International Labour Organization
For other meanings of the ILO abbreviation, see ILO (disambiguation) The International Labor Organization (ILO) is a specialised agency of the United Nations to deal with labour issues. Its headquarters are in Geneva Switzerland Founded in 1919, it was formed through the negotiations of the Treaty of Versailles , and became a UN body when the UN was formed. Its current charter, the Declaration of Philadelphia was adopted in 1944. The organisation seeks to strengthen worker rights, improve working and living conditions, create employment, and provide information and training opportunities. ILO programs include the occupational safety and health hazard alert system and the labor standards and human rights programs. Historically, one of the functions the ILO has performed has been the establishment of international standards for workers conditions, which have then become the basis for trade union activism in individual countries. It is a relatively low-profile UN agency compared to some of those more active in crises like the World Health Organization The organization received the Nobel Peace Prize in 1969.

The pursuit of this object won for the ILO the Nobel Peace Prize in 1969. The David Morse Papers contain correspondence, reports, memoranda, subject files, speeches, articles, and interviews that document this long, productive career. Part 1 of this microfilm project covers the Papers of David A Morse as Director-General of the ILO (Boxes 1-14). There are letters, memoranda, articles, booklets, reports and other material relating to the ILO for the period 1934 to 1991. The bulk of the material relates to the period of Morse’s tenure as Director-General, 1948-1970. The material in these 14 boxes represents only a fraction of the documentation which passed through Morse’s hands in the course of his long sojourn in Geneva, but the concentration of important documents and material of special interest to Morse imbues it with a distinctly personal quality. Pope Paul VI’s visit to the headquarters of the ILO and the conferral on the ILO of the Nobel Peace Prize in 1969 are both well documented. Both were of great symbolic significance to Morse.

Juan Somavia, Director General, ILO The ILO was created in 1919 mainly to adopt international standards to address the problem of labour conditions involving "injustice, hardship and privation." However, Its standard-setting mandate was later broadened to include more general, but related, social policy, human and civil rights matters. Shortly before becoming an agency of the newly-formed United Nations in 1946, the ILO adopted what is now known as the Philadelphia Declaration, which affirmed the following fundamental principles:
  • labour is not a commodity freedom of expression and association are essential to sustained progress poverty anywhere constitutes a danger to prosperity everywhere the war against want requires to be carried on with unrelenting vigour within each nation, and by continuous and concerted international effort in which the representatives of workers and employers, enjoying equal status to those governments, join them in free discussion and democratic decision with a view to the promotion of the common welfare.

Minister Bradshaw addresses International Labour Organization on globalization
    March 25, 2004
    FOR IMMEDIATE RELEASE
GENEVA, SWITZERLAND - The Honourable Claudette Bradshaw, federal Minister of Labour, today addressed the Governing Body of the International Labour Organization (ILO) on the report of the World Commission on the Social Dimension of Globalization. The report, entitled A Fair Globalization - Creating Opportunities for All, points to the urgent need for a more equitable sharing in the benefits of globalization. The Commission's report acknowledges the present imbalances in the workings of the global economy and calls for the creation of a more "values-based" system-one that puts the social concerns of people at the centre of national and international policies. The report identifies many of the challenges of globalization and proposes ways to address them and move forward. "Working with our international partners towards fair globalization is a priority for the Government of Canada and for Canadians," said Minister Bradshaw. "I congratulate the members of the World Commission for a very comprehensive report, which provides an excellent basis for dialogue on this important issue."

Despite efforts by the International Labour Organization (ILO) to encourage Burma's military leaders to implement recommendations of the ILO's Report of the Commission of Inquiry, the enclosed 17 interviews show that troops of the State Peace and Development Council still use forced labor and are collecting labor and portering fees. The interviews were conducted with villagers from Shan State and Tenasserim Division between December 2000 and spring 2001, and concern the ongoing use of forced labor during those months. ERI's information shows that forced labor is occurring in these locations:
