Reviewed by Louie CAUPAYAN The 12 November 1991 incident in Dili (the massacre at Santa Cruz cemetery with 200 unaccounted lives) is not only a blotted page in the history of Indonesia, but rather a burden on the memory of East Timor. This event led to a heightened debate on the East Timor issue in international circles. Since the integration of the territory with Indonesia in 1976, the debate had revolved around two poles. First, those people abroad who questioned the legitimacy of the integration status; and secondly, those at home who debated the problems and the results of development which finally culminated in the referendum either for autonomy or independence in 1999. This is the 'locus' where Bishop Belo's role, as a spiritual leader and a churchman comes in. He becomes the latter in defending the identity of his people long denied of human rights and the free expression of their own religio-cultural values. Firstly, From the Place of the Dead gives us an instructive and interesting account of East Timor's history particularly in the context of the Bishop's role in relation to his people.

East Timor: Church slams Australia's role
By Jon Land Nobel Peace Prize nominee, Bishop Carlos Felipe Ximenes Belo, has condemned the Australian government for its soft stance on human rights in East Timor. He has been joined by church leaders and human rights activists in Australia who have spoken out against the federal government's push to further trade and military links with Indonesia while turning a blind eye to human rights violations in East Timor. The Uniting Church, at its Seventh Assembly (national summit) which met for a week from July 9 in Sydney, passed several resolutions on East Timor. Joy Bilazo from the Uniting Church's Social Responsibility and Justice Unit, told Green Left that it is campaigning for the Australian government to recognise the right of the East Timorese to self-determination, and that the East Timorese are represented at all international talks regarding the future of their country. Protests by East Timorese students at the University of East Timor on July 14, over acts of provocation by Indonesian soldiers and intelligence officers, were dealt with by the most severe crackdown since the Dili massacre in November 1991. Fleeing protesters were beaten and clubbed; over 40 were detained and injured, with up to three reported deaths. A number of students are still missing.

Rival militia leaders: All smiles on the eve of the poll
With the polls opening within hours, the people of East Timor have been urged to turn out in strength and cast their votes fearlessly in a referendum that could bring an end to 24 years of occupation by Indonesia. But the violence and widespread intimidation which has marred campaigning has continued. In the latest incidents, two militiamen were killed in an area of the capital, Dili, controlled by pro-independence rivals. The UN special envoy to East Timor, Jamsheed Marker, has expressed optimism over the turnout in Monday's referendum after rival militias agreed not to disrupt voting. Voting is due to take place between 0630 and 1600 local time (2230-0800 GMT). Arriving to observe the ballot in person, Mr Marker said he felt "very positive", and described the joint disarmament pledge by the rival armed camps as "very encouraging".
Independence supporters still patrol against militia attacks
Mr Marker said he had also received security "assurances" from Indonesian Foreign Minister, Ali Alatas.

Text of the Norwegian Nobel Committee's citation for the 1996 Peace Prize
The Norwegian Nobel Committee has decided to award the Nobel Peace Prize for 1996, in two equal parts, to Carlos Felipe Ximenes Belo and for their work toward a just and peaceful solution to the conflict in East Timor. In 1975, Indonesia took control of East Timor and began systematically oppressing the people. In the years that followed it has been estimated that one-third of the population of East Timor lost their lives due to starvation, epidemics, war and terror. Carlos Belo, bishop of East Timor, has been the foremost representative of the people of East Timor. At the risk of his own life, he has tried to protect his people from infringements by those in power. In his efforts to create a just settlement based on his people's right to self-determination, he has been a constant spokesman for non-violence and dialogue with the Indonesian authorities. Ramos-Horta has been the leading international spokesman for East Timor's cause since 1975. Recently he has made a significant contribution through the "reconciliation talks" and by working out a peace plan for the region. In awarding this year's Nobel Peace Prize to Belo and Ramos-Horta, the Norwegian Nobel Committee wants to honor their sustained and self-sacrificing contributions for a small but oppressed people.
