It was awarded the Nobel Peace Prize in 1954 and 1981. In the late 1950s the office of UNHCR aided refugees from Hungary, Algeria, Morocco, and Tunisia, and Chinese refugees in Hong Kong. Since the 1960s most of its economic assistance has gone to refugees created by tribal and political conflicts and civil wars. FOR REFUGEES (UNHCR)
2 October 2001 This meeting of the Executive Committee takes place at a moment when we are commemorating the 50th anniversary of the 1951 Geneva Convention on the Status of Refugees. The Convention, with its 1967 Protocol, is and remains the foundation of the international protection regime for refugees. 1. There must be no corrosion of the international protection regime At the time of its publication, the 1951 Convention was undoubtedly an innovative and courageous document. It has been truly a lifeline for so many millions of persons in all parts of the world, who have been able to flee the horrors of persecution and to begin once again fully to realise their personal dignity, their inalienable rights and their rich talent. It is important that we celebrate its 50 th anniversary with that same innovative spirit and courage with which it was launched. It would be indeed be sad if, especially in parts of the world that have witnessed such widespread economic prosperity in the past fifty years, we were to witness a subtle move towards a narrower and more restrictive interpretation of the Convention. It would be sad if serious inadequacies in the application of the Convention were to be overlooked or tolerated or if a slow but constant erosion were to enter into the international protection system.

unhcrsa@unhcr.ch HISTORY AND PRESENT STATUS The Statute of the Office of the UN High Commissioner for Refugees, detailing its functions and responsibilities, was embodied in resolution 428(V)(1950), and the Office came into being on 1 January 1951. The UNHCR reports annually to the UN General Assembly through the Economic and Social Council (ECOSOC). The mandate of the UNHCR is renewed every five years. South Africa was elected in February 1997 to serve on the Executive Committee of the High Commissioner's Programme. The membership is for an indefinite period, for as long as South Africa wishes to be a member. The Executive Committee determines the general policies under which the UNHCR plans, develops and administers refugee projects and programmes and advises the High Commissioner, on request, on the discharge of the duties under the Statute of the Office.

Refugees are people who cannot turn to their own governments for the protection of their basic human rights and physical security: they are forced to leave their home countries because of fearing persecution. Hence, they seek refuge abroad until they can return home in safety and with dignity. Over the last 60 years, the Filipino people have extended their hospitality to protect victims of religious, political or racial persecution such as Jewish refugees during the second World War, large numbers of Vietnamese refugees since 1975 and a small number of Iranians, Iraqis, Somalis, Sri Lankans, Rwandese and Palestinians. Most of the 200 remaining refugees have Filipino spouses and there are 116 Filipino children who have a refugee parent.

Mr. Chairman,
In most situations of armed conflict and internal violence, the plight of refugees, displaced persons and returnees is a major source of concern for the international community in general and, more particularly, for humanitarian organizations. The report of the United Nations High Commissioner for Refugees (UNHCR) highlights the gravity and persistence of the problems affecting people who have fled war, persecution or widespread insecurity. More and more often, entire populations in danger are compelled to leave their homes for another destination, chosen or not, either within their own country or across borders. Others return to their places of origin with no guarantee of a safe and stable future. Kosovo, Sierra Leone, Afghanistan, and the African Great Lakes region, notably in the Democratic Republic of the Congo, are cases in point.
The lack of respect for the most basic rules of humanity in armed conflicts has had dramatic consequences these last few years. Atrocities committed against defenceless civilians, including women, children, refugees, and the displaced, reflect a total contempt for principles common to all mankind. This alarming state of affairs is even more evident in ethnic conflicts, where the civilian population becomes the target of the belligerents; it is equally the case in "destructured" conflicts marked by the disintegration of State structures, the collapse of chains of command and rampant banditry in the guise of political action.

Mr. Chairman,
Displacement of populations and the suffering of the millions affected are largely resulting from two interrelated factors: the prevalence of armed conflicts in many regions of the world and massive violations of international law. And this, even though the international community has developed normative and institutional tools to prevent and respond to both armed conflicts and exoduses.
In the wake of the Second World War, the community of States succeeded, in the course of a few years, in adopting highly innovative instruments aimed at securing peace and respect for human dignity. Aside from the Charter of the United Nations, these include in particular the Universal Declaration of Human Rights, the Fourth Geneva Convention relative to the Protection of Civilian Persons in Time of War, and the 1951 Convention relating to the Status of Refugees. Each of these complementary instruments are relevant and a source of inspiration for subsequent initiatives.
The primary objective of humanitarian law is to protect all victims of armed conflict. It equally constitutes an essential tool for minimizing the occurrence of displacement. It provides extensive protection for those who are uprooted in a situation of armed conflict, be it within their own country or across its borders.

The mandate of UNHCR is to provide international protection to refugees and seek permanent solutions to refugee problems. UNHCR is mandated to ensure that country of asylum protects refugees and to assist governments in that task. Its main role is to ensure that states are aware of, and act on, their obligations to protect refugees and persons seeking asylum. Since 1991, UNHCR’s Regional Office for the Nordic and Baltic Countries in Stockholm has been covering all three Baltic countries including Latvia. A Liaison Office for the Baltic Countries opened in Riga in late 1998 to provide assistance to Estonian, Latvian and Lithuanian governments during the adoption and implementation of necessary legal acts in the field of asylum. The Liaison office was closed on 31 March 2002, when all three countries adopted their national asylum laws, established institutions responsible for the examination of asylum claims and accumulated experience in dealing with asylum seekers. for Refugees Date of Issue (December 14, 2000) In the year 2000, the Office of the UN High Commissioner for Refugees observes its 50th Anniversary. In 2001, the UN Convention on the Status of Refugees will be 50 year old. The longevity of the UN's efforts on behalf of refugees is not in itself a cause for celebration. What we could be proud of, is our ability to offer refugees educational and other opportunities, and the means to achieve these opportunities. This will help them not to be a burden, and not be seen as one. It will also help them make positive contributions to the communities giving them asylum or - upon return to their countries of origin. Their courage, determination and the contribution they have made to society throughout the world deserves respect and should be celebrated. Over the years, Pakistan has been an exemplary asylum country, which in the true spirit of Islamic generosity has hosted one of the world's largest and oldest refugee groups. The government and the people of Pakistan have made enormous sacrifices to accommodate the massive influx of refuges from war-torn Afghanistan. The commitment and co-operation of the government of Pakistan has made it possible to avert a tragedy by providing protection, and together with others, delivering urgent humanitarian assistance to the Afghani refugees. Although many Afghans have been able to return home, more than 1.2 million Afghan refugees remain in Pakistan.

U.S. Contributes Additional $85 Million to the United Nations High Commissioner for Refugees
The United States is pleased to announce an additional contribution of $85 million to the United Nations High Commissioner for Refugees in support of their 2003 Annual and Supplemental Programs budget. Of this $85 million contribution, $75 million will go toward Annual Program activities, and $10 million for their Supplementary Program in Afghanistan.
This funding will allow the UN High Commissioner for Refugees, the lead United Nations agency responsible for protection and assistance of the world’s refugees, to provide assistance and emergency response activities to the following regions: Africa $34 million
East Asia $3.9 million
Europe $13.5 million
Near East $ 1.8 million
South Asia $15.2 million
Western Hemisphere $2 million Multiregional $14.6 million This $85 million contribution brings the total U.S. contribution to the UN High Commissioner for Refugees in Fiscal Year 2003 to $258 million. Secretary of State Colin L. Powell and UN High Commissioner for Refugees Ruud Lubbers discussed during their meeting today the High Commissioner’s return and repatriation plans for Iraqi refugees, the impact of security concerns in Afghanistan on refugee return and reintegration, and Mr. Lubbers’ recent visit to West Africa.

UNHCR was established in 1951 to provide international protection to refugees and to promote solutions to their plights. The primary aim of UNHCR is to extend international protection to refugees. UNHCR seeks to ensure that refugees who seek asylum are granted a favourable legal status in their country of refuge. The international protection based on the generally accepted principle of non-refoulement, prohibiting the expulsion or forcible return of a person to his/her country of origin or former habitual residence where his/her freedom would be threatened for reasons of his race, religion, nationality, membership of a particular social group or political opinion. UNHCR has been operating in Ukraine since March 1994. The Office and actively supports the government in implementing the existing refugee legislation and in promoting its further improvement. Following UNHCR’s capacity building activities more than 2000 persons, most of them originating from Afghanistan, have granted official refugee status in Ukraine. In partnership with governmental as well as international and local non-governmental organisations assistance and integration programmes for refugees and asylum-seekers have been launched. Under these programmes, basic medical care, screening and vaccination of children, culture and language courses, supplementary mother tongue schooling, and legal counseling services are provided.

Date: 05 May 1999 Briefing by Mrs Sadako Ogata, United Nations High Commissioner for Refugees, to the Security Council (Kosovo: the Crisis, the Response, the Future) New York, 5 May 1999 Mr President, The refugee crisis In spite of this, the response is gaining momentum. But let me say at the outset that with the outflow continuing at the current rate and speed, the ability of the international community to deal with it has already been severely tested. The fundamental problem of this crisis, however, has not been an inadequate humanitarian response: its root cause is the systematic and intolerable violence being waged against an entire population, and the failure to prevent it; and its immedate effect is that the capacity of countries receiving refugees has been stretched to its limit, and beyond. This refugee crisis is not new. Last year, more than a quarter of all asylum requests in Europe were by people from Kosovo. Up to 23 March, when UNHCR had to reluctantly leave the province following a decision of the United Nations Security Coordinator, it was providing assistance to 400,000 people displaced or otherwise affected by fighting inside the province, and to 90,000 refugees and displaced people outside Kosovo. The efforts of verifiers and humanitarian workers were containing, albeit in a limited way, the crisis that was to follow our departure.
