The rainforest of the Napo Province is one of the most biologically diverse in the world. Mining in the Developing World is hardly a new phenomenon, but in the last decade the affair between multinational mining companies, Third World governments, and the International Community has gotten steamy. More developing countries have turned to large-scale mining than ever before, at a cost to their resources and people that will not be fully realized until long after the sudden influx of cash has been spent and the resources have been exhausted. South America's untapped reserves and newly adopted neoliberal economic stance are attracting mining companies from all over the globe. Two of the central tenets of economic neoliberalism are the reduction of government expenditures and the adoption of a laissez-faire approach to business. Struggling to survive the New World order, many developing nations have weakened mining and environmental regulations to entice foreign investment. In some cases these cuts have opened up large areas of virgin land and denied recourse to those who oppose mining activities.

Environment for Data Mining Solutions The Algorithm Development and Mining System (ADaM) developed by the Information Technology and Systems Center at the University of Alabama in Huntsville is used to apply data mining technologies to remote sensed and other scientific data. Abstract
The amended Metal Mining Effluent Regulations (MMER), will include a requirement for mines to conduct Environmental Effects Monitoring (EEM) under the authority of the Fisheries Act. The EEM program will determine if mine effluent is having an effect on fish, fish habitat and the use of fisheries resources. The metal mining EEM program strives to balance site-specific requirements with the need for national consistency. The program uses a tiered approach to monitoring, where the results of previous monitoring determine the frequency and extent of monitoring subsequently required. The frequency and extent will therefore vary depending on whether there are observed effects.

ACID ROCK DRAINAGE Acid Rock Drainage (ARD) results from oxidation and metal leaching of naturally reactive sulphides in earth materials when exposed to air and water by mining activity. ARD is recognized as the major environmental problem in the Canadian mining industry. Klohn Crippen has the ability to undertake the development of an ARD management plan from site characterization to closure. The scope of Klohn Crippen’s ARD services is described below. The range of our experience and responsibilities in this area are illustrated in the following section.
Acid Rock Drainage with orange iron precipitates and a green algal bloom. The phenomenon of acid rock drainage is not confined to mining activities and can occur wherever sulphide-bearing materials are exposed to an oxidizing environment. In the mining industry, acid rock drainage is most common in base metal and coal mines. Acid rock drainage can have a detrimental impact on water quality not only from the resulting low pH but also from the heavy metals that the low pH environment liberates and transports. The effects on aquatic life can be very serious.

One of five sections within the Environment Department's Ground Water Quality Bureau, MECS performs three main functions:
  • The issuance and management of discharge permits (DPs) for mine sites. DPs contain monitoring, operations, contingency, and closure plans. DPs are required when a discharge (waste rock, tailings, raffinate) has the potential to impact groundwater. The management of administrative orders on consent (AOC) with mine sites. An AOC is an agreement between a responsible party and the State of New Mexico that provides expeditious Superfund-like investigations and remedies with the understanding of the Enviornmental Protection Agency. The review of minimal impact mining sites to confirm that the sites do not need a DP and to provide a determination to the Mining and Mineral Division of the
  • DP A PPLICATION If a new discharge is planned or the location of an existing discharge will change, a Notice of Intent (NOI) to discharge is required. The NOI should be addressed to the Ground Water Quality Bureau Chief and shall state: the name of the person making the discharge; the address of the person making the discharge; the location of the discharge; an estimate of the concentration of water contaminates in the discharge; and, the quantity of the discharge. Prior to NOI submittal, a phone call may be made to staff to discuss the discharge. If, based on the NOI, it is determined that a DP is required, a DP application must be submitted; a $100 filing fee must be included with the application. Mining DP approval fees are seen in the table below and in 20.6.2.3114 NMAC.

    Mineral Resources Management Coal Mining: Current Coal and Industrial Minerals Mining Environmental Regulatory Program This program oversees active mining operations and the reclamation of the land by the mining company after the extraction of coal or other minerals. DMRM has the unique and difficult responsibility of regulating the mining industry in a way which strikes a balance between protecting society and the environment from the adverse effects of mining operations and satisfying the nation's need for coal and other minerals as essential resources for economic growth. The Regulatory Program involves three primary areas:

    • inspection/enforcement
    • technical (hydrology, engineering, blasting, soils, and archaeology)
    Responsibilities of the permitting section include reviewing permit applications, amendments, revisions, and land use changes.
