KISSINGER, HENRY A.
, foreign policy specialist, national security adviser, and secretary of state. A GermanJewish refugee from Nazi Germany, Kissinger rose to prominence as a Harvard University professor of government in the 1950s and 1960s. He then became the most celebrated and controversial U.S. diplomat since the Second World War in the administrations of Richard M. Nixon and Gerald Ford. As Nixon's national security adviser he concentrated power in the White House and rendered Secretary of State William Rogers and the professional foreign service almost irrelevant by conducting personal, secret negotiations with North Vietnam, the Soviet Union, and China. He negotiated the Paris agreements of 1973 ending direct U.S. involvement in the Vietnam War, engineered a short-lived era of détente with the Soviet Union, and opened frozen relations with the People's Republic of China. As secretary of state he shuttled among the capitals of Israel, Egypt, and Syria after the 1973 Middle East war. A gregarious but manipulative man, Kissinger, seeking power and favorable publicity, cultivated prominent officials and influential reporters. For a while he achieved more popularity than any modern American diplomat. The Gallup poll listed him as the most admired man in America in 1972 and 1973. He received the Nobel Peace Prize in 1973 for his negotiations leading to the Paris peace accords that ended U.S. military action in Vietnam. Journalists lauded him as a "genius" and the "smartest guy around" after his secret trip to Beijing in July 1971 prepared the way for Nixon's visit to China in February 1972. Egyptian politicians called him "the magician" for his disengagement agreements separating Israeli and Arab armies.

Story Tools WASHINGTON (Creators Syndicate) Tell me that a People magazine recount finds "the sexiest man alive" not to be movie star Ben Affleck, but rather diet guru Richard Simmons. Tell me that Velcro-fingered Winona Ryder has been named security chief at Bloomingdale's. Tell me that Dracula has been put in charge of the local blood bank. But please do not tell me that President George W. Bush selected Henry Kissinger, the poster boy of official and unofficial government secrecy, to be chairman of the independent commission Congress created over Bush's resistance to investigate any and all government security lapses prior to the terrorist attacks of September 11, 2001. Kissinger is to candor and the public's right to know what Michael Jackson is to normal behavior. Rep. After studying accounting at City College, New York, he served in the U.S. Army during World War II and in the postwar U.S. military government of Germany. Kissinger's Nuclear Weapons and Foreign Policy (1957) established him as a leading authority on U.S. strategic policy. Henry Kissinger, former secretary of state, talks to CNN on Tuesday. Editor's Note: CNN Access is a regular feature on CNN.com providing interviews with newsmakers from around the world. (CNN) Israeli forces attacked the Palestinian security headquarters just outside Ramallah, are conducting operations in Bethlehem, Tulkarem, Qaqilyah and Beit Jala and have surrounded Palestinian Authority leader Yasser Arafat in his compound. Top Republicans Break With Bush on Iraq Strategy
By TODD S. PURDUM and PATRICK E. TYLER
ASHINGTON, Aug. 15 — Leading Republicans from Congress, the State Department and past administrations have begun to break ranks with President Bush over his administration's high-profile planning for war with Iraq, saying the administration has neither adequately prepared for military action nor made the case that it is needed. Advertisement
These senior Republicans include former Secretary of State Henry A. Kissinger and Brent Scowcroft, the first President Bush's national security adviser. All say they favor the eventual removal of Saddam Hussein, but some say they are concerned that Mr. Bush is proceeding in a way that risks alienating allies, creating greater instability in the Middle East, and harming long-term American interests. They add that the administration has not shown that Iraq poses an urgent threat to the United States. At the same time, Secretary of State Colin L. Powell, who summoned Mr. Kissinger for a meeting on Tuesday, and his advisers have decided that they should focus international discussion on how Iraq would be governed after Mr. Hussein — not only in an effort to assure a democracy but as a way to outflank administration hawks and slow the rush to war, which many in the department oppose.

IME changes reputations. The current favorable reconsideration of Henry Kissinger may have less to do with the recent publication of his final volume of memoirs than with the lackluster quality of his successors at the State Department. Cyrus Vance, Edmund Muskie, Alexander Haig, Lawrence Eagleburger, and Warren Christopher are footnotes to history. George Shultz and James Baker were more substantial presences, but their substance had much more to do with their common sense than with their intellectual creativity (of which Shultz had some and Baker less). Then there is Madeleine Albright, who was hailed at first as having the perfect combination of gutsiness, idealism, and policy savvy, but who is turning out to be ineffectual. In fact, as Albright's star has waned, Kissinger's has risen. Discuss this article in More on in The Atlantic Monthly and Atlantic Unbound.
