Population: (1997) 401,129. Although Bochum was founded in the 14th century, the town was insignificant until the 19th century, when coal mining and steel industry emerged in the Ruhr area, leading to the growth of the entire region. Manfred Eigen
German physicist who was corecipient, with R.G.W. Norrish and George Porter, of the 1967 Nobel Prize for Chemistry for work on extremely rapid chemical reactions. By perturbing a system at equilibrium, then following its return to equilibrium via a "relaxation" process, Eigen was able to avoid the time required to mix reagents, and thus study the kinetics of very fast reactions. He found, for example, that the reaction H+ + OH- > H2O occurs at every encounter between the solvated ions. Using similar methods, Eigen measured rates of proton transfer in organic acids and bases, and extended the method to complex sequences of biological reactions.
Eigen was born in Bochum, Germany, received the Ph.D. in physics and chemistry at the University of Gottingen (1950) and became Professor and Director of the Max-Planck Institute for Biophysical Chemistry there. Eigen was able to study many extremely fast chemical reactions by a variety of methods that he introduced and which are called relaxation techniques. These involve the application of bursts of energy to a solution that briefly destroy its equilibrium before a new equilibrium is reached. Eigen studied what happened to the solution in the extremely brief interval between the two equilibria by means of absorption spectroscopy. Among specific topics thus investigated were the rate of hydrogen ion formation through dissociation in water, diffusion-controlled protolytic reactions, and the kinetics of keto-enol tautomerism.

Relativity enables Earman's brand of determinism (based on the notion of possible worlds), by overtaking the flaws of Newton's Physics (weakened by infinite speed of light signals). Earman explores the relationship between determinism and Turing's effective computability: Turing's ends up being just a special case of the effective computability entailed by determinism. Earman deals with randomness and chaos, free will, quantum indeterminism. Mental events must be physical because any event that occurs in space and time is physical.
Eccles John: EVOLUTION OF THE BRAIN (Routledge, 1989)
The book offers a history of human evolution, of the evolution of the hominid brain, of the evolution of speech production, of evolution of visual skills, of evolution of learning and memory. A key role is assigned to the limbic system and, in general, to the latest evolutionary additions to the human brain, the cerebral neocortex.
Then Eccles delves into a study of the evolution of consciousness. Drawing from Margenau, Eccles argues that the mind-brain interaction is analogous to a probability field of quantum mechanics. Mental "energy" can cause neural events by a process analogous to the way a probability field causes action. He calls "psychon" the mental unit that transmit mental intentions to the neural units.
From a detailed analysis of the cerebral neocortex, Eccles derives that cerebral asymmetry is a fundamental property of the human brain, that the self is unique to the left hemisphere, and that the neo-neocortex is the site of gnostic functions. Consciousness resides in a psycological world that transcends the physical. The soul is a separated entity from the body, and is created by God.

appointed Eigen a Scientific Member in 1957 and head in 1964. In 1967 he was elected Managing Director of the Institute for a period of three years. At the same time he was appointed to the Scientific Council of the German Federal Republic.
Eigen's scientific development is reflected in the close on 100 papers he has published. The subject matter of these works ranges from the thermodynamic properties of water and aqueous solutions, and the theory of electrolytes, through thermal conductivity and sound absorption, to fast ionic reactions.
In the years 1953-1963 followed the description of a series of novel measuring techniques used for the study of very fast reaction in the range from one second to one nanosecond. The gap between the region of classical reaction kinetics and spectroscopy was thus closed. Eigen was particularly interested in proton reactions: together with De Maeyer he was the first to determine the neutralization rate and found the anomalous conduction characteristics of protons in ice crystals. The development of the theory of relaxation of multi stage processes was followed by studies on metal complex reactions, in which the fast reactions of a large number of metal ions were investigated in relation to their position in the periodic table. Around 1960 the emphasis in his work shifted towards physical-organic chemistry. The individual steps of a series of reaction mechanisms were elucidated, and a general theory of acid-base catalysis was verified experimentally.
