Profile / Kim Dae-jung - For South Korean President Kim Dae Jung, the summit is a political triumph and the zenith of his career as a reconciler. Kim was branded a Communist for his vision of national reunification and democracy during his 1971 presidential campaign against dictator Park Chung Hee. The ex-dissident has survived what he calls four attempts on his life by previous military governments and endured 14 years of exile, house arrest, and imprisonment. Kim says he kept himself going with his Roman Catholic faith and a strong sense of justice. During his years in prison, Kim imagined debating North Korea's founding father and dictator Kim Il Sung - conversations he likened to a chess match - and formulated a long-term plan for peacefully reunifying Korea. The process of gradual integration would begin with cooperative projects to build confidence, leading to a joint parliament, a confederation, and then a federal government.

    Kim Dae Jung: A political profile

    This was Kim Dae Jung's fourth attempt to become President BBC Asia specialist Larry Jagan reports from Seoul on the policies and programme of Kim Dae Jung, leader of the National Congress for New Politics. Kim Dae Jung says he will extend democratic reform, stamp out corruption and curb the political power of the country's industrial conglomerates, known as the chaebols. He says he will start meaningful talks with North Korea's leader Kim Jong Il and help small businesses to develop as a means of regenerating the economy. The oldest candidate in the elections by far, the veteran former dissident is now in his seventies. Conscious of this Mr Kim's advisors went to great pains during the campaign to make him looker younger and more spritely. He has reportedly had his face massaged regularly and is heavily made up to look younger before television appearances. The fact that he comes from South's Korea's more backward Cholla region in the southwest of the country, near the city of Kwangju, was also seen by some as a major handicap.

    Monday, September 16, 2002 Once a beacon, now a figurehead SEOUL This should be the golden year for Kim Dae Jung, insist those who remain loyal. His final year as the president of South Korea, they say, ought to be filled with national affection and appreciation.
    After all, they point out, he saved the economy, bringing the country back from the brink of default in the 1997-1998 economic crisis. By his own force of will, he set the nation on a new course of reconciliation with its old enemy, North Korea. He remade South Korea's image by bringing home a Nobel Peace Prize, won for brave principle and integrity, and topped it off by being co-host of a splendid World Cup soccer tournament. But there is little love for Kim Dae Jung in his homeland. Instead of a statesman retiring with respect, he is finishing his political life scorned or ignored by his countrymen. He is reduced to being a figurehead brought out by aides to try to show that, at 76, he is still healthy and relevant.
    His political stock is negligible. Parliament has bluntly rejected his last two nominees for prime minister, and lawmakers react to the president's most routine communications with disdain. Kim resigned from his own Millennium Democratic Party to try to save it, but it is likely to split up anyway. The party's nominee to replace him is going nowhere in the polls.

    He first entered politics in , opposing the policies of Syngman Rhee . Although he was elected as a representative for the parliament in , a military coup led by Park Chunghee made it void. He rose to an eminent opposition leader during , which culminated in running a presidential campaign in . He managed a close race against Park Chunghee despite several handicaps imposed by the ruling dictatorship.     CHALLENGES OF THE KIM DAE JUNG ADMINISTRATION Last December Kim Dae Jung was elected President of the Republic of Korea (ROK) amidst the most severe economic crisis that had gripped Korea, as well as other parts of East and Southeast Asia, in decades. Kim won with 40.8% of the vote against the ruling Grand National Party (GNP) candidate Lee Hoi Chang’s 38.7% and 19.2 % for Rhee In Je, a breakaway candidate from the GNP. Elected with this relatively narrow margin of victory in coalition with the far more conservative Kim Jong Pil and his United Liberal Democrats (ULD), President Kim was faced with the enormous challenge of leading Korea through "the worst crisis since the Korean War," as the economic crisis was often called, restoring economic stability and progress to Korea while simultaneously promoting greater democracy, positive relations with the major powers, and a policy of engagement with North Korea. So far Kim’s administration has weathered the crisis better than many observers had expected, and although the worst of Korea’s economic difficulties may now be over, serious challenges still lie ahead. Kim Dae Jung’s career has been an extraordinary example of political, and physical, survival. Born to a family of modest means on an island off the coast of South Cholla Province, Kim was educated in the mainland city of Mokpo and was first elected to the National Assembly in 1961. After the military coup instigated by Park Chung Hee that year, Kim became a leading figure of opposition to successive military governments and probably the champion of Korean democracy best known to the outside world. Kim survived several attempts on his life, including a celebrated kidnapping from his hotel room in Tokyo by Korean intelligence agents in 1973 and a death sentence handed down by the Chun Doo Hwan government in 1980.     Biography
    Kim was born on Haui-do, a poor island in Muan Country in south-western Korea. His father, a farmer, moved to the local port of Mokp'o in 1936 to run a small inn. The young Kim successfully managed a firm shipping supplies during the Korean War, during which he also escaped North Korean imprisonment. He also published a small daily newspaper. Kim entered politics in 1954, in an unsuccessful bid for a seat in the National Assembly.
    In 1960 Kim was elected to the Assembly and during the democratic regime served as official government spokesman. He was reelected in the three subsequent elections of 1963, 1967, and 1971. Because he had risen to prominence spearheading the unsuccessful 1969 parliamentary effort to prevent a third term for President Park Chung Hee (Pak Chong-hui), he was chosen as the New Democratic Party's presidential candidate against President Park. Despite harassment and government election controls, Kim received 43.6 percent of the vote, shocking the Park government. Thereafter, government pressures against Kim mounted: he was nearly killed in a government- engineered "accident." In 1972 and 1973 Kim took his cause to the United States; on the way home, during a short stay in Japan, he was kidnapped by Seoul government agents and nearly killed: his rescue and release in Seoul was only obtained under US government pressure. The incident focused international attention on Kim, but he was soon tried, convicted, and imprisoned on obscure charges including "spreading rumors" during the 1967 and 1971 elections.

    When the new president of South Korea, Kim Dae Jung, is sworn in on February 25, he will be confronted with seven daunting challenges that comprise the most formidable trial for his nation since its liberation from Japan in 1945. This will be no ordinary change of government. President Kim's success or failure will determine not only the immediate future of Korea but the security posture of the United States in Northeast Asia, where 80,000 American troops are stationed in Korea and Japan in a single area of military operations. In addition, the fate of the new government will affect other Asian nations struggling to right their capsized economies, to sort out issues of governance, and to find safety in a volatile region. Until now, South Korea had been among the leaders of the "Tigers of Asia," the fastest developing nations in an increasingly interlocked region. Despite the immensity of the tasks before him, Kim Dae Jung is given an even chance for success by many Koreans, even those who did not vote for him, and by some foreign observers, including this correspondent who has known him for more than a quarter century.     In the past, I spoke to you as the leader of the opposition party. On those occasions, I repeatedly pointed out that the Republic of Korea would be able to reform its domestic politics and confront North Korea with confidence only if it renounced authoritarian rule and embraced democracy.
    You gave me full support on this, and now, I stand here before you as the president of the first genuinely democratic government since the founding of the Republic 50 years ago.       Kim Dae Jung [kim d A joong] Pronunciation Key Kim Dae Jung Kim Young Sam . Kim has sought improved relations with North Korea and has called for an easing of U.S. policy toward it, and in 2000 he traveled to the North for a historic summit with Kim Jong Il (see under Kim Il Sung ). For his efforts to promote democracy and human rights, as well as open ties with North Korea, Kim was awarded the Nobel Peace Prize (2000). The failure of the North to honor its pledges, a slowing economy, and a series of corruption scandals, including ones involving his sons, subsequently hurt Kim politically. His reputation was further damaged when it was revealed in Feb., 2003, that his summit with Kim Jong Il might have been the result in part of a payment of $186 million to the North.
