Last Leader of the Soviet Union
Mikhail Gorbachev was born in a small village in southwestern Russia. He became a devoted follower of the Soviet system and attended Moscow State University in 1950. While in school he met Raisa Titarenko who he married in 1953. Gorbachev moved up rapidly through the Communist heirarchy until he became the leader of the Soviet Union in March of 1985. Gorbachev recognized that the country faced many problems. He sought to retain the socialist economic structure of the country, while introducing reforms which he believed would revitalize the stagnating economy. Gorbachev's policies of glasnost(openness) and perestroika(economic reform) led eventually to the demise of the Soviet Union. Although it was not his intent, his new policies encouraged the 15 republics of the union to become more autonomous. They eventually sought independence and on December 25, 1991 Gorbachev resigned as President and the Soviet Union officially dissolved. Although Gorbachev failed to improve the social and economic problems within the Soviet Union, he will be remembered as the man who ended the cold war.

Mikhail Gorbachev: The Man and His Program
Article # : Section : CURRENT ISSUES Issue Date : 5,074 Words Author : R. Judson Mitchell
Prior to Mikhail Gorbachev's visit to Great Britain in December 1984, he was virtually unknown to Western publics. He was, indeed, not much better known to the citizenry of the USSR, where political figures below the top party leader have traditionally labored in relative obscurity.
Since that trip three years ago, when Gorbachev and his stylish wife Raisa charmed Margaret Thatcher and other British notables, he has emerged as perhaps the most powerful single individual on the planet, the protagonist of a drama unfolding inside the USSR, and the cynosure of world politics. Yet despite all the media attention lavished upon Gorbachev at home and abroad, his meteoric rise and his sweeping proposals for change have inevitably left some residue of mystery, not yet dispelled by intense scrutiny.
The questions most frequently asked about Gorbachev are these: What sort of man is Gorbachev? How did he manage to rise so rapidly through the Soviet system? How secure is his hold upon power in the USSR? Is he really a reformer? What are the prospects for success in the pursuit of his goals? What are his assets and liabilities? How can the West best cope with the phenomenon of a revived Soviet leadership? To deal with these current questions, we must first go back a few years.

A word can be spoken in different ways by different individuals, depending on many factors, such as the time in which they grew up, the area in which they grew up, the area in which they now live, their social class, and their education.
Lingusitic terminology
The way in which an individual pronounces words depends firstly on the basic units of sound (phones) that they use in their language. The branch of linguistics which studies these units of sound is phonetics. Phones which play the same role are grouped together into classes called phonemes; the study of these is phonemics.

Mikhail Sergeyevich Gorbachev, b. Mar. 2, 1931, general secretary of the Soviet Communist party (1985-91) and president of the Union of Soviet Socialist Republics (1988-91), was the last leader of the USSR.
By his reform programs of glasnost and perestroika, Gorbachev hoped to breathe new life into the increasingly stagnant Soviet system. Instead, by removing the rigid controls that had kept the system together for decades, he brought about its dissolution. He thus played a pivotal role in the dramatic series of events that transformed the international scene in the 1990s: the end of the cold war between East and West, the sudden disappearance of the Soviet empire, and the virtual elimination of communism as a dominant influence in world affairs.

General
Born: March 2, 1931. M ikhail Sergeyevich Gorbachev was born on March 2, 1931 in Privolye, Stavropol, U.S.S.R. He was general secretary of the Communist Party of the Soviet Union from 1985 - 1991 and president of the Soviet Union from 1990 - 1991.
Early Political Years
Entered law school of the Moscow State University and became a member of the Communist Party. Graduated with a degree on law and went on to hold several posts in Komsomol and regular party organizations in Stavropol. Became the first secretary of the regional party. Member of the Central Committee of the Communist Party of the Soviet Union in 1971. Became party secretary of agriculture. Candidate of the Politburo (in 1980 he became a full member of the Politburo).
Gorbachev's Rise
H e owed much of his steady rise in the party to the patronage of Mikhail Suslov, the leading party ideologue. During Andropov's 15 month tenure from 1982 - 1984 as a secretary general of the Communist Party, Gorbachev became a highly active and above all visible member. After Andropov's death in February 1984, Konstatin Chernenko became secretary general and it was likely that Gorbachev would be his successor. However, on March 10, 1985, Chernenko died, resulting in the election of Gorbachev as general secretary by the Politburo the following day.
Introducing Glasnost
D uring Leonid Brezhnev's tenure (1964 - 1982) the Soviet Union's economic growth was almost absent. Gorbachev called for rapid technological modernization and increased worker productivity. He tried to turn the Soviet bureaucracy into a more efficient and more responsive organization.

Working with Gorbachev
It was Mr. Gorbachev who then brought you back from your tour of duty as ambassador. Let's talk about your relationship with him. Were you his intellectual mentor, is that the way to describe the relationship? Or is it more complex than that? "More complex." [spoken in English] I knew Gorbachev before Canada. Let's not make a secret out of it, but when I headed the Ideology and Propaganda Department for the Central Committee and I had difficulty getting confirmation, I actually proposed Gorbachev to fill that post. He was, at that time, the First Secretary of the Stavropol Region Party Committee. Even Mikhail Andrievich Suslov, who was in charge of propaganda and was really de facto the Number 1 man on the Politburo (de jure, he was Number 2), he actually did issue an invitation to Gorbachev to come to Moscow and help the department. What struck me at that time is that he turned it down. He had enough brain to say no. Later on I arranged for him to come and visit Canada several times. I wanted very much for the man who was responsible for agriculture in Russia to visit Canada. Actually he had conveyed through a mutual friend of ours that he was ready to come to Canada as long as I would be the one to organize his trip. He didn't want to have anything to do with the organization of the trip. So I began terrorizing the Central Committee with my diplomatic cables demanding Gorbachev's visit. And Andropov ultimately said OK. It was a very useful visit for Gorbachev. What struck me is the kind of detailed interest and care Gorbachev took in the farmer economy, and that really struck me very positively and very much.
