus began with Algerian independence and continued with other African countries as they began the decolonization process. People were leaving; freedom fighters and members of liberation movements left the country, and the high commissioner protected them in the neighboring countries. So in the sixties the main interest of our office was Africa. Did the size of the organization grow?
