Established on 1919, the ILO has been striving for more than 75 years to promote social justice and better living conditions for workers and their families everywhere. Four Asian countries, namely: China, India, Japan, and Thailand participated in the establishment of the ILO in 1919. The ILO, whose efforts were recognized by the award of the Nobel Peace prize in 1969, is unique among world organizations in that workers' and employers' representatives have an equal voice with those of governments in formulating policies. Working Together Against Child Labour ince its membership with ILO in 1948, the Philippines has always been one of the most active members and strongest supporters of ILO policies and programmes. It is a country in which the tripartite structure of the ILO truly functions. An area office was established in Manila in 1970, specifically mandated to deal with ILO programmes in the Philippines and to act as liaison office to the Asian Development Bank.

    Headquartered in Geneva Switzerland , the International Labor Organization (ILO) is a specialised agency of the United Nations to deal with labour issues. Founded in 1919, it was formed through the negotiations of the Treaty of Versailles , and became a UN body when the UN was formed. Its current charter, the Declaration of Philadelphia was adopted in 1944. The organisation seeks to strengthen worker rights, improve working and living conditions, create employment, and provide information and training opportunities. ILO programs include the occupational safety and health hazard alert system and the labor standards and human rights programs. Historically, one of the functions the ILO has performed has been the establishment of international standards for workers conditions, which have then become the basis for trade union activism in individual countries. It is a relatively low-profile UN agency compared to some of those more active in crises like the World Health Organization The organization received the Nobel Peace Prize in 1969.

    Background
    In early 2003, proposals emerged at the International Labour Organization that would have threatened the right of independent contractors to be independent contractors. Essentially, the proposed agenda was a familiar one in Australia-namely, the claim that there are persons who are 'dependent contractors'. Independent Contractors of Australia has long fought against the notion of dependent contractors being given legal meaning, because it has been used in Australia as an excuse to create legislation which turns independent contractors into employees. The negative tax and contractual implications of this are substantial.
