In three presidential debates and numerous press reports we have seen and heard a lot of numbers about a $4.6 trillion surplus and how to use it. The two candidates agree only on the basic numbers and all the rest on tax cuts and spending plans is in great disagreement. Excluded from the debates is any discussion of how realistic is the $4.6 trillion surplus. You can't spend money you don't have without incurring more debt. But first, what is a surplus? Politicians are defining surplus as when federal income exceeds expenditures. But what about Federal debt? Suppose you have an annual income of $50,000 and during the year you take out a home equity loan of $10,000 and spend a total of $55,000. Your income was $60,000, you spent $55,000 and presto, you have a "surplus" of $5,000; but since you have $10,000 more debt, after subtracting your $5,000 "surplus" this leaves you a $5,000 deficit for the year. This is what the Federal government does. Federal fiscal year 2000 (10/01/99-9/30/00) started with a Total Public Debt Outstanding of $5.656 trillion and ended with $5.674 trillion; therefore we end the year with a DEFICIT of 18 billion . How can the politicians talk about "back to back surpluses" for the last two years or paying down the debt?

Main May 11, 2003 THE FUZZY MATH OF BILL BENNETT All the Bill Bennett riff raff reached a point of "laughability" this past week when hardcore right wingers on programs such as Sean Hannity and Rush Limbaugh started finding new and creative ways to defend Bennett and even gambling. Hey, I got no problem with a guy that gambles away $8 million and still pays the bills and keeps his marriage and kids and all of that and besides all of that what I want to know is how does a guy wager at least $8 million away and still find a way to break "near even"? Near even huh? Is that statistically possible? (I'll give you a hint: No it isn't). So apparently, Bennett not only has problems with gambling but he is also a liar . I think lying might be a bit of a moral issue as well, yes? Anyway, now that no one in their right mind is going to pay Bennett to speak or write about morality issues anymore, maybe someone can talk him into dabbling into a whole new area of writing. Maybe his next book should focus on gambling, you know, something he can write about knowledgeably without having to pretend he is an expert on it when really he isn't (unlike with his works on Virtues and stuff). I already have the title for his next book: "How To Break "Near Even" After More Than 10 Trips to the Slot Machines". That's a book that could be very popular, I would think. Or, of course, he could write a book called "How to Lose $8 Million at the Casino and Still Have Your Wife and the Religious Right Love You".

We have more accurate bombs, so even though the unit cost is higher you generally don't need to drop as many or revisit the target. The 'cost' of a war is a problematical thing. It's not like soldiers don't get paid or aircraft maintained when there isn't a war on. Is the quoted figure 'how much the armed forces will cost for the duration of hostilities over and obove the usual peacetime amount'? If not, it's bogus.
