Box 2500 Rue de Montrillant 94 CH 1211 Geneva 2 Depot Switzerland Dear High Commissioner Ogata: The purpose and the mission of this letter are to request the United Nations High Commissioner for Refugees (UNHCR): To investigate, monitor and obtain the release from prison and end the persecution against Mr. Nhia Yee Yang and more than 300 other Hmong returnees in Sam Neua, Houaphan Province, Northern Laos. To stop the arrests, imprisonment and persecution against many thousands of Hmong and Lao returnees in Laos by the Communist Lao government. To provide food and other basic human needs and assistance to Hmong and Lao returnees in the Van Vieng repatriation site in Northern Laos and other repatriation sites in Laos, and to demand that the Communist Lao government give the land and properties of Hmong returnees in the Ban Phan Thao repatriation site back to them without delay. To give liberty and the opportunity for Hmong and Lao refugees in the Napho Camp, Thailand to have freedom of residence and freedom of movement, resettlement and political asylum in third countries, in accordance with the Universal Declaration of Human Rights and international refugee laws, conventions and treaties. STATEMENT BY AMBASSADOR GILBERT LAURIN DEPUTY PERMANENT REPRESENTATIVE OF CANADA TO THE UNITED NATIONS TO THE THIRD COMMITTEE OF THE 57 TH SESSION OF THE UNITED NATIONS GENERAL ASSEMBLY ON Item 104: Report of the United Nations High Commissioner for refugees, questions relating to refugees, returnees and displaced persons and humanitarian questions NEW YORK, NOVEMBER 13, 2002 Mr. Chairman, Mr. Chairman, I am pleased to reaffirm Canada's support for the work of the UNHCR and the important contribution the organization makes in providing protection and assistance to the world's refugees. Canada remains committed to the principles of international solidarity and continues to play an active role in burden sharing efforts. We welcome the reforms initiated by the High Commissioner since taking office to address issues of management and oversight accountability, and encourage further efforts to this end. We support the renewal of the UNHCR's mandate and look forward to discussions on the ways in which the UNHCR's work can be enhanced. We also look forward to the report to be presented to the General Assembly next year by the High Commissioner. We are confident that the UNHCR will see to it - that the review process is transparent and accessible. The success of any reforms, particularly as potentially wide-ranging as those being considered, will depend on engaging from the beginning states and other partners, including NGOs, the rest of the United Nations system and international financial institutions.
