Print Article Send Your Feedback The International Committee of the Red Cross has issued a report criticising the detention of suspects at the US Naval Base in Guantanamo Bay, in Cuba. The senior official, who asked not to be identified, gave no details, but told reporters travelling with US Defence Secretary Donald Rumsfeld to Iraq on Thursday that the ICRC had delivered the report to the US State Department this week. "It was described to him (Rumsfeld) as critical," the official said, noting that the Red Cross had repeatedly complained about the imprisonment at Guantanamo of more than 500 people - most of them captured in Afghanistan - in stark cells for up to two years or more without charges. ICRC spokesman Florian Westphal in Geneva confirmed the agency had handed over a confidential report on Guantanamo to US authorities as part of its standard procedure, but declined to give any details.

International Committee of the Red Cross (ICRC) The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of war and internal violence and to provide them with assistance. It directs and coordinates the international relief activities in situations of conflict. It also endeavors to prevent suffering by promoting and strengthening humanitarian law and universal humanitarian principles. Established in 1863 on the principles of Henry Dunant and the meeting of the Geneva Conventions, the ICRC has also originated the International Red Cross and Red Crescent Movement, and plays a significant role in providing aid to landmine victims. ICRC Work with Landmine Victims The systematic use of violence to resolve human conflicts is as old as humanity and shows no sign of going out of fashion. The consequences of laying anti-personnel mines in present day warfare, however, go far beyond purely military activity. Their use affects the physical and psychological health of a society, its social and economic development, and the environment. Anti-personnel mines result in the daily cries of suffering heard in rice paddies, on hillsides and beside the desert watering holes of over 60 countries around the world. More people have been killed or injured by mines than by nuclear weapons. The doctors, nurses and orthopedic technicians of the International Committee of the Red Cross have witnessed and recorded the human faces behind the cries of pain, and the inhumane consequences of what can only be described as a man made public health catastrophe and a worldwide epidemic.

The International Committee of the Red Cross Mine/UXO Awareness Programs by Laurence Desvignes The ICRC Approach Many current mine awareness strategies continue to use a “presentation approach,” in which the community remains passive and simply receives information. For organizations using such an approach, mine awareness amounts to a simple public information campaign isolated from other kinds of mine action and humanitarian activities. With the aim of addressing the threat of mines and UXO more effectively, the ICRC has adopted another approach. First, the ICRC gathers relevant information on local needs, which can be used to devise an appropriate mine/UXO awareness strategy. Next, the ICRC involves mine-contaminated communities in the mine awareness process. The ICRC also cooperates closely with other organizations in responding to community needs.

To understand the causes of such behavior, it is essential to work with the communities and gather information on the risks that people are taking, why they are doing so (e.g., economic or emotional factors, social pressures or naivete), how they perceive the mine/UXO problem and what solutions they propose. It is important, therefore, not only to deliver the right message in the right way but also to find appropriate educational strategies to change high-risk behavior, which can be achieved by involving the communities in addressing the problem.

GENEVA (AP) - Up to 90 percent of Iraqi detainees were arrested "by mistake," according to coalition intelligence officers cited in a Red Cross report disclosed Monday. It also says U.S. officers mistreated inmates at the notorious Abu Ghraib prison by keeping them naked in dark, empty cells. Abuse of Iraqi prisoners by American soldiers was widespread and routine, the report finds - contrary to President Bush's contention that the mistreatment "was the wrongdoing of a few." While many detainees were quickly released, high-ranking officials in Saddam Hussein's government, including those listed on the U.S. military's deck of cards, were held for months in solitary confinement. Red Cross delegates saw U.S. military intelligence officers mistreating prisoners under interrogation at Abu Ghraib and collected allegations of abuse at more than 10 other detention facilities, including the military intelligence section at Camp Cropper at Baghdad International Airport and the Tikrit holding area, according to the report. August 31-September 7, 2001 Non-Discrimination and Armed Conflict Mr. (or Madam) Chairperson, Thank you for giving me the floor. Allow me to say at the outset how pleased and honored I am to address the Third World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance on behalf of the International Committee of the Red Cross and to also extend my appreciation to the Government and people of South Africa for hosting it. My statement will focus on non-discrimination and international humanitarian law and outline ICRC's interest and involvement in preparations for the World Conference. As is well-known, ICRC's action is rooted in international humanitarian law. As guardian of that body of law, the ICRC endeavors to ensure that it is respected by all parties invol-ved in armed conflict, whether they be governments or non-State entities. Through its presence in more than 80 countries, the ICRC establishes a dialogue with all actors in conflicts with a view to creating a relationship of trust, thereby securing the practical im-plementation of humanitarian law and making sure that its delegates have access to per-sons in need. Based on our humanitarian work worldwide we, too, are aware that racism, racial dis-crimination, xenophobia and related intolerance are not just problems that individual na-tions and the international community need to address in peacetime, but just as impor-tantly, in situations of armed conflict. As a number of recent and ongoing conflicts around the world clearly show, the inequality or exclusion of peoples, groups and indi-viduals is one of the root causes of conflict and, very often, one of its consequences.
