Useful Links 2003 Annual Report < previous page Secretary's Report In April 2003 we went to Santiago de Chile for the 108th IPU Conference, at the height of the Iraq conflict, and took the opportunity to have bilateral meetings with our Chilean hosts. We are very grateful to Mr Greg Faulkner, who was HMA Santiago at the time, for arranging these meetings. These bilateral periods have proved to be a valued addition to our Conference activities, which we hope to be able to continue. The week of the Conference itself was overshadowed by the events in Iraq, as you can read in the account elsewhere in this report. Incidentally, it was the last such gathering to be called a Conference. In October, the first of the 'mini' Assemblies was held in Geneva, following the conclusion of the IPU Reform process. The major issue for our delegation was to resolve the impasse on the issue of visas for the 110th Assembly due to be held in London in March/April 2004. As is now known, we were unsuccessful. This is a matter of deep regret for me, my Secretariat team and our prime contractor for organising the event, Concorde Services Ltd. While the Physics, Chemistry, Medicine and Literature Prizes are awarded annually in Stockholm , the Peace Prize is awarded in the Norwegian capital of Oslo . The Norwegian Nobel Committee , whose members are chosen by the Norwegian Parliament , is appointed to select the laureate for the Peace Prize, and the prize is awarded by its chairman, Dr. Ole Danbolt Mjøs . At the time of Alfred Nobel's death Sweden and Norway were in a personal union in which the Swedish parliament was solely responsible for foreign policy and the Norwegian Parliament was responsible only for Norwegian domestic policy. Alfred Nobel therefore stipulated that the Peace Prize be awarded by Norway rather than Sweden in order to prevent the manipulation of the selection process by foreign powers. According to the will of Alfred Nobel the prize should be awarded "to the person who shall have done the most or the best work for fraternity between the nations, for the abolition or reduction of standing armies and for the holding and promotion of peace congresses".
