George Catlett Marshall
George Catlett Marshall
General of the army and U.S. Army chief of staff during World War II (1939-45) and later U.S. secretary of state (1947-49) and of defense (1950-51). The European Recovery Program he proposed in 1947 became known as the Marshall Plan. He received the Nobel Prize for Peace in 1953.
Marshall was descended on both sides of his family from settlers who had been in Virginia since the 17th century. His father, a prosperous coke and coal merchant during his younger son's boyhood, was in financial difficulties when George entered the Virginia Military Institute, Lexington, in 1897. After a poor beginning at the institute, Marshall's record steadily improved, and he soon showed proficiency in military subjects. Once he had decided on a military career, he concentrated on leadership, ending his last year at the institute as first captain of the corps of cadets. Marshall finished college in 1901. Immediately after receiving his commission as second lieutenant of infantry in February 1902, he married Elizabeth Carter Coles of Lexington and embarked for 18 months' service in the Philippines. Marshall early developed the rigid self-discipline, the habits of study, and the attributes of command that eventually brought him to the top of his profession. Men who served under him spoke of his quiet self-confidence, his lack of flamboyance, his talent for presenting his case to both soldiers and civilians, and his ability to make his subordinates want to do their best.

George Catlett Marshall
Marshall's father owned a prosperous coal business in Pennsylvania, but the boy, deciding to become a soldier, enrolled at the Virginia Military Institute from which he was graduated in 1901 as senior first captain of the Corps of Cadets. After serving in posts in the Philippines and the United States, Marshall was graduated with honors from the Infantry-Cavalry School at Fort Leavenworth in 1907 and from the Army Staff College in 1908. The young officer distinguished himself in a variety of posts in the next nine years, earning an appointment to the General Staff in World War I and sailing to France with the First Division. He achieved fame and promotion for his staff work in the battles of Cantigny, Aisne-Marne, St. Mihiel, and Meuse-Argonne. After acting as aide-de-camp to General Pershing from 1919 to 1924, Marshall served in China from 1924 to 1927, and then successively as instructor in the Army War College in 1927, as assistant commandant of the Infantry School from 1927 to 1932, as commander of the Eighth Infantry in 1933, as senior instructor to the Illinois National Guard from 1933 to 1936, and as commander, with the rank of brigadier general, of the Fifth Infantry Brigade from 1936 to 1938. In July, 1938, Marshall accepted a post with the General Staff in Washington, D. C., and in September, 1939, was named chief of staff, with the rank of general, by President Roosevelt . He became general of the army in 1944, the year in which Congress created that five-star rank.

After engineering (Feb., 1947) immediate aid to Greece and Turkey, he fostered the European Recovery Program (called the Marshall Plan ) to promote postwar economic recovery in Europe. In Sept., 1950, he was called out of retirement to become Secretary of Defense, but he resigned from this post in Sept., 1951. For the Marshall Plan he received the 1953 Nobel Peace Prize. Senator Josephy McCarthy:
The History of George Catlett Marshall, 1951
Speech delivered by Senator Joseph McCarthy before the Senate on June 14, 1951 How can we account for our present situation unless we believe that men high in this Government are concerting to deliver us to disaster? This must be the product of a great conspiracy, a conspiracy on a scale so immense as to dwarf any previous such venture in the history of man. A conspiracy of infamy so black that, when it is finally exposed, its principals shall be forever deserving of the maledictions of all honest men. Who constitutes the highest circles of this conspiracy? About that we cannot be sure. We are convinced that Dean Acheson, who steadfastly serves the interests of nations other than his own, the friend of Alger Hiss, who supported him in his hour of retribution, who contributed to his defense fund, must be high on the roster. The President? He is their captive. I have wondered, as have you, why he did not dispense with so great a liability as Acheson to his own and his party's interests. It is now clear to me. In the relationship of master and man, did you ever hear of man firing master? Truman is a satisfactory front. He is only dimly aware of what is going on. I do not believe that Mr. Truman is a conscious party to the great conspiracy, although it is being conducted in his name. I believe that if Mr. Truman bad the ability to associate good Americans around him, be would have behaved as a good American in this most dire of all our crises.

George C. Marshall GEORGE CATLETT MARSHALL, (1880-1959), American general of the army, chief of staff, secretary of state, and secretary of defense. His career roughly paralleled the first 50 years of the 20th century. He saw his country grow from an isolated position to one of world leadership. As a global soldier-statesman, he was a leader in the victory over the Axis powers in WORLD WAR II . Marshall was the only professional soldier ever awarded the Nobel Prize for Peace. He was born in Uniontown, Pa., on Dec. 31, 1880, and graduated from the Virginia Military Institute in 1902, where he was first captain. Commissioned a lieutenant of infantry, Marshall served in the Philippines from 1902 to 1903. In 1907 he was first in his class at the School of the Line, Fort Leavenworth, Kans. After completing a more advanced course, he served as an instructor there from 1908 to 1910. From 1913 to 1916 he served a second tour in Philippines, and then had brief tours in San Francisco and Governors Island, N.Y. In World War I he went with 1st Division units to France in 1917. As chief of operations, he helped plan the first U.S. campaigns in France. Later, at general headquarters, he helped plan the attack in the St. Mihiel salient and the Meuse-Argonne offensive, serving as chief of operations, First Army, in the final weeks of the war. From 1919 to 1924, Marshall was senior aide to Gen. John J. Pershing. From 1924 to 1927 he was executive officer of the 15th Infantry Regiment in Tientsin, China. As chief of instruction at the Infantry School, Fort Benning, Ga., from 1927 to 1932, he trained many who later became key officers in World War II.
