The Nobel Peace Prize 1996 The Norwegian Nobel Committee has decided to award the Nobel Peace Prize for 1996, in two equal parts, to Carlos Felipe Ximenes Belo and for their work towards a just and peaceful solution to the conflict in East Timor. In 1975 Indonesia took control of East Timor and began systematically oppressing the people. In the years that followed it has been estimated that one-third of the population of East Timor lost their lives due to starvation, epidemics, war and terror. Carlos Belo, bishop of East Timor, has been the foremost representative of the people of East Timor. At the risk of his own life, he has tried to protect his people from infringements by those in power. In his efforts to create a just settlement based on his people's right to self-determination, he has been a constant spokesman for non-violence and dialogue with the Indonesian authorities. Ramos-Horta has been the leading international spokesman for East Timor's cause since 1975. Recently he has made a significant contribution through the "reconciliation talks" and by working out a peace plan for the region. In awarding this year's Nobel Peace Prize to Belo and Ramos-Horta, the Norwegian Nobel Committee wants to honour their sustained and self-sacrificing contributions for a small but oppressed people. The Nobel Committee hopes that this award will spur efforts to find a diplomatic solution to the conflict in East Timor based on the people's right to self-determination.

Belo, Carlos Filipe Ximenes Carlos Filipe Ximenes Belo was born in Wailakama, a village in Vemasse, Baucau, East Timor on 3 February 1948. He was the fifth child of Domingos Vaz Felipe and Ermelinda Baptista Filipe. His father, a school teacher, died two years later. The Belo family had a background of farming. In his childhood the young Belo developed skills in shepherding water buffaloes in Kekeli, the village of his ancestors.
He was sent to missionary schools in Baucau and Ossu, graduating from the Seminary in Dare, outside Dili, in 1973. He then left for Portugal, studying at the Salesian Novitiate in Lisbon. During this time he formally became a member of the Salesian Order.
Carlos Filipe Ximenes Belo then made a brief return visit to East Timor where he taught for a short time at the Salesian College at Fatumaca, near Baucau. He returned to Portugal for philosophical studies over the next two years, followed by three further years at the Portuguese Catholic University. Next, he was sent to Rome where he furthered his ecclesiastical studies at the Pontifical Salesian University. On returning to Portugal, Carlos Filipe Belo was ordained a priest in 1980.
In March 1981 Father Belo returned to East Timor, and was appointed Director of Fatumaca College. During this time he experienced two formative influences that would stand him in good stead in the future. Firstly, he developed a capacity to relate to youth. His obvious and deeply felt links with the young men and women of his country gave him an authentic bond with those who are now playing an important role in the history of East Timor. Secondly, he directly experienced the severe pressure and intimidating tactics of the military authorities, who persistently pressured the college to conform with the standards they wished to impose. The College's success at providing authentic East Timorese and modern technological education was quickly perceived by the authorities as a deep threat to their own policies.

M ai, eravamo andati a portare e a difendere la pace cosí lontano. Nemmeno quando si era trattato di spedire i nostri militari a salvar vite in posti come il Congo, la Somalia, il Mozambico o il Ruanda. Nemmeno all’epoca di due delle tante missioni semi-dimenticate delle Forze Armate italiane. La prima, condotta nel 1979 da una squadra navale rischierata a 6.500 miglia dalle basi di partenza, si era conclusa con il salvataggio di quasi mille boat people vietnamiti abbandonati alla deriva nel Mar della Cina Meridionale. Di conseguenza, il fatto stesso di doversi integrare in una coalizione di nazioni assolutamente inedita (problema per altro comune a ciascuno dei nostri partner) spostava ancora piú in su la soglia fatidica del one team, one mission , al di là della quale inizia il successo di qualunque missione a carattere multinazionale. Quanto al tempo a disposizione per poter raccogliere ed elaborare le informazioni essenziali circa la effettiva situazione del “teatro”, meglio sorvolare. L’unico elemento sui cui non si potevano nutrire dubbi di sorta, al riguardo, era rappresentato dalle condizioni climatiche e igienico-sanitarie: 35-40 gradi di temperatura media e un tasso di umidità del 90 per cento anche nella stagione secca, il tutto guarnito dal piú completo campionario di malattie tropicali disponibile nell’area asiatico-pacifica. A cominciare dalla micidiale “encefalite giapponese”.

The ex-bishop told Ponto Fina in Macau his possible candidacy would, however, depend on the green light from the Holy See. "A probable candidature must be independent , outside of [political] parties, and only with the support of the people," Belo was quoted by the newspaper in a report published on Wednesday. Belo, who is known for his lively temperament, also said he thought, on the other hand, that "maintaining Xanana Gusmao in the presidency would be ideal." Jose Alexandre "Xanana" Gusmao became East Timor's first freely elected president in May 2002, when the half-island recovered its independent statehood from nearly three decades of temporary rule by the UN, brutal military occupation by Indonesia and four centuries of Portuguese colonialism. Gusmao, who in 2002 garnered 82.7 per cent of the votes, said earlier this year he would not run for a second five-year term because he was "tired." The next presidential election is slated for 2007.

There are still 50,000 illegally detained prisoners still suffering at the hands of terrorists who threaten anyone who wants to return home across the border to East Timor. These prisoners live in terrible conditions, many children dying, many girls being raped by the soldiers. The soldiers are allegedly drawn to the international aid sent to the prisoners.

Elle a en effet souvent critiqué le président Habibie pour avoir offert le choix de l'indépendance au peuple de Timor Oriental. Elle n'a pas encore clairement affirmé qu'elle respecterait la volonté des Timorais si ceux-ci refusaient l'autonomie proposée au sein de l'Indonésie. Elle a cependant vigoureusement critiqué les fauteurs de violence sur le territoire au cours de la campagne électorale pour le référendum. Ceux-ci sont très majoritairement les membres de milices pro-indonésiennes, soutenus par l'armée. De très violents incidents provoqués par ces milices ont eu lieu au cours de la semaine précédant le référendum . Selon les journalistes présents sur le territoire il y a eu au moins cinq morts. L'objectif des milices pro-indonésiennes et d'une partie de l'armée indonésienne semble être de tout faire au cours des derniers jours pour que le référendum n'ait pas lieu.

EDA N°240-01/04/1997 TIMOR ORIENTAL Dans un message adressé à l'ONU, Mgr Belo dénonce les tortures infligées aux prisonniers timorais Dans un message transmis au président de la Commission des droits de l'homme des Nations unies par une ONG, vendredi 21 mars 1997, le prix Nobel de la paix, Mgr Carlos Felipe Ximenes Belo, administrateur apostolique de Dili, a invité l'organisme international à faire en sorte que cessent la torture et les violations des droits de l'homme actuellement d'un usage courant à Timor Oriental. L'évêque de Dili a particulièrement attiré l'attention de la Commission sur la situation des prisonniers timorais de l'armée indonésienne. "En règle générale, a-t-il écrit, ces prisonniers sont torturés, giflés, bourrés de coups de pieds et de poings Le message ajoute que certains autres "sont plongés dans des barils d'eau ou brûlés avec des cigarettes, et les maisons des familles des jeunes suspects sont perquisitionnées et lapidées L'évêque a précisé que de tels faits ont eu lieu très souvent au cours des trois derniers mois et que la situation était loin de s'améliorer au Timor Oriental. Les faits ont donné raison à Mgr Belo puisque le message était à peine rédigé et envoyé qu'ont éclaté les affrontements du samedi 22 mars, qui ont opposé la police indonésienne à des centaines de jeunes Timorais (8). La veille de l'envoi du message par Mgr Belo, jeudi 20 Mars, le co-lauréat du prix Nobel 96, M. Ramos-Horta, de passage à Genève, avait demandé de s'exprimer sur le sort de son pays annexé par Djakarta, dans l'enceinte de la Commission des droits de l'homme, depuis le podium et tourné vers la salle. L'Indonésie et ses alliés s'y sont opposés. M. Ramos-Horta a refusé de parler depuis la salle, comme on le lui proposait, car il aurait dû limiter son intervention à l'ordre du jour qui ne se prêtait pas à un exposé sur le Timor. Le militant politique timorais a souhaité s'adresser à la Commission le mois prochain lorsque le thème des violations des droits de l'homme dans les anciennes colonies sera à l'ordre du jour.
