The Defense Institute of International Legal Studies (DIILS) provides expertise in over 300 legal topics of Military Law, Justice Systems, and the Rule of Law, with an emphasis on the execution of Disciplined Military Operations through both resident courses and mobile education teams. Participants from 121 nations have taken part in DIILS Mobile Education, Resident, and Model Maritime Service Code programs. Mobile Education Teams DIILS has presented programs to over 21,000 senior military and civilian government officials in 89 countries worldwide since its inception in late 1992. Typically, the program is accomplished through multiple phases that allow for tailoring curriculum to the host country. The U.S. presenters are members of the U.S. military services and civilian subject matter specialists. Seminars are designed for an audience of 40 to 60 military and civilian executive personnel from the host country. DIILS works closely with the embassy team and the host country to develop appropriate seminars that are practical, timely, and effective. Seminar topics concern legal-related topics, but the majority of audiences are non-lawyers who need a better understanding of how to operate within the parameters of international law and regulations. Participants should include all appropriate personnel – military and civilian – of appropriate rank for the seminar topic. There are an infinite range of possibilities once a relationship has been established with the host nation and specific needs identified. These include topics such as Peace Operations, Law of the Sea, Air Operations, Domestic Operations, and Seminars for Instructors, Legal and Ethical Concerns in Public Agencies, and Quality Force Management.

The PAIL Institute is pleased to announce the release of Human Rights Protection for Refugees, Asylum-Seekers, and Internally Displaced Persons: A Guide to International Mechanisms and Procedures , edited by Joan Fitzpatrick. The Guide offers a thorough explanation of the United Nations human rights treaty bodies, with a focus upon the four committees authorized to receive communications from individuals. Detailed information is provided concerning procedural requirements, while the treaties are analyzed for their relevance to the forcibly displaced. United Nations mechanisms are also examined, with an emphasis on the thematic and country special procedures of the Commission on Human Rights. The text can be ordered on-line from Transnational Publishers PAIL Advisory Council Member Wirth Represents EU at Climate Talks
PAIL Advisory Council member David Wirth, Professor of Law at Boston College Law School, served as a legal expert on the delegation of Belgium to the Sixth Session, Part Two, of the Conference of the Parties to the Framework Convention on Climate Change. Belgium, which currently holds the Presidency of the European Union, represented the entire 15-member bloc at the meeting designed to complete the implementing rules for the 1997 Kyoto Protocol to the 1992 Framework Convention. In that capacity, Wirth served as a principal negotiator of the critical compliance section of the Bonn Agreement, concluded in July 2001, which rescued the Kyoto Protocol from collapse after the United States announced its intention not to ratify.

Institute Highlights Institute Initiates Graduation Prize This spring, the Institute awarded the first "Institute for International Law and Public Policy Award" to LL.M. candidate Xiaoyan Hu. The award was established to honor the student who wrote the best paper in the area of international law and public policy. Institute Welcomes Chinese Scholars for Summer Research and Study 2004 U.S.-China Roundtable Devoted to Environmental Issues Ten Chinese scholars and academics will be participating in the third annual U.S.-China Roundtable sponsored by the Institute, focusing this year on International and Comparative Environmental Law and Policy. Leading Chinese experts who have been identified as key agents of environmental law and policy development and implementation in China will spend the month of July devoted to in-depth research at the Temple campus. The culmination of their stay will be a two-day conference involving prominent United States specialists in domestic and international environmental law issues at which the Chinese participants. Health Law Teaching Focus of Month Long Workshop During the month of July, the Institute will welcome ten Chinese academics and scholars participating in its "U.S. - China Health Law Development Workshop" during the month of July. Bringing together leading U.S. and Chinese academics, the Workshop is designed to provide technical assistance in the development of curricula for AIDS and health law. The goal of the Workshop is to use the curricula which is developed during the course of the Workshop in Chinese institutions of higher education; to develop familiarity with major topics, issues and approaches to U.S. health law and health law training for purposes of comparison with existing Chinese systems; to examine U.S. approaches to drafting health law legislation; and to encourage the evolution of a community of Chinese legal scholars, practitioners, and policy makers interested in the future evolution of this important area of law.

People Visitors 2002-2003 Visiting Scholars and Researchers Institute Visiting Scholars Professor Gao Fuping Professor Gao is Professor on the law faculty at the East China University of Politics and Law in Shanghai, where he is Director of the E-Commerce Law Institute. He serves as Secretary for the Professional Committee for Policy and Law of the China Electronic Commerce Association. He was a Fulbright scholar for the 2002-03 academic year, which he spent as a Visting Scholar with the Institute. He has taught Civil Law, Contract Law, Real Property Law, Intellectual Property Law, E-Commerce Law. He is the author of several books on Real Property Law, Partnership and E-Commerce, as well as numerous articles. While at Temple, he did extensive research on the law of computer information transactions (and the Uniform Computer Information Transactions Act.). Antonio Gidi Professor Achilles Skordas Institute Visiting Researchers Professor Abiola Professor Sanni is a Fulbright research fellow. He taught business law at the Obafemi Awolowo University in Nigeria. He currently serves as the Editor-in-Chief of the Nigerian Revenue Law Report. For the past four years he has been lecturing and pursuing a doctoral degree in taxation law at the University of Lagos. His current research involves the constitutional and fiscal relationships between federal, state and local governments.

Welcome The Institute for International Law and Justice was established by the international law faculty at New York University School of Law to coordinate and integrate the Law School's extraordinary range of research programs, academic training, internships, and special events in international law. The Institute continues the seminal work of the Center for International Studies, founded in 1965 by Professor Thomas Franck.
