The Environment, Mining, Energy and Natural Resources Group covers all aspects of environmental and natural resources management, ranging from the conservation of species and habitats, to applications for mining rights and the conversion of existing rights in terms of new legislation, through to waste management and pollution control. Particularly, we specialise in the following areas: ENVIRONMENTAL AUDITING, DUE DILIGENCE Auditing procedures, which incorporate internationally-accepted methodologies of environmental auditing, have been adopted and adapted by the firm for the commercial, industrial and mining sectors. The environmental audit and due diligence exercises undertaken by the Group are specifically focused on addressing the legislative and regulatory compliance of the "audit subject". They allow for an alliance with technical and scientific experts. Environmental and occupational health and safety audits often form part of a larger audit of environmental management aspects of a facility and as such, foster the development and implementation of environmental management systems. Due diligence studies are conducted as an essential component of commercial transactions on which Bowman Gilfillan has been instructed. We have experience and expertise both in challenging the findings and procedures imposed by government in the statutory environmental impact assessment process and in conducting and facilitating environmental audits and due diligence procedures, and attending to the legal aspects of environmental management systems, such as ISO 14000. We are well placed to advise clients on all aspects of environmental impact assessments, particularly land use planning, rezoning and development projects.

The following is an excerpt from Volume 25, Issue 2 (September 1997)
Developing Positive Mining - Environment Relations:
Essential Elements in the Mine Development Process
    Desmond M. Connor
After working on some 25 mining projects over the last 20 years, many of them involving cross-cultural situations, the following elements seem essential for a successful mine development process.
    1. Adopt a comprehensive definition of the "environment."
Biology can resolve only about 50% of mining issues termed "environmental"; the other half can be dealt with only by understanding and working on the social and cultural concerns of nearby communities, regional towns and the NGOs and politicians of capital cities. For example, high heavy metal levels in a lake because of drainage through a waste rock pile can be solved with a lime flocculation system. Convincing the residents of a community who draw their potable water from that lake that their water supply is safe is something else again. In the mine development process, the Environmental Impact Study should have a Social Impact Assessment and Management component which will identify and address the social and cultural issues created by the proposed mine. A systematic program of public education and dialogue will be needed to develop informed majority public understanding, acceptance and support for the project.

Victoria, BCThe care and feeding of the British Columbia metal mining industry is costing provincial taxpayers 111% more today than in 1995, despite the Campbell government’s New Era commitment to eliminate business subsidies, according to a new report released today by the Environmental Mining Council of British Columbia (EMCBC). Because of new tax breaks introduced by the Campbell government, for every dollar invested in metal mining exploration in BC today, combined federal and provincial expenditure on that dollar is 65 cents, not including the specific subsidies to the industry outlined in the report.
