The International Committee of the Red Cross (ICRC) was founded nearly 150 years ago. Its guiding principle is that even in war there are limits, on how warfare is conducted and how combatants behave. The rules that were established with this in mind and endorsed by nearly every nation in the world are known as international humanitarian law, of which the Geneva Conventions are the bedrock. International humanitarian law (IHL) is the body of rules which, in wartime, protects people who are not or are no longer participating in the hostilities. Its central purpose is to limit and prevent human suffering in times of armed conflict. The rules are to be observed not only by governments and their armed forces, but also by armed opposition groups and any other parties to a conflict. The four Geneva Conventions of 1949 and their two Additional Protocols of 1977 are the principal instruments of humanitarian law.

International conference of governmental and non-governmental experts on the missing was held at Geneva during February 19-21, 2003 sponsored by ICRC (International Committee of the Red Cross).
Dr. Mori participated as the president of WASPaLM. There are 400 participants from 90 countries in this particular conference and workshops.
After a mood-setting video of testimonies from the families of missing, Ms. Yvonne Visaka Dharmadasa, president of Parents of Servicemen Missing in Action in Sri Lanka, focused in her speech on the psychological, social and economical problems faced by the families of missing people.
Mr. Jakob Kellenberger, president of the ICRC, gave his keynote speech. He said the ICRC has sought to forestall disappearance, to restore family links and to ascertain the whereabouts of missing persons. Yet in many contexts it has been unable to fulfill mission because of lack of sufficient political will on the part of the warring parties, or simply because of the general disruption in communities affected by armed conflict or internal violence.
Dr. Stephen Cordner, secretariat of forensic pathology in WASPaLM also attended this conference as a secretariat of ICRC. WASPaLM will contribute areas of the identification of missing peoples (alive or dead person) using DNA analysis.

Red Cross helps flood victims in Southern Russia
The International Committee of the Red Cross is lending first aid to the flood victims in Southern Russia.
On Tuesday, ICRC employees delivered the aid to the town of Armavir, Krasnodar territory. It will then be distributed among 15,000 victims of the natural calamity, reported the Russian office of the ICRC. A similar operation will be carried out in the republic of Adygeia.
"In an effort to adjust the aid to the demands of Russian flood victims as specified by the Russian authorities, the ICRC has amended the list of goods distributed under the first aid program," said a source in the ICRC office.
As of today, the ICRC has already supplied the flood victims with 274 tons of aid worth a total of 400,000 US dollars. The aid went to 28,000 inhabitants of flooded areas in the North Caucasus.
The ICRC and local Red Cross committees keep evaluating the situation in Southern Russia so as to be able to assess the demands of the flood victims and plan their actions in other populated areas of the region. In order to be able to coordinate the aid efforts in the region, it keeps constantly in touch with the emergencies ministry and the Department of Civil Defence, as well as with other local authorities.

In Its "Report an the Treatment by the Coalition Forces of Prisoners of War and other protected persons in Iraq", the International Committee of the Red Cross (ICRC) draws the attention of the Coalition Forces (hereafter called "the CF") to a number of serious violations of International Humanitarian Law. These violations have been documented and sometimes observed while visiting prisoners of war, civilian internees and other protected persons by the Geneva Conventions (hereafter called persons deprived of their liberty when their status is not specifically mentioned) in Iraq between March and November 2003. During its visits to places of internment of the CF, the ICRC collected allegations during private interviews with persons deprived of their liberty relating to the treatment by the CF of protected persons during their capture, arrest, transfer, internment and interrogation.

ROLES OF THE AMERICAN RED CROSS AND INTERNATIONAL COMMITTEE OF THE RED CROSS (ICRC) IN IRAQ AND OTHER AREAS OF CONFLICT In light of recent events, the American Red Cross and International Committee of the Red Cross (ICRC) humanitarian relief operations are active in Iraq as well as in other areas of conflict. The ICRC is the lead agency for relief operations in conflict and war areas among the International Red Cross and Red Crescent Movement, of which the American Red Cross is a member. As such, the ICRC is coordinating relief efforts in Iraq at this time. No American Red Cross personnel are providing relief operations to civilians in Fallujah or other areas of Iraq. By Michael Ignatieff The International Committee of the Red Cross (ICRC) was founded in 1863, the brainchild of Jean-Henri Dunant, a Swiss businessman who had witnessed the Battle of Solferino between France and Austria in 1859 and was shocked by the carnage that resulted from the neglect of the wounded.
From its inception, the ICRC has had a unique and intimate relationship to the Geneva Conventions. Under the 1949 Geneva Conventions and the Additional Protocols of 1977, the ICRC has the mandate to: (a) visit and register prisoners of war, and to deliver mail and food parcels; (b) deliver emergency humanitarian aid to civilians in the midst of armed conflicts; (c) trace missing persons, civilian and military, and reunite them with their families; (d) train armed forces to respect international humanitarian law; (e) extend and develop the Geneva Conventions; and (f) act as go-betweens to secure prisoner exchanges, repatriations, and release of hostages.
It is a difficult call, and through most of its history the ICRC has chosen to remain publicly silent. The organization is haunted by its failures. Despite securing initial access to German concentration camps as early as 1935, and despite acquiring unrivaled intelligence about Nazi plans to exterminate the Jews, the ICRC leadership in Geneva failed either to reveal what it knew or to make any public protest. Courageous delegates did save Jews in Hungary and Greece, but the organization did not secure access to the camps until 1945, when it was too late.
