Annan equates AIDS fight with U.S. struggle for liberties
PHILADELPHIA, Pennsylvania (Reuters) U.N. Secretary-General Kofi Annan used the 225th birthday of the United States Wednesday to equate the global fight against AIDS with the struggle for liberties enshrined in the U.S. Declaration of Independence. Annan, who received the Philadelphia Liberty Medal during a Fourth of July ceremony, said the world would face an unprecedented catastrophe unless nations moved quickly to thwart the AIDS pandemic that has already infected 36 million people and orphaned 30 million children. MESSAGE BOARD AIDS prevention "When U.N. medical experts strive to find new ways to prevent the spread of HIV-AIDS and treat its victims, from Africa to Asia, they are fighting for liberty," he told hundreds of onlookers outside Philadelphia's Independence Hall, where the Declaration of Independence and the U.S. Constitution were adopted in the late 18th century.

U.S. letter to U.N. Secretary-General Kofi Annan
(CNN) The United States Monday notified the United Nations it was rejecting the International Criminal Court treaty. The U.S. State Department released a letter from U.S. Undersecretary of State for Arms Control and International Security John R. Bolton to U.N. Secretary-General Kofi Annan. Here is the text of the letter. "Dear Mr. Secretary-General: This is to inform you, in connection with the Rome Statute of the International Criminal Court adopted on July 17, 1998, that the United States does not intend to become a party to the treaty. Accordingly, the United States has no legal obligations arising from its signature on December 31, 2000. The United States requests that its intention not to become a party, as expressed in this letter, be reflected in the depositary's status lists relating to this treaty. Sincerely

I am honored and pleased to have been asked to speak to you on this grand occasion and in these familiar surroundings. The Boston area boasts of several excellent institutions of higher learning. But there is only one MIT. Mr. President, Trustees, ladies and gentlemen: Let us congratulate the best, the brightest, the most dedicated, the most thoughtful, and the most likely to succeed MIT class everthe class of 1997! But, graduates, you know better than anyone that you did not do it alone. KINSHASA, Congo United Nations Secretary-General Kofi Annan on Monday said it's too soon to decide whether peackeeping forces are needed in the Democratic Republic of Congo. The nation has been reeling since its president, Laurent Kabila, was assassinated last week in the presidential residence in the capital Kinshasa by one of his own soldiers. "I think on the Congo situation, that there is a new leader, he has just taken over, and we need to wait for the situation to settle," Annan said when asked whether a peackeeping force was needed. "The leaders in the region have already met, and those countries that are sympathetic and are fighting on the side of the Democratic Republic of Congo indicated that they will still support the government of Congo," Annan told reporters after his arrival in Tokyo, Japan, for an unrelated four-day visit. Biography of Secretary-General Kofi A. Annan
CAMBRIDGE, MASecretary-General Kofi A. Annan urged MIT graduates today to assume a leadership role in maintaining the United States' support of the United Nations. Delivering the principal address at MIT's 131st commencement exercises, Mr. Annan, an MIT Sloan Fellow in 1971-72, told the 2,000 graduates, their guests, MIT faculty and administratorS gathered at Killian Court: "For you, I have a special plea. Your country, the world's most powerful, even now is debating its future role in the world community and the place of the United Nations within that overall foreign policy vision. "I call upon you to work indefatigably to anchor the United States to the course of internationalism, to its historic mission as an agent of progressive change and the rule of law, equal opportunity, and the irreducible rights of all individuals. The need is pressing; the moment is now. Let us continue the productive partnership between the United States and the United Nations and go forward together with a positive, can-do attitude to win the new peace and prosperity that beckons." Mr. Annan, who took office in January and will serve a five-year term as Secretary-General, said he would announce reform plans next month that "compare favorably with any such reforms yet undertaken by any public sector organization, anywhere."

West African diplomat gives color and credibility to top position at world peacekeeping Organization The revving sound continues to reverberate in his head. And even now, Kofi Annan finds it hard to fathom why a gang of motorcycle-mounted photographers chased him through the streets of Florence, Italy, earlier this year. It's not like he was a movie star or a basketball iconhe was "only" the secretary-general of the United Nations on his way to church. When did career diplomats become a part of the paparazzi's hit list anyway? Well, they're not. But world heroes are. And although Annan denies that he has become a world hero, the first Black UN chief has become one of the world's most sought-alter personalities. Since persuading Iraq's Saddam Hussein to agree to a settlement that averted a major international crisis, interest in Annan's position has reached far beyond the handshakes of heads of state. And although the Iraq crisis continues to unfold, he is now known far outside the walls of the palaces, estates, castles and compounds that bound his predecessors.

On January 1, 1997, Kofi Annan became the seventh Secretary General of the United Nations. His election followed a bitterly-contested United States veto of a second term for his predecessor, Boutros Boutros-Ghali of Egypt. The Security Council recognized it was still Africa's "turn" in the UN's highest office, and eventually selected the U.S.- and French-backed Annan, a soft-spoken Ghanaian then heading the UN's Peacekeeping Department. Annan proved an innovative and surprisingly independent Secretary General - far less in thrall to the US than many had anticipated. Though his choices are severely limited by the UN's financial crisis and by unrelenting pressure from the US and other major powers, Annan has won widespread support and learned to maximize his options. He moved quickly to reassert UN centrality in emergencies across the globe. UN staffers have been largely delighted with their new chief, and morale within the organization soared. Annan, the first black African Secretary General and the first to rise to the top position from within the ranks of the UN staff, is appreciated not only for his political acumen, but for his respect for and willingness to work collaboratively with his colleagues. Born in Ghana in 1938, Annan studied economics in Kumasi and earned a bachelor's degree at Macalester College in Minnesota in 1961. He did graduate work in Geneva and later earned a master's degree in management from MIT in 1972.

Kofi Annan of Ghana, Secretary General of the United Nations, has the world's most difficult job. Elected for a five-year term that began in January 1997, and re-elected for a second five-year term that began in January 2002, he is the second candidate elected from Africa, following Boutros Boutros-Ghali of Egypt. He heads an organization in perpetual financial crisis and with a very small budget, that nonetheless is expected to address (and solve) most of the world's problems. He must accommodate the most powerful countries, while still acting in a way that appears evenhanded, and he must struggle for peace in a world where violence and warfare are still the norm.     Pakistan has said it will not open its border with Afghanistan to new refugees despite a plea by UN Secretary General Kofi Annan.
    America has no reason, justification or evidence for attacking
    Mullah Mohammad Omar Only those Afghans with valid documents will be allowed into the country, officials said, citing security concerns. In Kabul, the Taleban's supreme leader Mullah Mohammad Omar urged Afghans who had fled their homes to go back and said the possibility of a US attack had decreased. "Therefore, all those [Afghans] who have been displaced internally or externally are instructed to return to their original place of residence," he said. Pakistan's refugee minister Abbas Sarfraz Khan said the authorities would consider reopening the border if there was a humanitarian crisis.
    Smuggled weapons seized at the border
    The BBC's Susannah Price, in Islamabad, said Mr Khan did not go into details but said a US attack might trigger a huge wave of refugees.
