Who's Who: Aristide Briand
Updated - Sunday, 25 November, 2001 Aristide Briand (1862-1932) served six terms in all as French Prime Minister - 1909-11, 1913, 1915-17, 1921-22, 1925-26, 1929 - and was France's longest serving First World War premier, succeeding Rene Viviani in October 1915. Born in Nantes on 28 March 1862, Briand studied as a law student during which time he developed and honed his political instincts, which were socialist. He published left-wing articles for numerous newspapers (including Petite Republique and Le Peuple ) before co-founding L'Humanite in 1904 with Viviani and the later Socialist Party leader, Jean Jaures Briand entered into Georges Clemenceau's coalition government in 1906 as minister for public instruction and worship, a post he held until his elevation to Prime Minister in 1909; his decision to accept office led to his expulsion from the Socialist Party, which prevented its members from playing a role in any 'bourgeois' government (explaining why Jaures, despite his popularity, never accepted ministerial office). An anti-cleric, Briand used his first ministry to complete the separation between the French church and state.

Primary Documents: Aristide Briand on German Policy of Deportations from Lille, April 1916
Updated - Saturday, 11 October, 2003 Reproduced below is the text of an official statement released by French Prime Minister Aristide Briand in April 1916. In his statement Briand addresses reports of a new German policy of deporting able men and women from German-occupied Lille in France to other districts to provide a form of enforced labour. Also concerned about this policy were the U.S. Ambassador to Germany, James W. Gerard , and the Spanish Ambassador. These allegations followed earlier similar reports from Belgium The original German proclamation which triggered these protests, issued by General Graevenitz, the German commander in Lille, was published on 22 April 1916. Official Statement by French Prime Minister Aristide Briand on Deportations from Lille On several occasions the Government of the Republic has had occasion to bring to the notice of neutral Powers the action of the German military authorities towards the population of the French territory temporarily occupied by them as being in conflict with treaty rights. The Government of the Republic finds itself today obliged to lay before foreign governments documents which will establish that our enemies have put in force measures still more inconsistent with humanity.

Biography
Aristide Briand
French Statesman Born: March 28, 1862 at Nantes, Brittany
Died: March 7, 1932 at Paris Premier of France: January 16, 1921 - January 12, 1922 (7th cabinet) July 29 - November 22, 1929 (11th cabinet) Briand first earned public recognition when he persuaded an 1894 trade union congress to adopt the General Strike as a tactic for dealing with the government. He co-founded the French Socialist Party with Jean Jaures in 1901 and collaborated with him in launching L'Humanite in 1904. Briand was rejected in three elections before winning a seat in the Chamber of Deputies in 1902. He served on the commission that drafted the laws separating church and state in 1905. Briand urged the Socialists to cooperate with the Radical-Socialists and other bourgeois parties to further reform. He accepted the Public Instruction portfolio in the government of Georges Clemenceau in 1906. The Socialist expelled him for consorting with the Radicals. Briand formed the first of his own cabinets in 1909 and further alienated himself from the left by breaking a railroad strike. He presided over two ineffectual governments at the beginning of World War I before yielding to Clemenceau's Union Sacree in 1917. He sought reconciliation with Germany after World War I, crafted the Locarno Pact which secured international recognition of the eastern border and won him the Nobel Peace Prize in 1926, co-authored a treaty outlawing war which was ratified by 60 nations in 1928 and worked actively in the League of Nations for disarmament. He wrote a memorandum calling for the creation of a European Union to insure stability in 1930. He retired in 1932 having served as a minister in 26 cabinets and as premier of 11.
