Today's date: Effective Action Against Intimidation Sarajevo, 9 March 2004 - The increasingly frequent appearance of posters depicting persons indicted for war crimes (PIFWCs) displayed in public places in the RS and the recent rash of hate-inciting graffiti in Srebrenica is a matter of deep concern to the Ministry for Human Rights and Refugees, the Office of the High Representative, the office of the United Nations High Commissioner for Refugees, the European Union Police Mission and the Organization for Security and Co-operation (MHRR, OHR, UNHCR, EUPM and OSCE). When such posters appeared in Brcko District, the police dealt with the matter quickly and effectively. The suspected perpetrators were identified within 24 hours and the prosecutor subsequently filed charges. In Zvornik, a van displaying pictures of PIFWCs has circulated freely on a number of occasions in recent weeks. Hate-inciting graffiti have also appeared in Srebrenica, which can only renew painful, terrible memories of events of the past war.

The Office of the United Nations High Commissioner for Refugees (UNHCR) was originally established by the General Assembly of the United Nations for a three-year period from January 1, 1951, to December 31, 1953, but it has since been voted successive five-year extensions through 1958, 1963, 1968, and 1973. Within the framework of the United Nations, the UNHCR superseded the International Refugee Organization (IRO), 1947-1952, which had in its turn taken over the refugee work of the United Nations Relief and Rehabilitation Administration (UNRRA), 1943-1947.
With headquarters in Geneva and at present some thirty branch offices situated in strategic spots throughout the world in addition to special representatives and correspondents, UNHCR is not a specialized agency but an integral part of the UN, its High Commissioner being nominated by the Secretary-General and elected by the General Assembly.
The UN provides administrative expenses and extends to the High Commissioner permission to obtain appropriations for current programs from individual governments and to accept contributions from private sources. The funding target for any given year is determined by the Executive Committee upon recommendation of the High Commissioner whose budget varies in response to the needs of the time. Special programs are specially financed. For example, early in the 1950's the Ford Foundation provided a grant of about $3,000,000 (increased to about $8,000,000 with matching funds from other sources) to carry out pilot projects in the economic integration of refugees in Austria, Germany, France, and Trieste, and on the resettlement of refugees in Latin America, Canada, and Australia.

UNHCR was established by the United Nations General Assembly on 1 January 1951, for a three-year period and has been renewed since for successive five-year periods. An integral part of the United Nations, the High Commissioner follows policy directives from the General Assembly and the Economic and Social Council. The current High Commissioner is Ms Sadako Ogata of Japan. UNHCR has provided international protection for refugees by maintaining their right of asylum and seeking to prevent any forced return to the country from which they have fled. UNHCR works for voluntary repatriation and when this is not possible, integration within the first country of asylum or resettlement elsewhere. In With the end of the Cold War, many refugees were repatriated to countries in Africa and Asia where conflicts which had been fueled by that struggle came to an end. This produced a new problem, however, the need to assist returnees who had spent over a decade away to reintegrate into home communities whose social and economic infrastructure in many cases had been destroyed. Despite the success of the Namibia operation, of the 45,000 former refugees who returned to Namibia in 1989, for example, 90 per cent of them were unemployed one year later, and by 1991 the figure was still 75 per cent. It was clear that just meeting the goal of repatriation was not enough, and in such cases the General Assembly has directed UNHCR to provide humanitarian assistance and promote social reintegration.

    Sub-Commission on Human Rights resolution 2002/23
    The Sub-Commission on the Promotion and Protection of Human Rights
    Considering
    that the Universal Declaration of Human Rights proclaims that all human beings are born free and equal in dignity and rights and that everyone is entitled to all the rights and freedoms set out therein, without distinction of any kind,
    Recalling the Vienna Declaration and Programme of Action, adopted by the World Conference on Human Rights, and article 14 of the Universal Declaration of Human Rights, which reaffirm that everyone, without distinction of any kind, is entitled to the right to seek and to enjoy in other countries asylum from persecution, as well as the right to return to one's own country,
    Reaffirming the importance of the Convention relating to the Status of Refugees of 1951 and the Protocol thereto of 1967, and the critical role that they continue to play in protecting the rights of refugees throughout the world, as well as welcoming the Declaration of States parties adopted at the Ministerial Meeting organized by the Government of Switzerland and the Office of the United Nations High Commissioner for Refugees in Geneva on 12 and 13 December 2001,
    Noting that the United Nations High Commissioner for Refugees is charged with the task of supervising international conventions providing for the protection of refugees, and recognizing that the effective coordination of measures taken to deal with this problem will depend upon the cooperation of States with the High Commissioner
