Not only has the Palestinian leader managed to weather Ariel Sharon's three-month siege without fundamentally altering his own political conduct; he's also forced the Bush administration to substantially alter its own posture. While Vice President Cheney maintained the policy of keeping Arafat at arm's length during his visit to Jerusalem, Washington has offered a meeting with Cheney in Cairo next week as a carrot to induce the Palestinian leader to halt attacks on Israelis. That's a far cry from the White House's recent inclination to leave Arafat twisting in the wind. So far Arafat is not taking the bait. The erstwhile prisoner of Ramallah demanded (and, in substantial part, received) an Israeli withdrawal from recently reoccupied Palestinian towns as a precondition for talks, but even then was in no hurry to commit himself to General Anthony Zinni's cease-fire plan.

Aim will be to return to pre-1967 war borders and define Palestinian statehood, but all parties should acknowledge that a step-by-step process is necessary to unwind positions. It matters not what happens first, just that agreement to the same non-threatening actions is put in motion.

    Yasser Arafat came before the U.N. General Assembly in 1972 with an olive branch and a gun. The symbolic juxtaposition of peace and violence defines Arafat's political life. Although he has remained true to his goal of re-establishing a Palestinian homeland, his methods have softened with time. Arafat was born in 1929 to a successful merchant father and a religiously devout mother. His birth name was Mohammed, but he was quickly nicknamed Yasser, which means "easy." Arafat's mother died when he was 4, and his father sent him to live with a married uncle in Jerusalem. As a teenager in the 1940s, Arafat became involved in the Palestinian cause. Before the Arabs were defeated by Israel in 1948, Arafat was a leader in the Palestinian effort to smuggle arms into the territory.

It was three words long and said to have been written in the his own blood. It said simply, "Don't forget Palestine." Reversing "the catastrophe" In the half century since, it has been impossible to ignore either the letter's writer or its contents. While the Middle East conflict continues to rage, for his supporters and critics alike, Yasser Arafat has come to embody his people's struggle for self-determination. Arafat was born and educated in Egypt, but he has always been wedded to his adopted country's cause. He took the name Yasser, believed to honour an Arab victim of the British mandate in Palestine. After the 1948 establishment of the state of Israel, he became committed to the idea of armed struggle to reverse what Palestinians call the Nabka ("the catastrophe"). Militant resistance To this end, Arafat secretly founded Fatah, the Movement for the Liberation of Palestine. He claimed to have fought for Egypt during the Suez crisis and the following Arab-Israeli war. Certainly, his expertise in explosives and demolition held him in good stead as Fatah's operations grew increasingly military.

    When Yasser Arafat was five his mother died and he was sent to live with a maternal uncle in Jerusalem - at the time, Jerusalem was the capital of Palestine and under British control. When he was nine he was moved back to Cairo where he spent the rest of his childhood. At seventeen he became involved with smuggling arms to Palestine for use against both British soldiers and Jewish settlers. When open warfare broke out between Jews and Arabs, he left his university studies to join the fighting in Gaza. In 1958 he and some friends founded Al-Fatah, a network of secret cells which advocated armed revolution against Israel. Yasser Arafat is best known as the leader of teh PLO, but the Palestinian Liberation Organization was not founded by him. Instead, it was originally created by various Arab states in 1964 and Arafat managed to taken control in 1969 after the those states were defeated by Israel in the Six Day War. When Arafat did this, he did it with by trying to unite his al-Fatah organization with a wide variety of Palestinian commando groups. This decision meant that the PLO was desinted to be an organization continually torn by internal strife. Although al-Fatah was committed to setting aside ideological differences in favor of Palestinian nationalism, other groups within the PLO were not.

    (Washington, D.C., August 14, 1997) - In a letter sent today to President Yasser Arafat, Human Rights Watch/Middle East expressed deep concern over the Palestinian military court trial in Nablus on Tuesday that sentenced Fawzi Sawalha, a member of Force 17, to death for treason and terrorism. The court also handed down prison sentences of up to life at hard labor to three other defendants tried in the same case. Human Rights Watch also criticized the public screening before the trial of Sawalha's confessions as an ominous development" that can only discredit the reputation of the Palestinian judiciary"; It urged President Arafat to ensure a halt to this practice, which violates a detainee's right to be presumed innocent until proven guilty according to law. The Nablus military court, basing its convictions on the defendants' confessions and prosecution witness statements, rejected the defendants' claims that their admissions had been extracted under torture and threats. A copy of the letter follows.

    By Kylie Morris in Gaza City Yasser Arafat is reported to have warned his people not to behave in a way that might give Israel an excuse to attack Palestinian areas, in the wake of the tragedies in America. Palestinian legislator Dr Ziad Abu Amr says Mr Arafat fears Israel will wage a public relations campaign to tarnish the image of Arabs and Muslims, particularly Palestinians.
    Yasser Arafat believes Israel may look for provocation
    Dr Abu Amr says there is a risk to Palestinians that Israel will take advantage of the current emergency, using harsher tactics while America is preoccupied with its internal tragedy. With wall-to-wall coverage of the attacks dominating regional and international media, the fact that nine Palestinians were killed overnight in the northern West Bank town of Jenin and another in the Gaza Strip, has barely registered. Instead, images of Palestinians handing out sweets to celebrate what happened in the United States have dominated.
